Child Sexual Abuse Imagery – Arrest: R18-65043
   
In early October 2018, the Winnipeg Police Service's Internet Child Exploitation (ICE) Unit entered into an investigation regarding child sexual abuse imagery being sent on an online storage and cloud computing service. The provider had notified the National Center for Missing and Exploited Children in the United States who in turn alerted the National Child Exploitation Coordination Centre in Ottawa and the Winnipeg Police Service.
   
During the morning of October 10, 2018, members of the ICE Unit took a male into custody and executed a search warrant at a residence in the Fort Rouge area. An electronic device displaying child sexual abuse images was located and seized. Other electronic devices were also seized.
   
Gary Anthony Shady, a 72-year-old male of Winnipeg,has been charged with:
   
  - Possession of Child Pornography
   
He has been detained in custody.

Strongarm Robbery & Assault – Investigation: C18-224510 & C18-224525
   
On October 10, 2018, at approximately 7:15 p.m., the Winnipeg Police Service received a report of a robbery that had occurred in the area of Portage Avenue and Vaughan Street.
   
An 18-year-old female exchange student from Germany had been crossing Portage Avenue in the area when a female suspect began to follow her. As she got to the intersection, the suspect began to hit the exchange student's bag and continued to follow her. The suspect then slapped the exchange student twice and stole her phone, wallet, identification and personal papers. She then fled the area on a transit bus.
   
After boarding the bus, the suspect later began to harass passengers and was asked to leave the bus by the driver. The suspect confronted the female bus driver, shoved her and spit in her face before fleeing the bus in the area of Panet Road and Keenleyside Street.
   
The suspect is described as being Caucasian or Metis in appearance, in her 20's (age), with a skinny build, 5'3"-5'4" in height and having shoulder-length dark hair with copper/red ends. She was wearing a black jacket with a fur hood and dark jeans.
   
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
   
Firearms – Arrest: C18-224522
   
On October 10, 2018, at approximately 7:25 p.m. Drug Enforcement Unit members were in the area of Main Street and College Avenue when they observed a taxi cab driving evasively. Officers followed the cab and attempted to conduct a traffic stop in the area of Andrews Street and Boyd Avenue when the two rear passengers opened a door and attempted to quickly walk away while the cab was still in motion.
   
At this time, officers observed the black pistol grip of a firearm concealed in the waistband of one of the males. Both males were immediately taken into custody.
   
Upon searching the male the suspected firearm, a .22 calibre lever-action rifle was found in his pant leg.  The firearm was seized.
   
Keifer Stone Bruce, a 22-year-old male, of Winnipeg,has been charged with:
   
  - Possession of a Weapon
  - Carrying Concealed Weapon Prohibited Device or Ammunition
  - Unauthorized Possession of a Firearm
  - Unauthorized Possession of a Firearm in Motor Vehicle
  - Fail to Comply with Probation Order (x3)
   
He was detained in custody.
   
The other male was released without charges.

Empress Street and Overpass Reconstruction and Rehabilitation

Thank you to those who attended the public open house on the Empress Street and Overpass Reconstruction and Rehabilitation Project on October 10, 2018. Detailed design of the project is now complete with the first phase of construction now underway, with completion of the overall project anticipated by summer 2020 with a budget of approximately $22.8 million.

West Alexander to East Exchange Update

The protected bike lanes along McDermot Avenue and Bannatyne Avenue are now open from Waterfront Drive to Sherbrook Street. The City is continuing to work on additional back-in angled parking on James Avenue, Rupert Avenue, Hargrave Street, and Albert Street. View the Detailed Design drawings.

New Bike Infrastructure - A User's Guide

Thank you for your participation in walk bike projects since the approval of the Pedestrian and Cycling Strategies. Your input has helped to improve design and decision making that balances the needs of all road users.

Walk bike projects have since been designed and built, and the City of Winnipeg has rolled out new bike infrastructure throughout the city, including new features that will help increase safety and improve traffic flow for Winnipeg cyclists, motorists, and pedestrians. The City has a guide to outlines these new features and how to use them properly.

Fraud – Arrest: R17-86169
   
In October 2017, the Winnipeg Police Service's Financial Crime Unit entered into an investigation regarding fraudulent activities by a local drug and alcohol testing company contracted to certify transport truck drivers operating in the United States.
   
Investigators learned that the contracted company did not properly test driver's samples according to mandated procedures and test results were falsified and provided to drivers. The company continued to charge their clients the full rate for their services.
   
This practice continued unchecked until September 6, 2018, when members of the Financial Crimes Unit executed a search warrant at the offices of the company.
   
The clients were unaware that the samples were not being properly tested.
   
The owner of the company, Colleen Faye Robinson, a 54-year-old female of Winnipeg, has been charged with:
   
  - Fraud Over $5,000
  - Forgery
  - Use a Forged Document
   
She was released on a Promise to Appear.


Firearm/Drugs – Arrest: R18-66814
   
During the afternoon of October 9, 2018, members of the West District Community Support Unit, along with the assistance of the Tactical Support Team, executed a Criminal Code search warrant at a residence in the 600 block of Furby Street.
   
The investigation has led to the seizure of a number of items including the following:
   
  - SKS semi-automatic rifle
  - A restricted high-capacity magazine containing 18 rounds of 7.62×39mm rounds
  - An ASP telescopic baton
  - Plastic/composite knuckles
  - Approx. 1 gram of methamphetamine
   
A 36-year-old female of Winnipeg has been arrested for:
   
  - Unauthorized Possession of a Firearm
  - Possession of a Prohibited or Restricted Firearm with Ammunition
  - Store Firearm or Restricted Weapon Contrary to Regulations
  - Possession of a Weapon (x2)
  - Possession of Scheduled Substance - Methamphetamine
   
She was released on a Promise to Appear.
 
Mischiefs/Thefts – Arrests: C18-222811
   
On October 8, 2018, between approximately 10:20 p.m. and 11:20 p.m., five suspects attended the Crestview area and engaged in numerous criminal activities including mischief, theft and possession of stolen property.
   
  - A vehicle in the first 100 block of Risbey Crescent had a mirror broken.
  - A vehicle in the first 100 block of North Lake Drive was entered.
  - A vehicle in the 100 block of Lumsden Avenue was entered and property was stolen.
  - A vehicle in the 100 block of Lumsden Avenue was entered.
  - A vehicle in the 100 block of Lumsden Avenue had an obscene word spray-painted on it.
  - A bike was stolen from the backyard of a residence in the first 100 block of North Lake Drive.
  - A bike was stolen from the backyard of a residence in the first 100 block of Kay Crescent.
   
Area residents contacted police. Responding officers located the five suspects on bicycles as they travelled on North Lake Drive. Upon seeing police, the suspects immediately jumped off their bikes and fled on foot.
   
The two stolen bicycles, along with two additional bicycles (unknown owners) were recovered.
   
Three suspects were located in a nearby yard on North Lake Drive. The other two suspects were located on a transit bus in the area of Lumsden Avenue and Cavalier Drive.
   
A 16-year-old female of Winnipeghas been charged with:
   
  - Possession of Property Obtained by Crime Under $5000
  - Mischief Under $5,000/Obstruct in Enjoyment (x5)
  - Theft Under $5000 (x3)
   
A 14-year-old female of Winnipeghas been charged with:
   
  - Arson Causing Damage to Property
  - Possession of Property Obtained by Crime Under $5000
  - Mischief Under $5,000/Obstruct in Enjoyment (x5)
  - Theft Under $5000 (x3)
   
A 13-year-old female of Winnipeghas been charged with:
   
  - Arson Causing Damage to Property
  - Possession of Incendiary Material
  - Possession of Property Obtained by Crime Under $5000
  - Mischief Under $5,000/Obstruct in Enjoyment (x5)
  - Theft Under $5000 (x3)
   
A 14-year-old male of Winnipeghas been charged with:
   
  - Possession of Property Obtained by Crime Under $5000
  - Possession of Break In Instrument(s)
  - Mischief Under $5,000/Obstruct in Enjoyment (x5)
  - Theft Under $5000 (x3)
   
They were detained in custody.
   
An 18-year-old male of Winnipeghas been arrested for:
   
  - Possession of Property Obtained by Crime Under $5000
  - Possession of Break In Instrument(s)
  - Mischief Under $5,000/Obstruct in Enjoyment (x5)
  - Theft Under $5000 (x4)
   
He was released on a Promise to Appear.

PROJECT RETURN
   
The Winnipeg Police Service's Counter Exploitation/ Missing Person's Unit, and General Patrol Members from Central 11, West District 12, North District 13 and East District 14, in partnership with Outreach Workers from the Community in Winnipeg (StreetReach, Winnipeg Outreach Network, Resources Assistance for Youth (RAY), MaMaWi, and the Bear Clan Patrol Inc) initiated a Joint Project from Friday, October 5, 2018 to Sunday October 7 , with the aim of protecting youth within our city who are at a high risk of being sexually exploited.
   

  • 18 males arrested between ages of 19-74 for Obtaining Sexual Services for Consideration
  • 16 Vehicles seized under the Highway Traffic Act for Prostitution offences
  • 4 Deter and Indentify Sex-Trade Consumers (D.I.S.C.) Stops were conducted
  • 6 reported missing,  at risk youths were located. Each were transported to a place of safety (4 of these missing/high risk youths were arrested for outstanding warrants)
  • 37 Crime Prevention through Social Development (CPTSD) contacts were made to identify and assist those involved in the Sex Trade
  • 64 locations, known to be frequented by high risk missing youths, were checked

   
Our commitment to issues surrounding our missing youth and those at risk of sexual exploitation in the community will continue.

Landlord Information Session – North District area
 
On October 16, 2018, at 7:00 p.m., the North District Community Support Unit will be hosting a 'Landlord Information Session' to provide landlords within the community with information that can help them better understand legal and social issues/constraints.
 
 
The Winnipeg Police Service is offering this information session to both current landlords and persons who are interested in becoming landlords, in order to promote successful and positive relationships with tenants.
 
There will be speakers present from the Winnipeg Police Service, Residential Tenancy Branch, Child and Family Services and Manitoba Justice (Safer Communities).
 
The information session will be held at the William Whyte School located at 200 Powers Street, Winnipeg, Manitoba. Doors open at 6:30 p.m. and attendance is free.
 
Thefts/Robbery – Arrest: E18-18528
 
Between June 16, 2018, and September 18, 2018, a male suspect attended various Liquor Mart locations around the city of Winnipeg. The suspect would often enter the store, select several liquor bottles and exit the store without making any attempt to pay. A quantity of liquor worth approximately $19,270 was stolen over the course of 18 incidents.
 
During one incident on July 4, 2018, a Liquor Mart employee was verbally threatened.
 
On October 8, 2018, at approximately 10:40 a.m., members of the North District Community Support Unit arrested a male in the 400 block of Banning Street. The investigation continued by members of the Major Crimes Unit.
 
A 16-year-old male of Winnipeg has been charged with theft and robbery-related offences.
 
He has been detained in custody.

Drugs/Weapon – Arrest: C18-221682
 
On October 7, 2018, at approximately 10:20 a.m., Street Crime Unit officers were patrolling the West End area when they observed a vehicle driving suspiciously and at a high rate of speed. While officers attempted to catch up to the vehicle, the driver committed several infractions of the Highway Traffic Act.
 
A traffic stop was conducted in the 400 block of Beverley Street and officers immediately observed a 6" knife inside the vehicle. The driver was placed under arrest and a search of property found within the vehicle resulted in the seizure of the following:
 
- Four small plastic bags of methamphetamine (2.1 grams total)
- A small Ziploc-style bag of methamphetamine (0.3 grams)
- A larger Ziploc-style bag of methamphetamine (8.2 grams)
- A digital scale contaminated with a substance believed to be methamphetamine
 
The estimated value of the seized methamphetamine is $1,500.
 
Colin Cruz Oosterom, a 43-year-old male of Vancouver, British Columbia, has been charged with:
 
- Possession of a Weapon
- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
 
He was detained in custody.

Stolen Vehicle – Arrests: C18-221376
 
On October 6, 2018, at approximately 11:20 p.m., the Winnipeg Police Service received a report of a stolen vehicle. A support worker had discovered his sport utility vehicle had been stolen from the group home he was employed at in the St. John's neighbourhood.
 
On October 7, 2018, at approximately 1:00 a.m., AIR1 observed a sport utility vehicle matching the description of the stolen SUV travelling on the Arlington Street Bridge. Using AIR1's thermal imaging/infrared camera, the vehicle showed signs of significant heat consistent with a vehicle that had been recently driven at a high rate of speed and/or erratically.
 
AIR1 tracked the SUV as it continued to drive. As police vehicles converged in the area, the vehicle came to a stop in the area of Elgin Avenue and Kate Street and the two occupants fled on foot.
 
Officers were directed by AIR1 to the two suspects as they ran. One suspect was taken into custody in the 500 block of Elgin Avenue and another was taken into custody near Arlington Street and Elgin Avenue.
 
It was later discovered that one of the suspects resided at the group home where the vehicle had been taken from.
 
A 17-year-old male of Winnipeg has been charged with:
 
- Possession of Property Obtained by Crime Over $5,000
- Fail to Comply with Sentence
 
A 16-year-old male of Winnipeg has been charged with:
 
- Possession of Property Obtained by Crime Over $5,000
 
The 16-year-old was also arrested on an outstanding warrant for the suspension of his conditional supervision.
 
Both were detained in custody.
 
Carjacking/Assault Police Officer – Arrest: C18-222148
 
On October 7, 2018, at approximately 11:30 p.m., the Winnipeg Police Service received a report of a carjacking. A 33-year-old female had been parked on Robinson Street near Flora Avenue when two male suspects approached and ordered her out of her sport utility vehicle. One suspect grabbed the victim by her sleeve and pulled her out of the vehicle. The suspects then fled the area with the SUV which contained the victim's purse and iPhone.
 
North District General Patrol officers met with the victim a short time later who was able to activate the Find My iPhone service and track the stolen SUV to the area of Swinford Way and Carsdale Drive. AIR1 immediately began searching the area and located the vehicle in the 100 block of Swinford Way.
 
Police vehicles converged on the stolen SUV and attempted to contain it; however, the SUV clipped the front of a cruiser car, jumped a median and rammed another cruiser car before coming to a stop. Both occupants of the stolen vehicle were then taken into custody and one officer suffered minor injuries.
 
It is believed that each suspect drove the stolen vehicle at different times and both were impaired by a combination of alcohol and drugs.
 
Members of the Major Crimes Unit continued with the investigation. While being processed, one suspect spit into two interview room microphones causing them to become inoperable.
 
Ashtan Cole Peters, a 23-year-old male of Winnipeg, has been charged with:
 
- Robbery
- Flight while Pursued by Peace Officer
- Dangerous Operation of Motor Vehicle
- Driving While Ability Impaired
- Driving While Disqualified
- Assault with a Weapon
- Assault with a Weapon
- Fail to Comply Condition Recognizance by Judge/Justice (x2)
- Mischief Under $5,000/Obstruct in Enjoyment
 
A 16-year-old male of Winnipeg has been charged with:
 
- Robbery
- Flight while Pursued by Peace Officer
- Driving While Ability Impaired
- Fail to Comply Condition Undertaking by Judge/Justice (x2)
 
The 16-year-old was also processed on an outstanding warrant for:
 
- Fail to Comply Conditions Undertaking (x3)
 
Both were detained into custody.
 
Stolen Vehicle/Assault Police Officer – Arrests: R18-66472
 
On October 7, 2018, at approximately 11:45 p.m., a North District General Patrol unit observed a stolen sport utility vehicle travelling in the area of Charles Street and Redwood Avenue. The vehicle immediately began to evade officers.
 
AIR1 was assigned to the incident and acquired the stolen SUV as it began to drive at a high rate of speed through a nearby residential neighbourhood. Officers attempted to contain the SUV; however, the driver reversed into a cruiser car at approximately 20-30 km/h and fled, still driving at a high rate of speed.
 
AIR1 continued to track the SUV as it came to a stop in a back lane in the 1200 block of College Avenue and the four occupants fled on foot. Three suspects were immediately taken into custody however one male continued to run and was taken into custody in the 1300 block of Mountain Avenue after a brief foot pursuit.
 
The stolen SUV had been taken from an automotive dealership in the 600 block of Century Street during the morning of October 5, 2018. The SUV was found to have stolen licence plates affixed to it that had been taken from a vehicle in the 1100 block of Grant Avenue later in the day on October 5, 2018.
 
Malcolm William Jr. McLeod, a 23-year-old male of Winnipeg, has been charged with:
 
- Flight while Pursued by Peace Officer
- Dangerous Operation of Motor Vehicle
- Assault a Peace Officer with a Weapon (x2)
- Possession of Property Obtained by Crime Over $5,000
- Possession of Property Obtained by Crime Under $5,000
- Fail to Comply Condition Recognizance by Judge/Justice
 
Sheldon James St. Paul, a 23-year-old male of Winnipeg, has been charged with:

Brenda Scarlett Rose Bannab, a 22-year-old female of Winnipeg, has been charged with:
 
- Possession of Property Obtained by Crime Over $5,000
- Possession of Property Obtained by Crime Under $5,000
 
They were detained in custody.
 
A 25-year-old female of Winnipeg has been arrested for:
 
- Possession of Property Obtained by Crime Over $5,000
- Possession of Property Obtained by Crime Under $5,000
 
She has been released on a Promise to Appear.
 
Stolen Vehicle – Arrest: C18-222168
 
On October 8, 2018, at approximately 12:15 a.m., a Central District General Patrol unit observed a stolen van travelling in the area of Logan Avenue and McPhillips Street.
 
Officers attempted to stop the van at which time the vehicle fled at a high rate of speed. As AIR1 began to track the vehicle, the driver lost control of the van on Logan Avenue near Sherbrook Street and collided with a major Manitoba Hydro distribution line and a traffic signal control panel.
 
The driver of the vehicle attempted to flee on foot and was tracked by a K9 unit to the front of a residence in the 600 block of Alexander Avenue at which time he resisted arrest and was eventually taken into custody.
 
Inside the stolen van, officers located six shotgun shells. Five .22 calibre cartridges were later found on the suspect.
 
The intersection of Sherbrook Street and Logan Avenue was closed until approximately 9:00 a.m. while Manitoba Hydro worked to repair the damaged line that had fallen across the road. Cadets then directed traffic until approximately 11:00 a.m. when power was restored to the intersection's traffic lights. Manitoba Hydro and City of Winnipeg damages are estimated at approximately $120,000.
 
The stolen van had been taken from the 600 block of Jarvis Avenue during the evening of September 26, 2018. The van was found to have a stolen licence plate affixed to it. The licence plate had been taken from a vehicle in the area of Dominion Street and Wellington Avenue on October 6, 2018. A second stolen licence plate was found inside the van, taken from a vehicle in the 200 block of Berry Street on October 8, 2018.
 
A 37-year-old male of Winnipeg has been arrested for:
 
- Dangerous Operation of Motor Vehicle
- Flight while Pursued by Peace Officer
- Resist Peace Officer
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
- Possession of Property Obtained by Crime Under $5,000 (x2)
- Possession of Property Obtained by Crime Over $5,000
- Fail to Comply Condition Recognizance by Judge/Justice (x3)
 
He will be detained in custody.

Assault with a Weapon – Investigation: C18-221578
 
On October 7, 2018, at approximately 7:15 a.m., members of the Winnipeg Police Service responded to a report of an assault in the area of Ellice Avenue and McGee Street.
 
Upon arrival, officers located a male in his 20's suffering from stab wound injuries. He was transported to hospital condition in critical condition and has since been upgraded to stable condition.
 
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
