New Opportunities for Engagement with the City of Winnipeg

Open house sessions for the Waverley Underpass Project

Winnipeggers are invited to attend a public open house session about the Waverley Underpass project.

A detailed design for the Waverley Underpass project is currently underway. The two open house sessions will be held on Thursday, October 6, 2016. The open house sessions are an opportunity for the public to view the detailed design for the underpass, learn about pedestrian and cycling infrastructure, intersection and road improvements, as well as construction timelines and detours.

There will be two sessions and the public is invited to drop in during either session.

Date: Thursday, October 6, 2016
Times: 3:30 p.m. to 5:30 p.m. and 7:00 p.m. to 9:00 p.m.
Location: Caboto Centre, 1055 Wilkes Avenue

2017 City of Winnipeg Budget Consultations

Building on last year's goal of increasing citizen engagement in the budget process, this year's budget planning process will be enhanced through the addition of five community-based consultations to be held at locations across Winnipeg. These consultations will be open to all members of the public and community organizations. 

The dates, locations, and times of the community consultations are as follows:

Additionally, residents will also have the opportunity to provide input and feedback through various on-line platforms, and a telephone survey will be scheduled in early October. Information on how to provide input and feedback online will be available in the coming weeks.

Serious Assault – Male Wanted: C16-201752
The Winnipeg Police Service is requesting the public's assistance in locating an individual wanted in connection to a series of violent assaults that took place in Winnipeg between August 14 and September 27, 2016.

An arrest warrant has been issued for Perez Adaryll CLEVELAND.

Cleveland faces multiple charges, including: Assault, Assault Cause Bodily Harm, Assault with a weapon, and Possession of a Weapon.

Cleveland is described as a Black male, 5'11" in height, 255 pounds. He is clean shaven with a shaved head. Cleveland maintained a residence in the south-west area of Winnipeg; however, he has former ties to Ottawa, ON area.

Cleveland is considered dangerous and should not be approached. Anyone with information regarding his whereabouts is asked to contact investigators with the District 2 Crime Unit at 204-986-2877, the District 2 Supervisor at 204-986-2842, or Crime Stoppers at 204-786-TIPS (8477).

Drug Investigation Arrest – Follow-up: C16-190364
As previously released,

On September 12, 2016, officers from the East District Community Support Unit, with the assistance of the Tactical Support Team executed a search warrant at a hotel in the west-end of Winnipeg. As a result of the warrant, officers located and seized 1477 blotter tabs.

Lab tests have now confirmed the blotter tabs contain the drug carfentanil. The tabs have an estimated street value of approximately $30,000.

    


As a result of this investigation a 37-old-male was arrested and charged with numerous drug related offences.

Carfentanil is an analogue of the synthetic opioid analgesic fentanyl, and is one of the most potent opioids known. It has potency approximately 10,000 times that of morphine, and 100 times that of fentanyl. The lethal dose of pharmaceutical fentanyl is 2mg.



The risks with fentanyl can lead to death.

However, if you are using heroin, fentanyl, carfentanil or any other similar drug, it is important that you have a Naloxone overdose prevention kit with you at all times. Because Carfentanil is so toxic, you might need to use several doses of Naloxone to reverse an overdose. If you inject opioids, you can get a free Naloxone kit and overdose response training from the Street Connections program at 496 Hargrave Street. Naloxone can also be purchased from any pharmacy, without a prescription.

Update:  Missing Person – Christine WOOD - C16-174340

The Winnipeg Police Service is continuing to request the public's assistance in locating missing 21 year old, Christine WOOD.

As previously shared, Christine was last seen during the evening of Friday evening, August 19, 2016. She has spent time for the past few years in Winnipeg and in Oxford House, Manitoba, having friends and family in both areas. A number of potential sightings in the Osborne Village area, downtown Winnipeg, North End and St. James area east of Polo Park have been reported to investigators. At present, Christine is facing some personal challenges in her life causing on-going concern for her well-being. The Missing Persons Unit is continuing to request the help of anyone who may have pertinent knowledge as to Christine's whereabouts to come forward and assist. 

WOOD is described as an Aboriginal female, 5'6" tall, average build with shoulder length dark brown hair. WOOD was last seen wearing a green top with a red striped Adidas jacket over top, denim shorts and carrying a white purse. Further, Christine has a chipped upper left lateral incisor tooth.






Police are concerned for Christine's well-being and are asking anyone with information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250 or 204-986-6222.

Update - Homicide Investigation - Marilyn Rose MUNROE – C16-36822
   
Public Assistance Requested:
   
As previously released - On February 22, 2016 at approximately 10:40 a.m., emergency personnel responded to a residence located in the 200 block of Pritchard Avenue regarding a check the well-being incident.
   
Upon arrival, officers located a deceased female identified as Marilyn Rose MUNROE, 41 years old.
   
Members of the Homicide Unit are investigating and continue to request the public's assistance in ascertaining MUNROE'S whereabouts prior to her death.
   
Although the investigation is progressing, investigators are requesting anyone who may have had contact with MUNROE between January 31, 2016 and February 22, 2016 to contact investigators. 
   
Details such as her travels, appointments, or any contacts made during this time period may be essential to advancing this investigation further.
   
MUNROE is described as an Aboriginal female, 41 years of age, 5'6" tall and approximately 130 pounds in weight with long dark hair.  She was last seen wearing several layers of sweaters and carrying a plastic bag.
   
   
   
Members of the Homicide Unit are requesting to speak with anyone who had contact or observed MUNROE during the previously mentioned three week period, prior to her death.

Motor Vehicle Collision - C16-201461
   
Pedestrian Injured:
   
On September 26, 2016 at approximately 10:00 p.m., emergency personnel responded to a motor vehicle collision involving a pedestrian and dump truck while in the area of Chalmers Avenue and Watt Street.
   
At this time, it appears that the truck was travelling northbound on Watt Street approaching Chalmers Avenue. As the truck was making a right hand turn, the pedestrian was struck.
   
A 53 year old female was transported to hospital in unstable condition, later upgraded to stable.
   
The roadway was closed for approximately two hours.  
   
The driver has been identified and is cooperating. Charges will be considered once the investigation is complete.

Weapon Arrest -  C16-197581
On September 21, 2016 at approximately 9:00 p.m., members of the Tactical Support Team and general patrol responded to the 600 block of Notre Dame Avenue for the report of a male armed with a gun.  

Initial information indicated that three victims had been in their vehicle at the rear of an apartment block when a male approached and made threatening comments. The victims subsequently fled and contacted police.

The investigation resulted in the identification of a suspect male that was believed to be within a residence in the immediate area. Attempts to contact the suspect went unanswered and an armed and barricaded situation was initiated.  

After period of time, the Armoured Rescue Vehicle (ARV1) was deployed and utilized to gain entry into the residence allowing members of the Tactical Support Team and Canine to safely take the suspect into custody.  

A search of the residence revealed an "Uzi" style replica BB gun that was believed to have been used during the initial encounter.

   
As a result of the incident, a 52-year-old male of Winnipeg has been charged with the following:

Uttering Threats - Cause Death or Bodily Harm x 3

Pointing a Firearm x 3

He was released on a Promise to Appear.
   
 

Update - Personating Peace Officer Arrest - C16-194652
   
Wanted Male Arrested:
   
As previously released -Over a period of several days the Winnipeg Police Service was made aware of a number of incidents where two individuals have engaged members of the public and identified themselves as 'undercover' officers.
   
The Winnipeg Police Service reminded members of the public that all sworn officers are required to carry a badge and a warrant card to identify themselves as police officers. Officers working, but not in uniform (plain clothes capacity) will have a Winnipeg Police Service badge affixed to their belt directly in front of their sidearm.
   
Police vehicles that would be involved in traffic stops will have a combination of red and blue coloured flashing lights. These will be located either on the roof of the vehicle, or mounted behind the front windshield by the rear-view mirror. In addition, flashing white lights may be located within the front grill.
   
The safest strategy when approached by anyone in an official capacity, whether for fundraising campaigns, meter readers, public surveys, or law enforcement, is to confirm credentials and identification.

The investigation into these reports continued by members of the Winnipeg Police Service Major Crimes Unit.
   
Between September 14th and 18th, 2016, several members of the public were approached by the males posing as officers while in the Winnipeg and Brandon, Manitoba area.
   
The males would represent themselves as undercover officers and indicate that they are involved in an investigation and or advise the victim that they are a potential suspect. The males would then proceed to seize valuables such as wallets, cash and credit cards.
   
With the assistance of the Brandon Police Service, William Edward THOMAS, 36 years old of Thunder Bay, Ontario was arrested on September 22, 2016 in Brandon, Manitoba.
   
THOMAS has been charged with 43 offences which include Personating Peace Officer, Extortion, Theft and Fraud due to his alleged involvement.
   
Matthew Adam BARTEL, 34 years old, previously wanted in connection to the investigation was arrested on September 25, 2016.
   
He has been charged with 38 offences which include Personating Peace Officer, Extortion, Theft and Fraud due to his alleged involvement.
   
He was remanded into custody.

Conducted Electrical Weapon Recovered Update - Male Arrested-
C16-199313
As previously released - On September 3, 2016 at approximately 2:25 a.m., a Winnipeg Police general patrol unit was in the area of Rorie Street and Bannatyne Avenue when a large number of individuals were observed to be causing a disturbance and fighting.
   
While attempting to disperse the crowd, two officers located an injured adult male in the area of the 1st 100 block of Bannatyne Avenue. Attempts to administer first aid were hindered by a crowd that began to obstruct the officers.
   
At this time, individuals from within the crowd started to assault the officers which resulted in a Conducted Electrical Weapon (Taser) being deployed and discharged. As the struggle continued, the Taser was dropped and officers attempted to return to the victim to continue first aid.
   
Members of the Winnipeg Fire Paramedic Service attended a short time later and the victim was transported to hospital.
   
It was believed that the Taser was stolen during the incident.
 
As a result, the Winnipeg Police Service advised the public of the potential risks associated to the Taser in our community.
   
On September 24, 2016 at approximately 2:00 a.m., a male in possession of a Taser attended outside the 100 block of Bannatyne Avenue and began confronting a large group people.
   
The suspect activated the Taser causing the crowd to disperse. He eventually fled the area in a vehicle and police were notified. No one was injured.
   
As a result of the investigation, the suspect was identified and located in a suite on Mayfair Place.   
   
As previously indicated, Division 11 general patrol members recovered the previously stolen Taser and arrested a male due to his alleged involvement.
   
Zekariyas SIRAK, 19 years old of Winnipeg has been charged with the following offences:
   
Assault with a Weapon
Unauthorized Possession of a Firearm
Theft under $5000.00
Use of Firearm during Commission of an Indictable Offence
Store Firearm or Restricted Weapon Contrary to Regulations
Pointing a Firearm
Possession of a Weapon
Carrying Concealed Weapon Prohibited Device or Ammunition
Unauthorized Possession of a Firearm in Motor Vehicle
Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime
   
He was remanded into custody.

Missing Person - Maria MACHEL - C16-199031

The Winnipeg Police Service is requesting the public's assistance in locating an 85 year old female, Maria MACHEL.

MACHEL was last seen on Friday, September 23, 2016 at approximately 10:00 a.m. at the Grant Park Shopping Centre in Winnipeg, located at 1120 Grant Avenue.

She was operating a tan coloured, 2011 VW Tiguan, Mb. Plate #FZK631. The vehicle photo below is not the actual vehicle.

MACHEL is described as an 85 year old Caucasian female, 5'6" tall, heavy build and shoulder length white curly hair. She was last observed wearing a light blue long coat, black dress and a white blouse.

A report has been received that MACHEL may have been observed in the Emerson - Franklin, Manitoba Area, approximately 15 kilometres north of the US border.

The Winnipeg Police Service is requesting anyone with information regarding MACHEL'S whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250 or 204-986-6222.

Missing Person - Maria MACHEL - C16-199031
The Winnipeg Police Service is requesting the public's assistance in locating an 85 year old female, Maria MACHEL.

MACHEL was last seen on Friday, September 23, 2016 at approximately 10:00 a.m. at the Grant Park Shopping Centre in Winnipeg, located at 1120 Grant Avenue.

She was operating a tan coloured, 2011 VW Tiguan, Mb. Plate #FZK631. The vehicle photo below is not the actual vehicle.




MACHEL is described as an 85 year old Caucasian female, 5'6" tall, heavy build and shoulder length white curly hair. She was last observed wearing a light blue long coat, black dress and a white blouse.


   


A report has been received that MACHEL may have been observed in the Emerson - Franklin, Manitoba Area, approximately 15 kilometres north of the US border.

The Winnipeg Police Service is requesting anyone with information regarding MACHEL'S whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250 or 204-986-6222.
