Winnipeg Police Service News Release:

VEHICLE ROBBERY - C12-241243
On Thursday, November 29, 2012, at approximately 2:00 p.m., officers responded to the area of the 900 block of Portage Avenue regarding the report of a vehicle robbery.
 
Attending members met with the 32 year old female victim who advised that the two male suspects had approached and asked for a cigarette. As she providing them the cigarettes she was pushed to the ground at which point her purse was taken and the suspects drove off in her vehicle. The victim was not injured during the incident.
 
The vehicle has since been recovered.
 
The suspects are described as:
 
#1 – Black, 20-30 years of age, 6' tall, lanky build.
 
#2 – Caucasian, 16-18 years of age, 5'10", medium build long black hair, beard and moustache.
 
The investigation is continuing by members of the Division 11 Crime Unit. Anyone with information regarding this matter is asked to contact investigators at 204-986-6668 or CrimeStoppers at 204-786-TIPS (8477).
 
 
AUXILARY CADETS ASSIST IN MEDICAL EMERGENCY – C12-240471
On Wednesday, November 28, 2012 two members of the Winnipeg Police Service Auxiliary Cadets were patrolling in the downtown area when they came upon a person in distress.
 
An unresponsive individual, later learned to be suffering from a medical emergency, was observed to be lying on the sidewalk with a person performing CPR.  The cadets immediately requested medical assistance upon noting that the individual was unconscious and not breathing.  One of the cadets then took over responsibility of the CPR.
 
Medical personnel attended and later transported the individual to hospital.
 
It was learned that the person performing CPR upon the cadets' arrival was a passer-by who had just come upon the individual laying on the sidewalk.
 
The Winnipeg Police Service would like to acknowledge the efforts of the passer-by and the cadets.  Emergency Medical Services has advised that without their intervention the individual would not likely have survived. 
 
 
PROVINCIAL OFFENCE NOTICE – USE A CELLULAR TELEPHONE OR OTHER HAND-OPERATED ELECTRONIC DEVICE WHILE DRIVING A VEHICLE
 
As previously released on March 6, 2012, on March 2nd, 2012 a patrolling marked police cruiser car was travelling on Portage Avenue when they were approximately 6 to 7 feet away from another vehicle driving on the roadway. Officers observed a male driver to be holding a cell phone up to his ear. Emergency equipment was activated and it took several blocks before the vehicle was pulled over. A provincial offence notice was issued to the male driver of the vehicle.  
 
On Tuesday, November 27, 2012 the Winnipeg Police Service was advised by Manitoba Prosecutions Services that after reviewing this matter the charge will be stayed.
 
The Winnipeg Police Service remains supportive of the two involved member's actions that day. The Service along with the two members are extremely disappointed with the decision and feel that this matter should have proceeded to trial, giving the court an opportunity to determine the outcome.
 
The Winnipeg Police Service will continue to enforce the sections in the Highway Traffic Act related to Distracted Driving to ensure our roadways are safe.

FINAL DAY - PIXELS FOR PISTOLS
The final day of the Pixels for Pistols Program has arrived. Today is the last day calls will be accepted from citizens wishing to participate.
 
Due to the program's popularity, officers will continue to pick-up firearms/ammunition into the month of December until complete. Please be advised that all those who call police prior to December 1, 2012 will be eligible to receive their incentive. 
 
Again, citizens are asked to contact the Winnipeg Police Service at 204-986-6222 and advise the call taker that they wish to turn over their Firearm(s) for disposal. Their information will be taken over the phone and Police will attend to their residence in order to pick up the firearm.
 
CITIZENS ARE REMINDED NOT TO TAKE ANY FIREARMS TO POLICE FACILITIES OR ANY HENRY'S LOCATION.

STRONG ARM ROBBERY – C12-240699
On Wednesday, November 28, 2012 at approximately 7:45 p.m. Uniform patrol members responded to the 1100 block of Grant Avenue regarding a female having been robbed of her property.
 
Attending members discovered that the victim, 40 years of age was waiting inside a bus shelter when the two suspects entered the shelter and demanded property. When the victim attempted to leave, the suspects blocked the exit and proceeded to rob the victim of cash and property. During the assault upon the victim's upper body, one of the suspects produced a weapon.      
 
The suspects fled the area and the victim was able to summon police.
 
The victim was transported to hospital in stable condition.
 
Both suspects are described as: Female, Aboriginal in appearance, approximately 5'8" in height, 160-170 pounds.
 
The investigation is continuing by members of the District 6 Crime Unit. Anyone with information regarding this incident is asked to contact police at 986-2877 or CrimeStoppers at 786-TIPS (8477).

CDSA WARRANT ARREST – C12-238572
On Sunday, November 25, 2012, at approximately 9:30 p.m. members of the Division 11 Community Support unit were patrolling in the area of Isabel Street and McDermot Avenue when they conducted a traffic stop. As a result, a substantial amount of marihuana was located within the vehicle and the two female occupants were taken into custody. The owner of the vehicle was arrested a short time later. Further investigation resulted in a Controlled Drugs and Substances Act search warrant being executed on Monday, November 26 in the 700 block of Lansdowne Avenue by members of both the Division 11 and 13 Community Support units.
 
The following has been seized:
 
-       Approximately 12 pounds of marihuana with an estimated street value of $30,000.00
-       3 grams of psilocybin with an estimated street value of $45.00
-       Packaging material and scales
-       1 sawed off shotgun
 
Two 25 year old females and a 26 year old male have been released on Promises to Appear and face several drug and weapons related offences.
 
The investigation is continuing.
 
 
COMMERCIAL ROBBERY – C12-240708
On Wednesday, November 28, 2012 at approximately 8:00 p.m. members of the Winnipeg Police Service responded to the area of the 800 block of Valour Road for the report of a commercial robbery of a convenience store.
 
Attending members learned that one male armed with a weapon and concealing his face attended to the store and confronted the lone employee; a 57 year old female. The suspect demanded and stole an undisclosed amount of cash and cigarettes before fleeing from the location.
 
The victim was not injured during this incident.
 
The suspect is described as: Male, Caucasian, 5'10" tall with a slim build.
 
The investigation is continuing by member of the Major Crimes Unit. Anyone with information is asked to contact investigators at 204-986-6219 or CrimeStoppers at 204-786-TIPS (8477).

COPSHOP 2012                                             
 
Today, the Winnipeg Police Service in collaboration with school divisions throughout the City of Winnipeg and in partnership with the St. Vital Centre will host the 6th Annual Winnipeg COPSHOP event.
 
COPSHOP is an opportunity for students to experience an unforgettable day of shopping with a police officer. Students who participate in this event are selected by administrators from their respective school divisions. The selection criteria's for students are based on a need, specific academic or sporting achievements and volunteerism.
 
COPSHOP has been a huge success since its inception in 2007. The number of students who participate in this event has grown from thirty to sixty. This initiative provides the Winnipeg Police Service a wonderful opportunity to connect positively with youths to foster life-long relations with law enforcement and their community.
 
The day will unfold with the students being picked up at their schools by police officers and taken to St. Vital Centre, where they will be given $200 dollars to enjoy a two hour Christmas shopping spree. They will also receive a pizza lunch and a gift bag donated by the merchants of the mall.  All costs associated with this event are generously covered by the St. Vital Centre.
 
Timeline of events:
 
  • 9:30 a.m. to 10:00 a.m. Students and officers arrive at the mall food court
  • 10:00 a.m. Speeches by Honoured Guests
  • 11:00 a.m. Shopping Spree begins

The Winnipeg Police Service is requesting the public's assistance in locating a 14 year old female, Jasmine PASCAL.
 
PASCAL was last seen on November 15, 2012.

 
 
PASCAL is described as Aboriginal in appearance, 5'3, 125lbs, short straight brown hair with a shaved right side and blue/green eyes, was last seen wearing a black sweater and black pants.

The Winnipeg Police Service considers PASCAL to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are concerned for her well-being.
 
Anyone with information regarding PASCAL's whereabouts is asked to contact the Winnipeg Police Service 986-6222 or the Missing Persons Unit at 986-6250.

PUBLIC ADVISORY – TELEPHONE SCAM
 
The Winnipeg Police Service would like to advise the public of fraudulent telephone calls being made to unsuspecting potential victims indicating that they have won a large sum of money (2.5 million dollars) and a luxury vehicle (Mercedes-Benz).
 
The victims are contacted by telephone by an individual who associates himself to legitimate organizations. The suspect has been consistently described as having a strong Jamaican accent. The potential victim is told that he/she must send $199.00 to $399.00 in order to claim the prize.
 
The Winnipeg Police Service Commercial Crime Unit has received approximately twelve complaints from members of the public over the past two weeks.
 
-       If members of the public receive this type of call but do not send money and are not victimized, we ask them to notify the Canadian Anti-Fraud Centre at 1-888-495-8501.
-       If anyone has been victimized financially, they are asked to contact the Canadian Anti-Fraud Centre and make a report to police.
 
The Winnipeg Police Service would like to remind the public not to wire any amount of money or provide credit card numbers or any other financial information under these types of circumstances. If someone has legitimately won a prize, there should be no cost to the winner. 
 
Anyone receiving these types of telephone calls should hang up immediately.

UPDATE - ASSAULT WITH A WEAPON - ARREST C12-233090
As previously released - on November 17, 2012, at approximately 11:50 p.m., Winnipeg Police Service members responded to a stabbing incident that occurred in a hotel suite located in the 600 block of Main Street.
 
The investigation has revealed that an altercation had taken place involving several occupants. The incident resulted in three people being physically assaulted and or stabbed. The victims, a 40 year old female, 49 year old female and a 56 year old male are in stable condition. The male suspect fled the suite prior to police arrival.
 
The investigation continued by members of the Division 11 Crime Unit.
 
On November, 21, 2012, at approximately 9:30 a.m., Cameron Joseph OKEMOW, 41 years was located and placed under arrest.
 
He has been charged with the following offences due to his alleged involvement:  Aggravated Assault x 2, Assault Cause Bodily Harm, Breach of Probation x 4 and Robbery with Violence.
 
He was detained.
 
 
COMMERCIAL ROBBERY C12-237502
On November 24, 2012, at approximately 5:15 a.m., officers responded to a commercial robbery incident at a gas bar located in the 1500 block of Regent Avenue West.
 
It has been determined that two suspects entered the business and physically assaulted the attendant. It was at this time the suspects stole an undisclosed amount of cash, cigarettes and a quantity of merchandise before fleeing.
 
The 26 year old male victim sustained minor injuries.
 
The suspects are described as:
 
1 – Caucasian, male, in his late 20's, 6'2" tall, 230 lbs. and short dark hair.
 
2 - Caucasian, male, in his late 20's, 5'10" tall, 160 lbs., unshaven and short light brown hair.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter is asked to contact police at 204 986-6219 or Crime Stoppers at 204 786-TIPS (8477).
