SEARCH WARRANT ARRESTS – C13-267963
Recently, members of the Winnipeg Police Service Street Crime Unit became involved in an investigation regarding the dealing of drugs out of a residence in the 800 block of Aberdeen Avenue.  As a result of the investigation a Controlled Drug and Substances (CDSA) search warrant was applied for and granted.
 
On December 31 shortly before 2:00 a.m. the warrant was executed with the assistance of the Tactical Support Team.  Three people within the residence were arrested without incident.  A search of the residence resulted in the seizure of the following:

  • Loaded 12 gauge shotgun with additional ammunition
  • 9 rocks of crack cocaine
  • 1 80mg tablet of Oxycontin
  • 18 grams of marihuana
  • Drug paraphernalia

Robert Mitchell BROWN 23 years, Megan EDNIE 21 years & Matthew Joseph HOLLOHAN 30 years all of Winnipeg have been charged with several drug and firearm related offences for their alleged involvement.
 
All were detained at the Provincial Remand Centre.
 
 
COMMERCIAL ROBBERY – C13-267865
On December 30, 2013 at approximately 9:00 p.m. members of the Winnipeg Police Service were dispatched for the report of a commercial robbery at a restaurant in the 1000 block of St. Mary's Road.
 
Responding members met with employees who advised that two males with their identities concealed had entered the store.  Once at the counter one of the males ordered some food.  When the clerk opened the till the second male sprayed her with a noxious substance while the first male grabbed an undisclosed amount of cash from the till.  Both suspects then fled on foot.
 
The 17 year old clerk was treated for non- life threatening injuries.  The second employee was not injured.
 
There are no suspect descriptions.

FIREARMS INVESTIGATION – C13-268043
On December 31, 2013 shortly after 2:00 a.m. Winnipeg Police Service members were dispatched to the 700 block of Beverley Street for the report of a male armed with a firearm.
 
Upon police arrival people were seen running from the area.  A foot pursuit resulted in the apprehension of two fleeing suspects.   A firearm was recovered.
 
There were no injuries and no shots were fired.
 
Several people are currently in custody and no further information is available at this time.

Declared Snow Route Parking Ban lifted for two nights

Declared Snow Route Parking Ban lifted for two nights
Ban will be enacted again mid-week to complete snow clearing operations

The public is advised that the Declared Snow Route Parking Ban that was put into effect Saturday, December 28, 2013 has been lifted for Monday and Tuesday night.
 
However, the Declared Snow Route Parking Ban will be enacted again beginning at 12:00 a.m. Thursday January 2, 2014 in order to further assist snow clearing operations.
 
This ban prohibits parking on any Snow Route between the hours of 12:00 a.m. and 7:00 a.m. while in effect. Vehicles parked in violation of the Declared Snow Route Parking Ban will receive a $100 ticket and may be towed to the towing company's compound. The ban will be in place until snow clearing is completed and the public will be notified when the Declared Snow Route Parking Ban is lifted.

The Declared Snow Route Parking Ban extends the Snow Route Parking Ban, which is currently in effect daily from 2:00 a.m. to 7:00 a.m., by two hours. 
 
Snow clearing operations are undertaken in accordance with the City Council-approved Snow Clearing and Ice Control Policy, which can be found online at: www.winnipeg.ca/publicworks/Snow_Clearing_Policy/default.asp

FATAL MOTOR VEHICLE COLLISION – C13-266841
On December 29, 2013 at approximately 4:15 a.m. emergency personnel were dispatched to the intersection of Brookside Boulevard and Logan Avenue for the report of a single vehicle accident.
 
Responding personnel located a lone 42 year old male within the vehicle.  He was transported to hospital in critical condition and later succumbed to his injuries.
 
Next of kin has been notified and the victim's name will not be released.
 
The investigation is continuing by members of the Central Traffic Unit.  Anyone with information regarding this incident is asked to contact investigators at (204) 986-6271or Crime Stoppers at (204) 786-TIPS (8477).

Declared Snow Route Parking Ban in effect starting tonight at midnight

Truck plowing operation to commence on main routes, bus routes and collector streets; sanding operations to continue.
 
To aid snow clearing efforts on major routes, the Declared Snow Route Parking Ban will be in effect starting tonight at midnight (Sunday, December 29th at 12:00 a.m.). This ban prohibits parking on any Snow Route between the hours of 12:00 a.m. and 7:00 a.m. while in effect. Vehicles parked in violation of the Declared Snow Route Parking Ban will receive a $100 ticket and may be towed to the towing company's compound. The ban will be in place until snow clearing is completed and the public will be notified when the Declared Snow Route Parking Ban is lifted.

GROW OPERATION – ARREST   R13-95983
On December 27, 2013 at approximately 10:00 a.m., members of the Marihuana Grow Operation Unit, with the assistance of the Tactical Support Team and East and West District Patrol members executed a Controlled Drug and Substance Act search warrant at a residence located in the 900 block of Aldgate Road.
 
A 39 year-old female was located inside and arrested.
 
A search of the home revealed the following:
 
155 Marihuana plants – estimated street value $173,600.00
60 lbs. dried packaged marihuana – estimated street value $150,000.00
Grow operation equipment – valued at $27,000.00.
Small amount of cash
 
The 39 year-old female is facing the following charges:
 
Produce a scheduled substance – marihuana
Possess of a scheduled substance for the purpose of trafficking – marihuana
Possession of proceeds of property obtained by crime
Theft of electricity or gas
 
She was released on a Promise to Appear. 
 

RESIDENTIAL ROBBERY INVESTIGATION   C13-265851
On December 27, 2013 at approximately 2:30 p.m., members of the Winnipeg Police Service responded to the 400 block of Boyd Avenue regarding a residential robbery incident involving two suspects.
 
The suspects forced their way into the home at which time they confronted and assaulted two occupants, an adult male and female. The victims were robbed and the suspects fled. Injuries sustained are non-life threatening.
 
The suspects are described as: Male, late teens, fair complexion, 6'00" tall, thin builds and wearing dark clothing.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter is asked to contact investigators at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
 
ROBBERY INVESTIGATION – ARRESTS   C13-265609
On December 27, 2013 at approximately 2:30 a.m., officers responded to a robbery incident involving two victims, a 49 year-old female and 46 year-old female.  
 
The victims were walking in the area of Boyd Avenue and Powers Street when they were confronted by two male suspects. The suspects demanded their property at which time both victims were pushed to the ground. During the altercation, both victims were stabbed.
 
The 49 year-old-victim was stabbed and later transported from the scene in critical condition. She has since been upgraded to stable condition.
 
The 46 year-old-victim sustained non-life threatening injuries. She was robbed of personal property.
 
The suspects fled the area on foot.
 
Due to the efforts of Air1, Canine Unit and Uniform Patrol, both suspects were located and arrested in the area a short time later.
 
Members of the District 3 Crime Unit continued with the investigation.
 
Damian MCKAY, 24 yearshas been charged with the following offences due to his alleged involvement: Robbery with a Weapon x 2, Possession of Weapon for Dangerous Purpose, Disguise with Intent and Fail to Comply with Probation Order.
 
He was detained at the Provincial Remand Centre.
 
A 17 year-old male has been charged with the following offences: Robbery with a Weapon x 2, Possession of Weapon for Dangerous Purpose and Disguise with Intent.
 
He was detained at the Manitoba Youth Centre.

BREAK-IN AND THEFT – ARRESTS   R13-96028
On December 25, 2013 at 3:00 p.m., a detached garage located in the 900 block of Beecher Avenue was broken into and a 1993 Buick Regal was stolen.
 
Three suspects proceeded to break into the following residences while still in possession of the stolen vehicle:
 
December 25th - 700 block of Swailes Avenue - various electronics, clothing, personal cheques and a credit card
 
December 25th – first 100 block of Birchbark Bay – bicycle, tools and electronics
 
On December 26th at approximately 1:10 a.m., members of the Winnipeg Police Service observed the stolen vehicle parked in the 400 block of Redwood Avenue. A male was observed attending to the vehicle at which time he was placed under arrest. 
 
The investigation continued and at approximately 5:55 a.m., a female was arrested outside the Redwood Avenue location.
 
Members of the District 3 Crime Unit continued to investigate.
 
At approximately 9:40 a.m., officers executed a search warrant at the Redwood address which resulted in a third suspect (male) being arrested. A search of the home revealed the following items which have since been seized:
 
Previously stolen personal cheques
Three hunting knives
Bear spray
Shot gun shells
30-06 rifle round
Numerous .22 calibre rounds
Sawed-off rifle stock
A rifle scope
.22 calibre pump action firearm with scope
 
Matthew Valentine, 23 years, Heather MUCKLE, 21 years and Benjamin COOPER, 35 years have been charged with several break-ins, theft and firearm related offences due to their alleged involvement.
 
All three were remanded into custody.
 
 
BREAK-IN AND THEFT – ARRESTS C13-264750
Between November 29th and December 24th, 2013 several break-ins took place at various homes and business within the City of Winnipeg.
 
The locations are as follows:
 
400 block of Pritchard Avenue - copper piping was stolen
300 block of St. John's Avenue – copper piping was stolen
300 block of Salter Street – copper piping was stolen
300 block of St. John's Avenue – several appliances and furniture was stolen
500 block of Mountain Avenue - various home décor items were stolen
Business – 200 block of Main Street - a large quantity of merchandise was stolen
 
Members of the District 3 Crime Unit continued the investigation which led them to addresses located in the 100 block of Magnus Avenue and 200 block of Mountain Avenue.
 
Some of the stolen property has been recovered and two suspects were arrested.
 
A 29 year-old male is facing the following charges: Break Enter & Commit/Theft x 6 and Possession of Property Obtained by Crime.
 
A 28 year-old male is facing the following charges: Break Enter & Commit/Theft x 6 and Possession of Property Obtained by Crime, Fail to Comply with Probation Order and Possession of Marihuana.
 
The investigation is on-going.

FESTIVE SEASON CHECKSTOP PROGRAM - WEEK #3 RESULTS
The Winnipeg Police Service Central Traffic Unit has provided the results from the third week of the Festive Season Check Stop Program. 
 
1398 - Vehicles stopped
37 - Approved Screening Device (ASD) tests administered
12 - 24 hour suspensions issued (ASD Warnings)
10 - Drive Impaired/Over/Refusal Charges
41 - Traffic related Provincial Offence Notices (PON) issued
2 – Arrests - other Criminal Code offences
 
 
COMMERCIAL ROBBERY – ARREST   C13-264035
On December 20, 2013 at approximately 2:30 a.m., a male suspect entered a convenience store located in the 1000 block of Henderson Highway. The suspect concealed his identity and confronted a male employee. Money and merchandise was demanded and the suspect fled with an undisclosed amount.
 
On December 24, 2013 at approximately 2:30 a.m., a male suspect entered the same business under similar circumstances and confronted staff. While robbing the business of merchandise, Patrol members arrived on scene and arrested the suspect still inside the store.
 
Members of the Major Crimes Unit continued the investigation.
 
Adam BAHRY, 25 years-old has been charged with the following offences due to his alleged involvement:
 
Robbery x 2
Disguise with Intent x 2
Fail to Comply with Probation Order x 2
 
He remains in custody.

 

STOLEN VEHICLE – ARRESTS   R13-95840
Sometime on December 24, 2013, a Chevrolet Cavalier was stolen while parked in the 700 block of Alfred Avenue.
 
At approximately 10:50 p.m., patrol members observed the stolen vehicle travelling in a northbound direction on Andrews Street near Flora Avenue. Several Patrol Units attempted to safely stop the stolen vehicle near the intersection of McGregor Street and Royal Crescent. It was at this time the driver of the stolen vehicle collided with the rear end of a police cruiser. The impact caused a secondary collision to occur with another civilian vehicle causing damage to both. There were no injuries.
 
The driver of the stolen vehicle continued westbound on Royal Crescent, eventually losing control and striking a parked vehicle. Minor damage was caused and no one was injured.
 
Again, the suspect attempted to evade police. Officers successfully secured the stolen vehicle and prevented it from proceeding any further.
 
Five occupants were taken into custody and placed under arrest.
 
17 year-old female – Theft of Motor Vehicle, Flight while pursued by Peace Officer, HTA – Drive without a licence, HTA – Drive without driver's liability insurance
 
14 year-old female – Theft of Motor Vehicle
 
13 year-old female – Possession of Property Obtained by Crime
 
14 year-old female - Possession of Property Obtained by Crime
 
14 year-old male – Theft of Motor Vehicle
 
The 17 year-old was detained and the others were released on a Promise to Appear.
 
 
COMMERCIAL ROBBERY – ARREST   C13-264630
On December 25, 2013 at approximately 5:30 a.m., officers responded to a convenience store located in the 800 block of Arlington Street regarding a robbery involving a lone male suspect.
 
The male was armed and attempted to conceal his identity when he confronted staff. Money was demanded and an undisclosed amount was obtained before the suspect fled on a bike.
 
The investigation led officers to a residence located in the 700 block of Simcoe Street. At approximately 6:50 p.m., officers located and arrested the male suspect. A weapon believed to have been used during the robbery was also seized.
 
Members of the Major Crimes Unit continued the investigation.
 
Walter Guimond, 32 years-old has been charged with the following offences due to his alleged involvement:
 
Robbery
Disguise with Intent
Fail to Comply with an Undertaking
 
He remains in custody.

MISSING PERSON – Brian TOUROND - C13-249685
The Winnipeg Police Service is requesting the public's assistance in locating a missing 43 year-old male, Brian TOUROND.  TOUROND was last seen on December 3, 2013 in the St Boniface area of Winnipeg.
  
TOUROND is described as: Caucasian, 5'7" tall, approximately 137 pounds with brown straight hair and brown eyes.  He has a white mustache and goatee.


The Winnipeg Police Service is concerned for his wellbeing.

WEAPON – ARREST C13-264060
On December 24, 2013 at approximately 4:10 a.m., Patrol and members of the Canine Unit responded to a residence located in the 600 block of Home Street regarding a dispute and reports that a male was armed with a gun.
 
Upon arrival, officers discovered that the armed male suspect had already fled. As a result, Canine Unit members began tracking the suspect.
 
A short time later, officers located and took custody of the suspect in the area of the 500 block of Maryland Street. The gun and a knife was located and seized by officers.
 
Members of the Major Crimes Unit continued the investigation.
 
A 30 year-old male remains in custody and is facing numerous weapon related offences.
 
 
IMPAIRED DRIVING – ARREST   C13-263989
On December 24, 2013, at approximately 12:50 a.m., Patrol members observed a Suzuki Aerio swerving across the centre line of the roadway while in the area of Kilbride Avenue and McKenzie Street.
 
Officers attempted to stop the vehicle at Belmont Avenue and McKenzie Street however, the driver continued southbound at a high rate of speed.
 
The vehicle was pursued at which time it was observed to disobey several traffic control devices, having no regard for public safety.  
 
A short time later, the suspect vehicle collided with a snow bank at Richardson Avenue McCurdy Street. Officers secured the vehicle and took custody of the lone male occupant.
 
A 47 year-old male has been charged with the following offences and detained at the Provincial Remand Centre:
 
Driving while ability impaired
Fail or refuse to provide breath sample
Dangerous operation of a motor vehicle
Flight while pursued by peace officer

MALE SHOT   C13-263227
On December 22, 2013 at approximately 8:55 p.m., the Winnipeg Police Service and Winnipeg Fire Paramedic Service responded to the area of the 400 block of Partridge Avenue regarding a motor vehicle collision.
 
Upon arrival, emergency personnel located a 23 year-old injured male inside a vehicle. It was determined that his injuries were consistent with being shot. He was transported from the scene in critical condition, later upgraded to stable condition.
 
Members of the Major Crimes Unit continue to investigate.
 
Limited information is available at this time. Interviews are on-going.

SEXUAL ASSAULT – ARREST   C13-262583
On December 21, 2013 at approximately 8:50 p.m., two 15 year-old females were walking in the area of William Avenue and Isabel Street when they were approached by an unknown male in a van.
 
The male convinced the girls to get into his vehicle by offering them a ride home. One of the girls was dropped off at an address on Redwood Avenue however the other was taken northbound on McPhillips Street outside the city limits.
 
The female victim managed to obtain the suspect's cellular phone and began messaging her friend who had just been dropped off. The victim was concerned for her safety and requested that her friend contact police immediately.
 
Once outside the city limits, the suspect produced a knife and began sexually assaulting the victim. It was at this time the suspect received a phone message from the victim's friend indicating that police had been notified.
 
As a result, the suspect drove the victim back into the city dropping her off in the area of Jefferson Avenue and Salter Salter Street.
 
At approximately 9:30 p.m., officers located the suspect in his vehicle while in the area of McPhillips Street and Court Avenue.
 
Farrell FRANCIS, 51 years-oldhas been charged with the following offences due to his alleged involvement:
 
Sexual Assault
Sexual Interference
Fail to Comply with Probation Order
 
He was detained at the Provincial Remand Centre.
