    In your home
   
    Just because you're at home doesn't mean you're immune from theft. People who have been working in their yard or garden have gone back inside their home to find belongings taken.
       • It's a good idea to keep your doors and windows locked.
       • When in the backyard lock your front door, and vice versa. 
       • Don't leave your garage door open with the contents easily accessible. If you're working in the backyard, keep your garage door shut.
       • Consider installing an alarm system.
 
  In your yard
 
  During the warm weather, outdoor belongings are often targeted by thieves. And don't give thieves easy access to tools that can help them break into your home.
 
       • If you keep ladders out, be sure to chain or padlock them. A ladder can be used to gain entry to second story windows. If at all          possible, store the ladders in a shed or garage.
       • Put tools away after a day of yard work. Lock them in a shed or in an enclosed garage area. Screwdrivers, hammers, and pry bars can be used to break into your home, garage, or vehicle.
       • Use a chain or a cable to lock your patio furniture.
       • Always put bicycles away in a garage or shed. If you do not have either, lock them to something that can't be moved.
       • Trim trees and bushes that could conceal burglars, especially around windows and doors.
       • Keep your yard maintained to give the house a lived-in appearance. Cut grass, rake leaves, and remove dead branches and debris.
       • Install motion-sensitive outside lights to brighten dark areas around doors, windows, and parked vehicles.
       • Ensure your fence and gate are in good repair: check for holes and damage that may need repair. Keep your gate locked at all times and ensure the lock works properly. A lock or latch that self closes and can be padlocked when you are away is recommended.
       • Install privacy slats in chain link fences.
 
  In your community
 
  To help prevent crime in your neighbourhood, a variation of the Golden Rule applies: look out for your neighbours as you'd like them to look out for you.
       • Get to know your neighbours. Become familiar with the routine in your neighbourhood, and keep an eye out for suspicious activity.
       • Leave keys and emergency phone numbers with a trusted neighbour.
       • If you're going on vacation, ask a neighbour to keep an eye on your home and to pick up newspapers and mail.
       • Keep up appearances: a well-tended neighbourhood is less attractive to criminals and vandals.
       • Get involved in crime prevention programs.

Ongoing Opportunities for Engagement with the City of Winnipeg

Route 90 Improvements survey

You are invited to share your input to help develop a preferred design for the widening of Route 90 between Taylor Avenue and Ness Avenue that will build on the recommendations of the 2012 Route 90 Transportation Planning Study (TPS). The route needs to be upgraded to address current and future traffic volumes, to accommodate new and future redevelopment, and to meet the needs of pedestrians, cyclists, and transit users.

The online survey is the first of several upcoming opportunities that the public will have to provide input to the project team. The survey is available on the project website from March 9 to April 6, 2018.

Provide your feedback on the draft Athletic Field Review

The draft athletic field review document was developed through engagement with stakeholders and the public as well as other forms of research that have been undertaken over the past year. We are now asking for your feedback on the draft review.

Thank you to everyone who attended the open house sessions on March 19 and 20. Those who were unable to attend can view the open house display materials online and provide your feedback through the online version of the feedback questionnaire.We will be accepting feedback through the online questionnaire until April 3, 2018.

Adjustable bike lane curbs pilot

The City installed adjustable bike lane curbs in two locations to test installation methods, monitor maintenance, and assess the comfort level of users. For more information, to fill out a survey or to view a map of the changes online, please visit winnipeg.ca/walkbikeprojects and select an adjustable bike lane curbs project. The survey will be open for the duration of the pilot project.

The Winnipeg Police Service is requesting the public's assistance in locating a missing 17-year-old female; Tanessa MONEYAS. 

MONEYASwas last seen in the Fort Richmond area of Winnipeg on March 27, 2018. 
MONEYASis described asIndigenous, 5'5" in height, thin build, with long brown hair and brown eyes.  MONEYAS was last seen wearing a black hoodie, black Adidas sweats and carrying a black backpack.




The Winnipeg Police Service is concerned about MONEYAS's well-being and is asking anyone with any information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Community Notification
The Winnipeg Police Service today provides information regarding Steven Gordon Peter MARCOTTE, 55 years of age, a convicted sex offender considered high risk to re-offend in a sexual manner against male children, more specifically, teenage boys. 

MARCOTTE will be released from Stony Mountain Institution, Manitoba on March 28, 2018 after serving a sentence regarding convictions for sexual interference and fail to comply with conditions of an undertaking. MARCOTTE is expected to take up residence in Winnipeg, Manitoba. 

Upon release, MARCOTTE will be subject to a lifetime Order of Prohibition, which prohibits his attendance at a public park or public swimming area where persons under 16 years of age are present or can reasonably be expected to be present, or a daycare centre, schoolground, playground or community centre. He is also prohibited from having any contact whatsoever with any person under 16 years of age, unless under the supervision of a person deemed appropriate by the court. 

MARCOTTE is an untreated sexual offender considered high risk to re-offend in a sexual manner. Male children, more specifically, teenage boys are at risk.

   
 
   
Background information:
Steven Gordon Peter MARCOTTE is a 55 year-old male with a criminal record including forcible confinement, buggery, sexual interference, uttering threats, fail to comply with conditions of an undertaking and probation order, indecent act, trespass at night and assault peace officer. 

In 1987, MARCOTTE was convicted of forcible confinement and buggery involving a 13 year old male child acquaintance. MARCOTTE put the victim in a headlock, pulled him to a location, pushed him to the ground, punched and threatened him, then sexually assaulted the victim. He received a sentence of five years on each charge concurrent, and a five year weapons prohibition.

In 2006, MARCOTTE was convicted of indecent act for riding his bicycle while naked, in Vancouver, and was placed on two years probation.

On July 9, 2015, MARCOTTE gave alcohol to a 15 year old male child acquaintance, and sexually interfered with the male in a public park. MARCOTTE had also been in contact with a 16 year old male in breach of a condition of an undertaking that prohibited such contact, respecting an incident that occurred in June 2015. MARCOTTE was arrested on July 9, 2015, remained in custody, was convicted of both offences and received a total sentence of 45 months, (comprised of 691 days in addition to pre-trial custody credit of 678 days). MARCOTTE was also made subject to a ten year weapons prohibition, and a lifetime Order of Prohibition, that prohibits him from attending a public park or public swimming area where persons under the age of 16 years are present or can reasonably be expected to be present, or a daycare centre, schoolground, playground or community centre, and having any contact whatsoever with a person under the age of 16 years, unless it is done so under the supervision of a person deemed appropriate by the court. 

To gain access to potential victims, MARCOTTE has attended places where male children congregate, purchasing food and other items for them, to befriend them, and ultimately offend. 

MARCOTTE is an untreated sex offender considered high risk to re-offend in a sexual manner against male children, particularly teenage boys.

Marcotte will be released on March 28, 2018, and is expected to take up residence in Winnipeg, Manitoba.   

This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at Steven Gordon Peter MARCOTTE will not be tolerated.

Public Advisory - Vehicle Repair Scam

The Winnipeg Police Service has been made aware of a suspicious male driver flagging over female drivers. Once the female comes to a stop, they are approached by the male who suggests that there is a mechanical problem with their vehicle which needs to be addressed right away. The male advises that he is a mechanic, has parts on hand and can repair the vehicle on the spot for a sum of money.

Some drivers who declined assistance from this male followed up with a certified mechanic and learned that there were no mechanical concerns with their vehicle.

Members of the public are encouraged to be cautious if encountering anyone not known to you trying to get your attention or requesting to pull you over while driving. If you feel you require mechanical assistance, contact a towing company or mechanical shop.

Crime Prevention Tip

As spring break approaches, many Winnipeg residents are planning to enjoy a vacation away from home. This week, we offer a number of safety and security measures that you can take to protect your home while you are away.

  • Install a home security system – These systems can be direct linked to a monitoring service which act as a deterrent for intruders.
  • Install motion / light sensors – Ensure the light on the sensor is bright enough to draw attention to anyone attempting to enter the home.
  • Replace old entry doors and locks – Good locks are useless if your door is easily broken.
  • Purchase a fireproof safe – Before you leave, lock up any valuables that you may keep out on an everyday basis, such as jewelry or sensitive documents.
  • Relocate any hidden keys – Retrieve your hidden key and put it somewhere safe inside your home.
  • Concealing your absence – Ask a trusted person to watch the house in your absence by checking on the home daily, collecting mail and or maintaining the yard as to appear as if someone was still home. Have a neighbour park their car in your driveway for the appearance that someone it staying at the home.
  • Leave lights on – Or install timer lights that come on at different times of the day to make it appear as if someone was home. Also leaving a radio or TV on will act as a deterrent.
  • Do not post online – Never post on social media you are leaving for a vacation. Avoid posting photos, check in details or updates of your vacation while away.
  • Check all locks – Before you leave, check that each door, window and garage door are securely locked.

Robbery - Arrests: C18-57705
On March 21, 2018, at approximately 6:20 a.m., the Winnipeg Police Service was alerted to a commercial robbery in 1300 block of Main Street. General patrol members attended and learned that the three females attempted to steal items from the store. When confronted by a female clerk they began to assault her. A male clerk intervened and was stabbed once, receiving a minor injury, not requiring immediate medical assistance.
   
A Winnipeg Police K-9 unit attended and began to track the suspects. All three were located at a residence in the 200 block of Cathedral Ave. and taken into custody.
   
Three youth females have been charged with Robbery and detained in custody.
   
Traffic Pursuit – MVC: C18-58586
   
On March 22, 2018, at approximately 5:00 a.m., an East District General Patrol unit located a stolen vehicle being driven in the area of Watt Street and Chalmers Avenue.  Officers attempted to pull the vehicle over, however, the vehicle fled.
   
A short traffic pursuit ended with the stolen vehicle crashing into a barrier at the intersection of Higgins Avenue and McArthur Street.
   
2 adult females were taken to hospital. One has since been released and is currently in police custody. The second remains in hospital in stable condition.
   
Higgins Avenue was closed to traffic, but has since reopened.

Previously released:
The Winnipeg Police Service is requesting the public's assistance in locating a missing 67-year-old male; Gaston PLANTE (also known asJoseph PLANTE).

PLANTE is originally from Hornpayne, Ontario however, has been living a transient lifestyle for the last 40 years according to family. He was last seen in Ontario by family in September of 2017. He is believed to have then travelled to Winnipeg where he was last seen in the downtown area on January 22, 2018. Family has had no contact with him since, and his current whereabouts are unknown.

PLANTEis described as a Caucasian Male, 6'0" in height, 250 lbs., with a heavy build, medium length light brown/white hair and blue eyes.

The Winnipeg Police Service is concerned about PLANTE's well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

PROJECT RETURN

The Winnipeg Police Service's Counter Exploitation Unit, Missing Person's Unit, and East District Community Support officers, in partnership with outreach workers from the community in Winnipeg (StreetReach, Winnipeg Outreach Network, Resources Assistance for Youth (RAY), and the Bear Clan Patrol Inc.) initiated a joint project during the weekend of March 16-18, 2018, with the aim of protecting youth within our city who are at a high risk of being sexually exploited.

-  7 males arrested between ages of 40-60 for Purchasing
Sexual Services 
(CCC 286.1(1))

-  5 Vehicles seized under HTA offences (Prostitution)

-  72 Crime Prevention through Social Development (CPTSD) contacts were made to identify and assist those involved in the sex trade

-  42 persons were provided Harm Reduction kits/food and/or clothing during the CPTSD contacts

-  80 locations known to be frequented by high-risk missing youths checked

-  7 at risk youth were located with each transported to a place of safety
o   2 of these missing/high risk youths were arrested for an outstanding warrant and Failing to Comply with Sentence

Our commitment to issues surrounding our missing youth and those at risk of sexual exploitation in the community will continue.
