Aggravated Assault Arrest - C14-184719
On August 30, 2014 at approximately 4:35 p.m., officers responded to the 200 block of Evanson Street due to the report of a stabbing incident.
 
Upon arrival, officers identified an injured 28 year-old male who had sustained multiple stab wounds in his upper body. Paramedics transported the male in stable condition.
 
The investigation has revealed that the two males involved are acquaintances and reside in the area. In an unprovoked attack while in a common area of an apartment building, a 56 year-old male produced a knife and began stabbing and threatening to kill the victim.
 
The suspect remained on scene after the incident and was arrested by officers.
 
Members of the Division 11 Crime Unit continued with the investigation with the assistance of Patrol members and the Forensic Identification Section.
 
Wayne Robert HUNT, 56 year-old of Winnipeg has been charged with the following due to his alleged involvement:
 
Aggravated Assault
Uttering Threats – Cause Death or Bodily Harm
 
He was remanded into custody.

 Reduced Speeds in School Zones

In June of 2014 the City of Winnipeg Standing Policy Committee on Infrastructure Renewal and Public Works voted in favour of reducing speed limits in the area of elementary schools.
 
Starting the week of September 1, 2014 new reduced speeds in school zones will come into effect.
 
Signs have been posted in the areas around 171 Winnipeg schools.

 
Enforcement of these new reduced speed zones, in compliance with the Reduced-Speed School Zone Regulation found in the Manitoba Highway Traffic Act, will coincide with the beginning of the school year.  Both traditional and photo enforcement will be utilized to ensure the safety of our children.

Remember, children are our most precious resource and the seconds lost travelling at these lower speeds is nothing in comparison to the possible loss of even one life.

Stabbing C14-184080
On August 29, 2014 at approximately 11:00 p.m., officers responded to a stabbing incident that just occurred in the area of William Avenue and Worth Street.
 
Emergency personnel responded and located a 21 year-old male victim with injuries consistent with being stabbed in the upper body. He was transported in unstable condition however; he has been upgraded to stable.
 
The victim, along with another male had been walking in the area when they were confronted by two males on bikes. An argument erupted at which time one of the suspects produced a knife and stabbed the victim. The suspects fled and no arrests have been made at this time.
 
The investigation is continuing.
 
 
Fight C14-184280
On August 30, 2014 just after 3:00 a.m., officers responded to the area of Jefferson Avenue and Adsum Drive regarding several males fighting.
 
At this stage of the investigation, it appears that the involved males had previously attended a night club after which time they became involved in an altercation. The fight occurred in parking lot which resulted in one of the combatants being struck by a vehicle.
 
Police and Paramedics were notified.
 
A 20 year-old male victim was transported from the scene with serious upper body injuries.
 
The investigation is continuing.

Robbery Investigation Arrest – C14-183341
On August 29, 2014 at approximately 2:50 a.m., officers responded to an assault in progress in the area of the 100 block of Henry Avenue.
 
Attending members observed a male suspect seriously assaulting a male and female victim. The assault/robbery consisted of the victims being physically kicked and punched in the upper and lower body.
 
Upon police arrival, the suspect was taken into custody. The 41 year-old female victim is in stable condition and the 46 year-old male victim remains in guarded condition at this time.
 
Members of the Major Crimes Unit continue to investigate.
 
A 20 year-old male is facing the following charges:
 
Aggravated Assault
Robbery
Assault Cause Bodily Harm
Public Mischief
Fail to Comply with Probation Order x 3
Possession of Scheduled Substance – Marihuana
Possession of Scheduled Substance
     
He remains in custody.

Homicide Update – Arrest - C14-180405
As previously reported, on August 25, 2014 shortly after 5:00 a.m., emergency personnel were dispatched to the 200 block of Austin Street North for the report of a male having been stabbed.
 
Attending members located an adult male suffering from an apparent stab wound to the upper body.  He was transported to hospital in critical condition where he later succumbed to his injuries.
 
The victim was identified as Jeffery CAMPBELL, 25 years of Winnipeg.
 
The investigation continued by members of the Homicide Unit.
 
It was learned that the accused had been at the residence consuming drugs when he became involved in a dispute with the victim.  The accused proceeded to arm himself with a weapon and stab the victim multiple times in the upper body.
 
Shortly before midnight on August 26th a suspect was located and arrested without incident in the area of Bannatyne Avenue and Lydia Street.
 
Michael Tyler John BOUBARD, 21 years of Winnipeghas been charged with 2nd Degree Murder for his alleged involvement.
 
He was detained at the Provincial Remand Centre.
 
 
Drug Investigation Arrests – C14-182133
In July of 2014 members of the Winnipeg Police Service Street Crimes Unit became involved in a drug investigation regarding the African Mafia Street Gang. As result, a Controlled Drugs and Substances Act (CDSA) search warrant was applied for and granted for a residence in the 300 block of Regent Avenue West. 
 
On August 27, 2014 at approximately 6:45 p.m. four suspects associated to the house were arrested after being observed leaving the residence.  With assistance of the Tactical Support Team, the warrant was later executed. 
 
As a result of the arrests and subsequent search of the residence the following was seized:
 

  • 6 ounces of crack cocaine with an estimated street value of $10,800.00
  • 3 ounces of marihuana with an estimated street value of $840.00
  • 14 rocks of crack cocaine with an estimated street value of $280.00
  • $2275.00 in Canadian currency
  • $55.00 in American currency

 
Ahmed EYALE (M), 23 years, Sabrin Mahmue JEMEI (F), 21 years, Mourad MOHAMED (M), 20 years & Ruta TESFALIDET (F), 24 years, all of Winnipeg have been charged with several drug related charges.
 
All were detained.

MISSING PERSON – JESSICA KLASSEN - R14-45630
The Winnipeg Police Service is requesting the public's assistance in locating the following 15 year old female, JESSICA KLASSEN.  KLASSEN was last seen in the evening of Wednesday, August 27, 2014 in the City of Steinbach. KLASSEN is known to travel between Steinbach and Winnipeg.
 
KLASSEN is described as: Caucasian, 5'8" tall, approximately 150 pounds; medium build, with medium length brown hair and brown eyes. A clothing description for KLASSEN is not available at this time.
 
 
                        
 
Police are concerned for KLASSEN's well-being and are asking anyone with information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at (204) 986-6250.

Motor Vehicle Collision Involving Pedestrian – Arrest - C14-181764
As released earlier, on Wednesday, August 27, 2014 shortly after 2:30 a.m. emergency personnel were dispatched to the area of St Anne's Road & St Mary's Road for the report of a motor vehicle collision involving a pedestrian.
 
A 35-year-old female was located and transported to hospital in critical condition where she later succumbed to her injuries.
 
The victim has been identified as Jennie Lynda Lee GRAVES, of Winnipeg.
 
The driver of the vehicle was located and arrested at the scene.
 
The investigation continued by members of the Major Crimes Unit.
 
It was learned that the victim had been a passenger in the vehicle when an argument between she and the driver occurred.  The argument turned physical which resulted in the driver, while the vehicle was still in motion, pushing the victim out onto the road.  The victim was then struck by the rear wheels of the vehicle.  The driver continued on for several blocks before stopping.  A witness, who observed part of the incident, followed the vehicle and later brought the suspect back to the scene.
 
Keith Ryan THOMPSON, 35 years of Winnipeg has been charged with the following for his alleged involvement:

  • Causing Death by Criminal Negligence
  • Driving While Ability Impaired Causing Death
  • Fail or Refuse to Provide Sample when Involved in an Accident Causing Death
  • Dangerous Operation of Motor Vehicle Causing Death
  • Fail to remain at the scene of an accident and exchange particulars

He was detained in custody.
 
 
Suspicious Male Update – C14-180735
As previously released, on August 25, 2014 at approximately 5:00 p.m. members of the Winnipeg Police Service were dispatched for the report of a suspicious person.
 
Officers met with the 12 year old victim and her parents. 
 
The child related that at approximately 4:20 p.m. she had been walking in the 500 block of Washington Avenue when she noticed an unknown male following her.  She continued on, walking eastbound on Washington, when the male grabbed her from behind.  She kicked out and was able to break free after which she ran home and notified her parents.
 
After considerable investigation by members of the Child Abuse Unit it was determined that the events surrounding the incident were not as initially reported and that the attempt abduction incident is unfounded.

Motor Vehicle Collision Involving Pedestrian -
Update – C14-181764

As released earlier today, on Wednesday, August 27, 2014 shortly after 2:30 a.m. emergency personnel were dispatched to the area of St Anne's Road & St Mary's Road for the report of a motor vehicle collision involving a pedestrian.
 
A 35-year-old female was located and transported to hospital in critical condition.  She has since succumbed to her injuries.
 
The 35-year-old male driver is currently in custody and charges are expected.
 
The investigation is continuing by members of the Major Crimes Unit and further information will be provided tomorrow.

Firearm Investigation – Arrest R14-54827,
C14-177599

The Winnipeg Police Service (WPS) with the assistance of Canada Border Services Agency (CBSA) recently entered into an investigation involving an individual suspected of importing firearms/weapons from the United States into Canada.
 
The investigation was initiated on July 17, 2014 when CBSA officers at the Vancouver International Mail Centre intercepted a package destined for an address in Winnipeg containing the following items:
 
.22 calibre semi-automatic handgun
Two magazines associated to the handgun
Stun gun (Taser) manufactured to appear as a cellular phone
 
Members of the Division 13 Crime Unit were notified and continued to investigate with the assistance of the CBSA Criminal Investigations Section, the National Weapons Enforcement Support Team (NWEST), Tactical Support Team and Uniform Patrol members.
 
On August 21, 2014, Winnipeg Police Service members arrested a male in the Birds Hill, Manitoba area. A search warrant was also executed at an address located in the City of Winnipeg. Evidence was identified during the search and seized by officers.
 
Cornell Jack FONTAINE, 53 years-old has been charged by the Winnipeg Police Service with the following offences due to his alleged involvement:

  • Importing a Firearm, Prohibited or Restricted Weapon, Prohibited Device or Ammunition Knowing it is Unauthorized x 2
  • Unauthorized Possession of a Prohibited Device or Ammunition x 2

The investigation has revealed that the accused possesses dual residency in Arizona and Manitoba. While in Arizona, it's alleged that FONTAINE purchased and shipped the previously mentioned items to his address in the Winnipeg area.
 
FONTAINE was remanded into custody.

The 35-year-old male driver, located near the scene of the collision, is currently in custody.

Suspicious Male – C14-180735
On August 25, 2014 at approximately 5:00 p.m. members of the Winnipeg Police Service were dispatched for the report of a suspicious person.
 
Officers met with the 12 year old victim and her parents.  It was learned that at approximately 4:20 p.m. the victim had been walking in the 500 block of Washington Avenue when she noticed an unknown male following her.  The victim continued on, walking eastbound on Washington, when the male grabbed her from behind.  The victim kicked out and was able to break free after which she ran home and notified her parents.
 
The victim was not injured and at no time did the suspect say anything to the victim.
 
The suspect is described as: Caucasian, 40-50 years of age with a slim build, short brush cut hair approximately 1" in length and a lazy left eye.  He was wearing a green army sweater and blue jeans.
