Thursday, September 1st, 2011, 7:25 A.M.   TRAFFIC LIGHTS OUT Since approximately 4:00 a.m., several traffic lights at intersections in the North End area of the city have been left without power. Some of the intersections include:   Salter Street / Redwood Avenue Salter Street / Burrows Avenue Inkster Boulevard / Salter Street Cathedral Avenue / Main Street Mountain Avenue / Main Street Salter Street / Mountain Avenue King Edward Street Notre Dame Avenue The Winnipeg Police Service is requesting that all motorists and pedestrians use extreme caution in these areas.
