Break & Enter – Public Advisory & Investigation: C17-291381
 
On December 30, 2017, at approximately 5:45 a.m., members of the Winnipeg Police Service responded to the report of a break & enter that had just occurred to a pharmacy in the 400 block of River Avenue.
 
A preliminary investigation has revealed that a significant quantity of medication was stolen:
 
- Approx. 200 pills of Oxyneo (Oxycodone)
- Approx. 300 pills of Hydromorphone
- Approx. 450 pills of Methylphenidate 
 
The Winnipeg Police Service wishes to advise the public that taking large quantities of these medications alone or in combination with other drugs or alcohol can be dangerous to your health or fatal.
 
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Shooting – Investigation: C17-280489
 
As previously released:
 
On December 14, 2017, at approximately 2:15 a.m., members of the Winnipeg Police Service responded to a report of a male who had been shot in the 100 block of Hargrave Street. 
 
Upon arrival, a male in his 20's was located suffering from a significant gunshot wound to his lower body. Officers immediately provided first aid and applied a tourniquet to the victim. The male was transported to hospital in critical condition but has since been upgraded to stable condition.
 
An adult female was also located at the scene with minor injuries. She was transported to hospital in stable condition.
 
The adult female was identified as a suspect and placed under arrest. After being medically treated the same day, she was turned over to members of the Major Crimes Unit.
 
Serenity Georgia Contois, a 21-year-old female of Winnipeg, was charged with:
 
- Aggravated Assault
- Discharge a Firearm with Intent
- Possession of a Weapon
 
She was detained in custody.
 
Members of the Major Crime Unit continued with the investigation and identified a second suspect.
 
On December 29, 2017, at approximately 12:15 p.m., Division 11 General Patrol members, with the assistance of the Tactical Support Team, located the second suspect in a suite at a residential complex in the 100 block of Hargrave.
 
It has been determined that the suspects with socializing with the victim when an argument broke out between the three parties. The argument escalated to the point that the suspects armed themselves with a shotgun and fired it at the victim.
 
The suspects then fled the area. Officers located a firearm hidden in the area of Hargrave Street and St. Mary Avenue. It was found to be a sawed-off 12 gauge shotgun that had been reported stolen in October 1998.
 
Deon Lam, a 34-year-old male of Grand Rapids, has been charged with:
 
- Aggravated Assault
- Discharge a Firearm with Intent
- Possession of a Weapon
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Unauthorized Possession of a Firearm
- Unauthorized Possession of a Prohibited or Restricted Weapon
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition
- Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime
 
He was detained in custody.
 
Stolen Vehicle – Arrests: C17-290590
 
On December 29, 2017, at approximately 12:45 a.m., West District General Patrol unit members attempted to pull over a newer model Jeep Cherokee in the area of Dale Boulevard and Roblin Boulevard.
 
The vehicle sped off at a high rate of speed and is estimated to have been driven at speeds in excess of 150 km/h.
 
Officers deactivated their emergency equipment and requested AIR1 which arrived in the area a short time later.
 
AIR1 was able to quickly acquire the vehicle and follow it as it travelled recklessly both south and west of Winnipeg. The vehicle was ultimately tracked to the town of Starbuck where it attempted to park at the rear of a residence. At this time, AIR1 safely coordinated ground units who were able to move in and arrest two suspects after a brief foot pursuit.
 
Inside the vehicle, officers located numerous break-in tools including bolt cutters, pliers, and wire cutters. One suspect was found to have 73 grams of marijuana in his possession and had two outstanding warrants for failing to appear in court.
 
The investigation continued by members of the Major Crimes Unit.
 
It was determined that the vehicle had been stolen from an automotive dealership in the 300 block of Pembina Highway on December 19, 2017. The licence plates on the vehicle had been taken from another vehicle which had been stolen from a residence in the first 100 block of Marlow Court on December 11, 2017. That vehicle had since been recovered.
 
Investigators have also charged one suspect for a theft incident at a business in the 1500 block of Regent Avenue on April 25, 2017 and the other suspect for a break & enter at a business in the 900 block of Waverley Street on January 31, 2016.
 
Chadwick Joel Fitzgerald, a 33-year-old male of Starbuck, has been charged with:
 
- Dangerous Operation of Motor Vehicle
- Flight while Pursued by Peace Officer
- Possession of Break-in Instrument(s)
- Possession of Property Obtained by Crime over $5000
- Possession of Property Obtained by Crime under $5000
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cannabis
- Theft under $5,000
- Fail to Appear (Appearance Notice)
- Fail to Appear (Promise to Appear)
 
Daniel Joseph Tarnowski, a 57-year-old male of Starbuck, has been charged with:
 
- Possession of Break-in Instrument(s)
- Possession of Property Obtained by Crime over $5000
- Possession of Property Obtained by Crime under $5000
- Fail to Comply with Probation Order
- Break Enter & Commit - Place
 
They were detained in custody.
 
Home Invasion – Arrest: C17-290650
 
On December 29, 2017, at approximately 2:50 a.m., members of the Winnipeg Police Service responded to the report of suspicious circumstances at a residential complex in first 100 block of Ellen Street. A male was initially banging on doors and then broke into a suite.
 
Division 11 General Patrol unit members arrived and quickly placed a suspect under arrest. 
 
The investigation continued by members of the Major Crimes Unit.
 
It has been determined that a suspect had attended to the residential complex and began to pry at windows and patio doors in an attempt to gain entry. A security guard was alerted and confronted the male, who grabbed a piece of wood and struck the security officer across the head.
 
The suspect continued to attempt to break into suites, finally forcing open a door of a suite where a family was sleeping. The family woke and fled the suite while the suspect rummaged through rooms.
 
He then exited the suite briefly and chased the family at which time they ran into a neighbouring suite to take cover. The suspect then began to try break into that suite but was unsuccessful and returned to the suite that he had gained entry to.
 
The suspect then uttered threats to shoot the officers who took him into custody.
 
Investigators believe that the incident began with the suspect using methamphetamine.
 
Stephen Michael Andrews, a 29-year-old male of Winnipeg, has been charged with:
 
- Break & Enter with Intent - Dwelling House (x3)
- Break Enter & Commit - Dwelling House
- Assault with a Weapon
- Fail to Comply with Probation Order
- Uttering Threats - Cause Death or Bodily Harm
 
He was detained in custody.
 
Arson – Arrest: C17-290711
 
On December 29, 2017, at approximately 7:20 a.m., emergency personnel responded to a fire at a residence in the 200 block of Pritchard Avenue. Members of the Winnipeg Fire Paramedic Service attended and attempted to extinguish the fire however the house was deemed a complete loss.
 
The cause of the fire was suspicious and an investigation into the circumstances surrounding the fire was initiated by members of the Major Crimes Unit.  
 
A suspect was identified and at approximately 7:20 p.m., investigators arrested a female at a hotel in the 1400 block of Portage Avenue.
 
A 17-year-old female of Winnipeg has been charged with:
 
- Break Enter & Commit Arson - Dwelling House
- Arson Causing Damage to Property
- Arson with Disregard for Human Life (x5)
- Uttering Threats - Cause Death or Bodily Harm
- Fail to Comply with Sentence (x2)
 
She was detained in custody.
 
Investigators now believe that the incident began with 3 people within a suite at this location consuming alcohol and using methamphetamine.
 
A fight arose over a $10 payment and one participant was subsequently removed from the unit.
 
The ejected party broke a large window and returned, threatening retaliation at which time a fire was deliberately set. 
 
As a result, the entire house, including rooms occupied by 3 other tenants, was completely engulfed in flames.  All of the individuals were able to escape the structure without significant injuries.  The house was completely destroyed by the blaze.
 
Frauds/Assault Peace Officer – Arrests: C17-290774
 
On December 29, 2017, at approximately 9:50 a.m., West District Community Support Unit members attended to a hotel in the 300 block of York Avenue in search of two suspects who were believed to be involved in numerous fraud-related incidents in Winnipeg.
 
Officers located the suspects in a common area of the hotel and as they attempted to place them under arrest, one suspect became confrontational and kicked an officer several times. Both were taken into custody.
 
Members of the Major Crimes Unit continued with the investigation.
 
Both suspects were charged with numerous theft, fraud and break & enter related offences for their roles in incidents that occurred in Winnipeg from April until December 2017. These offences include breaking into mailboxes, cashing fraudulent cheques, fraudulently using credit/debits cards and presenting forged letters/identification.
 
Cheyenne Leigh Bruce, a 31-year-old female of Winnipeg, has been charged with:
 
- Assault a Peace Officer
- Resist Peace Officer
- Identity Theft (x2)
- Forgery (x2)
- Possession of Property Obtained by Crime under $5,000 (x3)
- Fraud under $5,000 (x3)
- Use a Forged Document (x2)
- Break Enter & Commit - Place
 
Helena Peters, a 24-year-old female of Winnipeg, has been charged with:
 
- Break Enter & Commit - Place (x5)
- Fraud under $5,000 (x13)
- Forgery (x4)
- Identity Fraud - Intent to Gain Advantage
- Identity Fraud - Intent to Obtain Property (x3)
- Possession of an Identity Document
- Identity Theft (x2)
- Theft under $5,000
- Possession of a Credit Card
- Used a Forged Document
- Possession of Property Obtained by Crime under $5,000 (x5)
- Possession of Property Obtained by Crime over $5,000
 
They were detained in custody.

2017 Festive Season Checkstop Program – Week 4 Results
The Festive Season Checkstop program is on the road for 2017 and will run every day for the month of December, including New Year's Eve. Motorists can expect to see an increased presence of police officers on Winnipeg roadways, enforcing Impaired Driving legislation.
   
Impaired driving is the number one criminal cause of death in Canada, yet it is 100% preventable. We take this opportunity to remind citizens that we all have an important role to play in preventing impaired driving and the all too often human costs often associated with this crime.
   
Our message is simple, if you choose to drink or do drugs, DON'T DRIVE.
   
Week 4 (Friday, December 22 to Thursday, December 28) results:
   
- A total of 332 vehicles were stopped.
- 21 road-side breath tests administered resulting in 1 fail and 3 warn (72 hr DL suspension).
- 8 impaired driving-related arrests (Highest BAC was three times the statutory limit)
- 1 other criminal arrest
- 10 traffic tickets.
   
The Winnipeg Police Service would like everyone to have a safe and enjoyable festive season.
   
The Festive Checkstop program is made possible through a partnership with Manitoba Liquor and Lotteries.

The Police Service has received numerous reports of stolen vehicles over the last 24 hours.

With temperatures falling and wind chill forecast to be in the -40° range, the Winnipeg Police Service once again reminds the public of the risks of leaving vehicles unattended with the engine running.

Drug Investigation: C17-285846

On December 21, 2017, at approximately 9:45 a.m., Winnipeg Police were alerted by management to the existence of a possible drug lab located within a building in the 300 block of Kennedy St.

Arriving officers gained entrance to a vacated suite and discovered what appeared to be a clandestine drug lab. Equipment and a large quantity of chemicals located within the residence suggest the lab was likely being used to manufacture methamphetamine. The lab did not appear to be operational at the time of discovery.

Labs of this nature present a number of potential hazards including; fire, explosion and the presence of toxic chemicals. As a result, the Winnipeg Police Service Clandestine Lab Team was called out as well as various units from the Winnipeg Fire Paramedic Service, including Hazmat units.

These teams remained at the scene for the majority of the day and the lab was safely dismantled.

This investigation is continuing by members of the Clandestine Lab Team. No arrests have been made at this time.

Attempt Murder - Arrest: C17-282924
On December 17, 2017 at approximately 6:35 a.m., the Winnipeg Police Service was alerted to male, behaving violently, who had barricaded himself in a room with another male.
   
Officers responded to the location, a business in the 400 block of Notre Dame Avenue, and located both males in a room, covered with blood. One male, the suspect, was armed with a knife which he discarded when directed to do so by police.
   
The victim, an adult male, was transported in critical condition. The suspect, also an adult male, was placed under arrest and transported to hospital in the stable condition.
   
Officers learned that the male had ingested narcotics earlier in the morning, met with the victim at this location and further ingested drugs. Armed with a knife, the male barricaded himself in a room with the victim who he threatened with the knife.  He proceeded to damage the room and contents, resulting in a small fire which staff were able to safely extinguish through a broken window.
   
The suspect male then turned his attention to the victim, choking him, cutting his throat, and stabbing him numerous times in the upper body.
   
On December 18, 2017 officers, by way of search warrant, searched the scene and seized various items.
   
On December 20, 2017 the suspect male was released from hospital and taken into police custody. Brian Joseph Steve PENSAK, 32-years-old of Winnipeg has been charged with the following:

  • Attempt to Commit Murder
  • Forcible Confinement
  • Utter Threats
  • Possess Weapon
  • Mischief Under $5000
  • Arson with Disregard for Human Life 

He has been detained in custody.
 

Break & Enter – Arrest: C17-285533   
On December 20, 2017, at approximately 8:15 p.m., a male suspect broke in and gained entry to the Public Safety Building at 151 Princess Street. The building, which is unoccupied, is heavily alarmed and police were notified as the suspect wandered through the building.
   
A search was conducted by members of the Tactical Support Team and the suspect was located inside the building. He was taken into custody without incident.
   
The suspect was also found to be the subject of an arrest warrant from an incident where a vehicle was stolen from an address in the RM of Springfield in early November 2016.
   
Wesley Manford Wadien, a 34-year-old male of Winnipeg, has been charged with :
   
  - Break & Enter with Intent - Place
  - Possession of Property Obtained by Crime over $5,000
  - Fail to Comply with Probation Order (x2)
   
He was detained in custody.
