Motor Vehicle Collision – Investigation: C18-189657
 
On August 30, 2018, at approximately 9:25 p.m., emergency personnel responded to the report of a motor vehicle collision involving two pedestrians in the area of Keewatin Street and Santa Fe Drive.
 
An adult female was transported to hospital in critical condition where she remains. An adult male was transported to hospital in unstable condition and has been upgraded to stable condition.
 
It has been determined that the two pedestrians had been walking westbound across a nearby crosswalk when they were struck by a southbound vehicle.
 
Members of the Traffic Collision Investigation Section continued with the investigation and have spoken with the driver of the vehicle who remained at the scene.
 
This investigation is still in the preliminary stages. Anyone with information that may assist investigators is asked to call 204-986-7085 or Crime Stoppers at 204-786-TIPS (8477).
 
Firearm – Arrest: C18-188106
 
On August 29, 2018, at approximately 9:35 a.m., North District General Patrol members were in the area of Manitoba Avenue and Parr Street when they observed an individual they recognized as being known to them.
 
Officers attempted to stop the male and he immediately fled on foot. After a short case, he was taken into custody in the area of Manitoba Avenue and McKenzie Street.
 
A search of him resulted in the seizure of a number of items:
 
- A knife
- Two 12-gauge shotgun shells
- Components for an improvised firearm (bang stick) including 6 assorted metal pipes and a large screw
- Numerous break-in instruments including 4 screwdrivers and 3 sets of pliers
 
Brendan Elice Okemow, a 20-year-old male of Winnipeg, has been charged with:
 
- Possession of a Weapon
- Carrying Concealed Weapon Prohibited Device or Ammunition (x2)
- Unauthorized Possession of a Firearm
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x4)
- Possession of Break-In Instrument(s)
 
He was detained in custody.
 
Commercial Robberies – Arrests: C18-184421
 
On August 24, 2018, at approximately 4:00 p.m., four suspects attended to a Manitoba Liquor Mart in the 2800 block of Pembina Highway, parking at the rear of the business to avoid detection.
 
One suspect, an adult male, remained with the vehicle while the three other suspects, all youths, concealed their faces and entered the business. Numerous bottles of liquor with a value between $3,500 and $4,000 were stolen and the suspects fled the area.
 
At approximately 4:15 p.m., they drove to a second Manitoba Liquor Mart in the 400 block of North Town Road where they again parked at the rear of the business.
 
The adult male suspect remained with the vehicle while two youth suspects concealed their faces and entered the business. A store manager approached the youths and was immediately threatened. The youths then began to steal numerous bottles of liquor but were confronted by an off-duty RCMP member who had been in the store and identified himself as an officer.
 
The youths then began to assault the officer by throwing numerous liquor bottles at him, striking him in the head and allowing them to make their escape. It is estimated that $1,200 of liquor was stolen. The officer suffered minor injuries. 
 
Members of the Major Crimes Unit continued with the investigation.
 
On August 30, 2018, at approximately 5 p.m., the Winnipeg Police Service received a 911 hang-up call from an address in the 300 block of Pacific Avenue. Shortly after, a dispatcher spoke with an individual who asked the police to come arrest him.
 
Officers attended the residence and placed one of the youth suspects under arrest. He was found to be in possession of a folding knife.
 
Investigators have identified the youth as being responsible for 23 different theft incidents where he would attend Liquor Marts and steal copious amounts of liquor (total value of approximately $11,275). On many of these occasions, these thefts would be carried out with the help of several suspects. These investigations are continuing.
 
A 16-year-old male of Winnipeg has been charged with:
 
- Robbery (x2)
- Assault a Peace Officer
- Possession of a Weapon 
- Theft Over $5000
- Possession of Property Obtained by Crime Over $5000
- Fail to Comply with Sentence (x2)
 
He was also processed on the strength of four outstanding warrants for charges of:
 
- Theft Under $5000 (x6)
- Fail to Comply Sentence (x12)
 
He was detained in custody.
 
At approximately 11:30 p.m., Major Crime Unit investigators placed the adult male suspect under arrest in the area of Keewatin Street and Logan Avenue.
 
Caiden Jessy Bjornsson, a 24-year-old male of Winnipeg, has been charged with:
 
- Robbery
- Theft Under $5000
 
He was detained in custody.
 
Commercial Robberies – Arrests: C18-181893
 
On August 21, 2018, at approximately 5:45 a.m., an adult male suspect attended a convenience store in the first 100 block of Osborne Street while concealing his face. He pointed a firearm at an employee and demanded money and cigarettes. The male received an undisclosed amount of money and product. He then fled the store.
 
At 5:15 p.m., the adult male suspect, in the company of an adult female suspect and another adult male suspect, attended a pharmacy in the 600 block of Elizabeth Road. The two males entered the pharmacy while concealing their faces. One of the males pointed a firearm at an employee and made threats to kill them if narcotics were not turned over. The male received an undisclosed amount of drugs and together the two suspects fled the store.
 
Witnesses in the area observed the suspects as they loaded a vehicle with the stolen items. They then fled the area with the female suspect as the driver.
 
Members of the Major Crimes Unit continued with the investigation.
 
On August 22, 2018, at approximately 8:35 p.m., Major Crime Unit investigators, along with members of the Tactical Support Team and General Patrol members, placed a male suspect under arrest in the first 100 block of Laurel Bay.
 
Kyle Kisik Schroeder-Bear, a 21-year-old male, has been charged with:
 
- Armed Robbery using a Firearm
- Disguise with Intent
- Uttering Threats - Cause Death or Bodily Harm
 
He was detained in custody.
 
On August 29, 2018, at approximately 1:20 a.m., an adult male suspect attended the same convenience store in the first 100 block of Osborne Street, produced a knife and demanded money and cigarettes from an employee. The male received an undisclosed amount of money and product. He then fled the store.
 
On August 30, 2018, at approximately 12:40 p.m., Major Crime Unit investigators placed a female suspect under arrest in the first 100 block of Edmonton Street. A search of her resulted in the seizure of a number of items including the following:
 
- Product that is believed to have been stolen during one of the incidents
- 9 pills of Hydromorph-Contin
- 4 pills of Hydromorph
- 23 pills of Xanax
- 2 small dime-bags of methamphetamine
 
Jessica Sadowiak, a 34-year-old female of Winnipeg, has been charged with:
 
- Armed Robbery using a Firearm
- Possession of a Weapon
- Possession of Property Obtained by Crime Under $5000
- Possession of Proceeds of Property Obtained by Crime Under $5000
- Possession of Scheduled Substance – Hydromorphone
- Possession of Scheduled Substance – Methamphetamine
- Fail to Comply Condition Recognizance by Judge/Justice (x5)
 
She was detained in custody.
 
At approximately 2:55 p.m., Tactical Support Team members placed a second male suspect under arrest on the Norwood Bridge. A search of him resulted in the seizure of a number of items including the following:
 
- Product that is believed to have been stolen during one of the incidents
- Approximately $1,475 in Canadian currency.
 
Christopher Paul Simard, a 33-year-old male of Winnipeg, has been charged with:
 
- Armed Robbery using a Firearm (x2)
- Robbery
- Disguise with Intent (x2)
- Use of Firearm During Commission of an Indictable Offence (x2)
- Pointing a Firearm (x3)
- Possession of a Weapon (x2)
- Unauthorized Possession of a Firearm (x2)
- Unauthorized Possession of a Firearm in Motor Vehicle
- Uttering Threats - Cause Death or Bodily Harm
- Possession of Property Obtained by Crime Under $5000
- Possession of Proceeds of Property Obtained by Crime Under $5000
 
He was detained in custody.

 Community Notification: Justin LEVASSEUR
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Justin David LEVASSEUR, (aka Jay LEVASSEUR, Norman LEVASSEUR, "J" and "J STAR"), 28 years of age, a convicted sex offender who is considered high risk to re-offend in a sexual manner. Females are at risk of sexual violence.
   
LEVASSEUR will be released from Stony Mountain Institution, in Stony Mountain, Manitoba on August 30, 2018 in relation to a sentence for break, enter and commit sexual assault, and overcome resistance by attempting to choke, suffocate or strangle which occurred on September 2013, in Manitoba. LEVASSEUR was convicted of those offences on March 24, 2016, and received a sentence of five years (which includes pre-sentence custody credit of 16 months). Upon release, LEVASSEUR will be subject to a lifetime weapons prohibition and parole until November 23, 2019. LEVASSEUR is expected to take up residence in Winnipeg, Manitoba.
   
LEVASSEUR has a history of sexual, violent and other offences. Although he participated in some treatment programming in the past, LEVASSEUR is still considered high risk to re-offend in a sexual manner. Females are at risk of sexual violence.

Background information:

Justin David LEVASSEUR is a 28 year-old male with a lengthy criminal record including convictions for break and enter commit sexual assault, overcome resistance by attempting to choke, suffocate or strangle, assault cause bodily harm, assault, resist peace officer, escape lawful custody and numerous breaches of Probation.
   
LEVASSEUR's most recent offences occurred in September 2013, when he broke into the residence of an unknown female, while she was sleeping in one bedroom, and her two children were asleep in another bedroom. He sexually assaulted and choked the victim. He was convicted of break and enter commit sexual assault and overcome resistance by attempting to choke, suffocate or strangle on March 24, 2016, and received a five year sentence (which includes pre-sentence custody credit of 16 months).

LEVASSEUR will be released from Stony Mountain Institution, in Stony Mountain, Manitoba on August 30, 2018.
   
Upon release, LEVASSEUR will be subject to Parole until November 23, 2019, which includes conditions such as:
   
  • Not to possess or consume any drugs, alcohol and other intoxicants except
  drugs as prescribed and taken as directed;
   
  • Reside at an approved residence and abide by a curfew of 10:00 p.m. to 6:00
  a.m. daily, and comply with curfew checks;
   
  • Not to enter any licensed premise; and
   
  • Not to possess or use a computer or wireless telecommunication device that
  can access the Internet;
   
LEVASSEUR will also be subject to a lifetime weapons prohibition.
   
While incarcerated, LEVASSEUR participated in some treatment programming but is still considered high risk to re-offend in a sexual manner against females.
   
LEVASSEUR is expected to take up residence in Winnipeg, Manitoba.
This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at LEVASSEUR will not be tolerated.

Development Application Notification Review Report

Drug/Firearms Investigation – Arrests: R18-54591
   
As part of an investigation into the illegal distribution of methamphetamine, the Winnipeg Police Service Street Crime Unit on August 23 executed a Controlled Drugs and Substances Act (CDSA) search warrant on a residence located in the 500 block of Cathedral Avenue. With the assistance of the Tactical Support Team and general patrol officers, 8 adults were removed safely from the home.
   
Investigators seized the following items:
  ·         SKS assault rifle with 60 round magazine
  ·         Bolt-action 30-06 rifle
  ·         Bolt-action 25-06 rifle
  ·         Money counting machine
  ·         $560 Canadian Currency
  ·         Methamphetamine $300 street value
  ·         Percocet,  $900 street value
  ·         Xanax pills
  ·         Working Scales
  ·         Packaging materials
  ·         Case of 3.08 ammumintion
   
As a result, the following people were arrested and charged:
   
Ashley Louie RICHARD, 43, of Winnipeg was charged with:

  • CDSA 5.2 x 3 - Methamphetamine, Percocet, & Xanax
  • Possess Firearm Knowing its Possession is Unauthorized x 3
  • Unauthorized Possession of a Prohibited Device or Ammunition
  • Possess Firearm Contrary to Prohibition Order x 6
  • Tampering with Serial Number of a Firearm 
  • Possess Firearm knowing Serial Number has been Tampered
  • Possess Proceeds of Property Obtained by Crime under $5,000
  • Possess Property Obtained by Crime under $5,000 x 2
  • Fail to Comply Probation x 3
  • Warrant of Arrest x 2
  • Drive Prohibited 

   
Geraldine Faye RICHARD, 44, of Winnipeg, has been charged with:

  • Possess Property Obtained by Crime under $5,000 x 2
  • Unauthorized Possession of a Prohibited Device 
  • Tampering with Serial Number of a Firearm 
  • Possess Firearm knowing Serial Number has been Tampered
  • Unauthorized Possession of Firearm x 3
  • Possess Firearm Knowing its Possession is Unauthorized x 3

A 31-year-old female from Winnipeg was arrested on 2 outstanding warrants of arrest.

All of the accused were detained in custody.
   
Firearms Investigation – Arrests: C18-185006
   
On August 25, 2018, members of the Winnipeg Police Street Crime Unit executed a Firearms Search Warrant on a residence located in the 100 block of Jefferson Avenue. Officers from numerous units assisted in the operation, including members from East District Community Support, General Patrol officers from North and Central Divisions and the Tactical Support Team.
   
As part of the investigation a related vehicle was stopped in the 1600 block of Main Street. Two adult males and an adult female were removed from the vehicle and arrested. A saw-off .22 rifle, and 2 air-soft pistols were seized as well as a quantity of methamphetamine and prescription drugs.
   
An adult male was arrested in front the residence on Jefferson Ave. Officers seized an unloaded 30-06 rifle, soft-body-armour and ammunition.
   
Tyson Paul COLFORD, 31, of Winnipeg, was charged with 13 firearms related offences, as well as charges related to possession of property obtained by crime, proceeds of crime and drug trafficking charges (methamphetamine).
   
James Glen HOULE, 29, of Winnipeg, faces a total of 16 criminal charges related to firearms, possession of methamphetamine and possession of property obtained by crime.
   
Raechel Marie DUECK, 29, of Winnipeg, faces a total of 8 criminal charges related to firearms, possession of methamphetamine and possession of property obtained by crime.   
   
Shawn Derek BLAIR, 31, of Winnipeg, was charged with:
  ·         Possession of Body Armour without a Valid Permit under the Body Armour and Fortified Vehicle Control Act of Manitoba
  ·         Possession of a Weapon
  ·         Careless Use of a Firearm
  ·         Unauthorized Possession of a Firearm
   
All 4 accused were detained in custody.

Theft – Investigation: R18-46489

Public Assistance Requested

The Winnipeg Police Major Crimes Unit is investigating a theft that occurred on July 17, 2018 at a business located in the 1800 block of Pembina Highway.

A male suspect entered the building during business hours and stole a computer and other electronic equipment.

Investigators are asking the public's assistance in identifying the male captured in the image below.



Anyone with information that may assist in indentifying this male or with any information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
