DRUG AND WEAPON ARRESTS C13-78612
On April 28, 2013 at approximately 9:50 a.m., members of the Division 11 Community Support Unit conducted a traffic stop in the area of Salter Street and Flora Avenue upon observing numerous Highway Traffic Act (HTA) offences.
 
Officers stopped a Pontiac Grand AM occupied by four individuals. An investigation commenced which resulted in locating and seizing the following items:
 

  • 58 grams of Marihuana – estimated street value $580.00
  • 10 grams of Cocaine  - estimated street value $800.00
  • 8 grams of Methamphetamine -  estimated street value $1600.00
  • 3x ¼ gram rocks of Crack Cocaine – estimated street value $60.00
  • 3 grams – Psilocybin (mushrooms) –  estimated street value $60.00
  • 4 x Tylenol pills – estimated street value $80.00
  • Taser
  • Bear spray
  • 2 x 12 gauge shotgun shells
  • 5 cellular phone
  • $975.00 Canadian currency
  • Break-in instruments

 
James JOHNSTON, 34 years, Terri SAWYER 27 years, Anthony CHARTRAND, 28 years and Jimmy TEMCHUCK 27 years have been charged with numerous drug and weapon related offences (65 charges in total) due to their alleged involvement.
 
The driver, TEMCHUCK, has also been charged with several Highway Traffic Act offences.
 
All four arrested have been detained.

PROJECT RECALL
In February 2013, members of the Winnipeg Police Service Street Crime Unit initiated Project Recall which focussed on information gathering pertaining to the Mad Cow street gang and their involvement in illegal drug activities.
 
After being engaged in a variety of drug trafficking related investigations, which targeted specific drug cells within this group, officers identified ten main street level drug dealers. This information translated into successfully obtaining ten individual arrest warrants and two entry warrants at residences located on Simcoe Street and Langside Street.
 
On April 25, 2013, officers commenced with the arrest process of the project. As of today, nine of the ten primary Mad Cow members have been arrested, along with two other members during the sweep. One 18 year old male remains outstanding. All of the accused taken into custody have been processed and detained at either the Provincial Remand Centre or Manitoba Youth Centre.
 
As a result of the investigation, additional information came to light which resulted in the seizure of two shotguns and approximately 80 rounds of ammunition.

Description: Black male, 5'8" in height, 127 lbs., thin build.

The success of this project is a direct result of the support from members of the Manitoba Integrated Warrant Apprehension Unit, Division 11 Community Support Unit, Division 11 General Patrol Units and Division 11 Detectives. 
 
 
SEXUAL ASSAULT C13-79042
On April 28, 2013 at approximately 11:30 p.m., a 42 year old female was walking with her dogs in the area of Lorrette Avenue and Arbuthnot Street when she observed a suspicious male.
 
The female continued walking when she was knocked to the ground and sexually assaulted. The victim began screaming and a struggle ensued. The suspect eventually fled the area.
 
The victim sustained minor injuries.
 
The suspect is described as:
 
Male, Caucasian, fair complexion, approximately 18-20 years of age, 5'10" tall, 140 lbs., slim build, medium length reddish/blonde hair having a shaggy appearance.
 
The investigation is continuing by members of the District 2 Crime Unit. Anyone with information regarding incident or identity of the suspect is asked to contact investigators at 204-986-2877 or Crime Stoppers at 204-786-TIPS (8477).

 
BREAK AND ENTER – ARREST C13-77773
On April 27, 2013 at approximately 7:50 a.m., patrol members and members of the Canine Unit responded to the area of the 1500 block of Notre Dame Avenue regarding reports of two break-ins that just occurred.
 
The investigation has revealed that a male suspect broke into a residence while the occupant was asleep. Upon forcing entry, the resident awoke scaring off the suspect.
 
A short time later, the suspect attempted to break into another residence in the same area in a similar fashion, however was scared off by the occupant.
 
The suspect fled but was apprehended by security in the area and police were notified. It was at this time the suspect was able to escape from security and flee the area. Members of the WPS Canine Unit located and apprehended the fleeing suspect a short time later.
 
A 22 year old male is facing the following charges: Break, Enter a Dwelling House x 2, Possession Break-in Instruments and Escape Lawful Custody.
 
He was released on a Promise to Appear.

Garage  break ins are very common so:

Keep your overhead door remote with you when you exit your vehicle.  For those who have the remote programed in their vehicle (Newer models) change your code periodically.  Have your garage alarmed or at least have a sticker indicating that it is alarmed as this could prevent you from becoming a victim.

AGGRAVATED ASSAULT – ARREST C13-78426
On April 28, 2013 at approximately 1:55 a.m., District 3 patrol members were travelling in the area of the 300 block of Flora Avenue when they observed two males fighting in the street.
 
Upon their arrival, one of the males fled the area on foot northbound toward Selkirk Avenue. Officers determined that the other male involved who remained on scene had been stabbed requiring members of the Winnipeg Fire Paramedic Service to attend.
 
Another District 3 patrol unit subsequently located and arrested the fleeing suspect in the area of the 300 block of Selkirk Avenue moments later.
 
The victim was transported from the scene in unstable condition. He was later upgraded to stable condition.
 
The investigation has revealed that an argument began involving several people socializing at a residence. The argument escalated at which time a 21 year old male assaulted two females. It was at this time a 39 year old male intervened. The two males went outside the residence and began fighting until such time they were observed by police.
 
The investigation continued by members of the District 3 Crime Unit.
 
Steven PANGMAN, 21 years has been charged with the following offences due to his alleged involvement: Aggravated Assault, Possess Weapon for Dangerous Purpose and Assault x 2.
 
He was detained.    
 
 
STRONG-ARM ROBBERY C13-78490
On April 28, 2013 at approximately 3:30 a.m., District 3 patrol members responded to a robbery incident in the area of Alfred Avenue and Powers Street.
 
At this stage of the investigation, it has been determined that two adult females were confronted by two male suspects. One of the females was robbed of her purse and stabbed. The suspects fled leaving the victim with a non-life threatening injury.
 
 The suspects are described as:
 
#1 – Male, Aboriginal in appearance, 5'8" tall, 130 lbs., wearing dark clothing.
 
#2 – Male, Aboriginal in appearance, 5'8" tall, skinny build.

ROBBERY INVESTIGATIONS - ARRESTS C13-53082
On February 10, 2013 at approximately 11:00 p.m., a 46 year old male victim was confronted by several suspects after parking his vehicle in a garage located in the 300 block of McAdam Avenue.  
 
The suspects threatened and forced the victim back into his car at which time they drove to a nearby Credit Union. The victim was then forced to withdrawal an undisclosed amount of cash, which he was robbed of by the suspects. The victim was eventually let out of his vehicle in the area of Polson Avenue and McGregor Street unharmed. The suspects fled in the stolen vehicle and police were notified.
 
On March 16, 2013 at approximately 10:00 p.m., a 22 year old male was confronted while parked in his vehicle in the area of Portage Avenue and Young Street. The suspects entered the victim's vehicle and attempted to rob him of his property. A confrontation occurred at which time the victim drove off with one of the suspects still inside the vehicle. The altercation caused a motor vehicle collision at which time the victim and suspects fled the area on foot. Police were notified and an investigation commenced.
 
On March 20, 2013, the suspects responded to an online ad and agreed to sell a smartphone to an unsuspecting victim for an undisclosed amount.   
 
The suspects made arrangements to meet the victim in the area of the 700 block of Flora Avenue. It was at this time the suspects confronted the victim and her two small children while in her vehicle and robbed her of an undisclosed amount of cash.
 
No one was injured and police were notified.
 
The investigations continued by members of the District 3 Crime Unit.
 
Due to the efforts of District 3 Detectives and Patrol members, on April 20, 2013, Derrick DUFF, 25 years was identified and located as a result of an on-going bicycle theft investigation.  He has been charged with the following offences due to his alleged involvement: Robbery with a Weapon, Utter Threat to Cause Death or Bodily Harm x 3, Possession of Weapon for Dangerous Purpose and Breach of Probation. He was detained at the Provincial Remand Centre.
 
On April 26, 2013 at approximately 4:10 a.m., members of the Winnipeg Police Service made contact with Dalton ROUSSIN, 19 years regarding an unrelated matter. He was arrested and charged with the following offences due to his alleged involvement: Robbery with a Weapon x 3, Possession of Weapon for Dangerous Purpose, Kidnapping, Forcible Confinement and Utter Threat to Cause Death or Bodily Harm. He was detained at the Provincial Remand Centre.   
 
The investigation is continuing.
 
 
RESIDENTIAL BREAK-INS – ARRESTS C13-76382
Between April 20th and April 25th, 2013, several homes were broken into and property was removed. The break-ins occurred at residences located in the following areas: 
 

  • 400 block of Moody Avenue, Selkirk, Mb.
  • 300 block of Hosmer Boulevard, Winnipeg, Mb.
  • First 100 block of Duncan Norrie Drive, Winnipeg, Mb.

 
During the break-ins, the following property was taken by the suspects:
 

  • Electronics
  • Cash
  • Clothing
  • Alcohol

 
After breaking into the residence on Moody Avenue in Selkirk, Mb, the suspect(s) stole a 2013 Ford Escape.
 
Police were notified of these incidents at which time investigations commenced.
 
On April 25, 2013, members of the Winnipeg Police Service responded to the first 100 block of Stanford Bay in Winnipeg regarding suspicious circumstances. It was reported that area residents had observed a suspicious vehicle, the previously stolen Ford Escape, parked in their neighbour's driveway. It was determined that the suspects forced entry into the home.
 
Officers attended and located three male suspects still in the residence. It was at this time the suspects attempted to flee, however they were apprehended a short distance away.
 
The investigation continued by members of the District 2 Crime Unit.
 
Three adult males have been charged with numerous offences as a result of their alleged involvement, some of which include: Break, Enter Dwelling House x 4, Motor Vehicle Theft and Possessing Controlled Drug or Substance.
 
Gerald DUCK 25 years, Andrew SHANNACAPPO 25 years and Jonas SABISTON, 18 years have been detained.
 
 
STRONG-ARM ROBBERY – ARREST C13-77473
On April 26, 2013, at approximately 10:55 p.m., District 2 patrol members responded to a robbery incident in the area of the 100 block of Plaza Drive involving a 23 year old female victim.
 
The investigation has revealed that the victim had been walking on the sidewalk in an eastbound direction on Plaza Drive when she noticed someone following her. It was at this time she attempted to flee the area by crossing Plaza Drive to a nearby parking lot. The suspect physically confronted the victim from behind causing her to fall to the ground. The suspect then began pulling at the victim's purse, but eventually fled the area on foot empty handed. The victim sustained non-life threatening injuries due to the incident and police were notified.
 
Officers attended and located the suspect still in the area. He was taken into custody and advised of his arrest.
 
A 14 year old male has been charged with: Robbery with intent and Failure to comply with a sentence order.
 
He was detained at the Manitoba Youth Centre.

PUBLIC ADVISORY - STOLEN MEDICATIONS
Today, members of the Winnipeg Police Service received the report of two incidents where residences were broken into and prescription medication was stolen. These break-ins occurred during the past week in Central and North West Winnipeg and are being investigated as separate incidents.

The Winnipeg Police Service would like to remind citizens that non-prescribed medication taken alone or in combination with other medications or alcohol may have dangerous or fatal consequences.  Found medication can be turned in to any hospital, pharmacy or police station.

COMMERCIAL ROBBERY C13-76570
On April 25, 2013 at approximately 7:40 p.m., patrol units responded to a business located in the 100 block of Provencher Boulevard as a result of a commercial robbery incident.
 
It was determined that a lone male suspect entered the store while armed with a knife and confronted an 18 year old male clerk. The suspect demanded cash at which time an undisclosed amount was obtained. The suspect fled and no injuries were reported.
 
The suspect is described as:
 

  • Caucasian, male, 5'08"- 6'00" tall, in his 20's or 30's and heavy build

As previously released on April 17, 2013, the Winnipeg Police Service Major Crimes Unit had sought the public's assistance in locating an adult male wanted in connection with a shooting incident.  The incident had occurred within the 200 block of Talbot Avenue during the early morning hours of February 22, 2013. 
 
On April 24, 2013, Sheldon David CONTOIS, 19 years, was located by Division 13 Community Support Members in the area of Sanford Flemming Road and Plessis Road where he was taken into custody without incident. 
 
CONTOIS has been charged with robbery with a weapon, robbery with intent, a number of firearm related charges and 8 outstanding warrants. 
 
CONTOIS has been detained at the Provincial Remand Centre.

NEED HELP NOW.CA – YOU(TH) ARE NOT ALONE
 
The Winnipeg Police Service is proud to support the latest tool to help teens manage the impacts of cyberbullying.
 
Using the hashtag #YouthAreNotAlone, Canadian musicians and politicians took to the Twittersphere and Facebook yesterday during the Juno Awards to support youth and spread the word about the Canadian Centre for Child Protection's new resource for youth, NeedHelpNow.ca.
 
The website is designed to help Canadian youth deal with the negative consequences of the creation and distribution of sexual images online by providing information to youth who have been negatively impacted by a sexual picture or video of themselves being shared by peers.

CRIMESTAT WEBSITE UPDATE INTRODUCES EASIER TO USE MAPPING SYSTEM, IMPROVED SEARCH OPTIONS
 

The Winnipeg Police Service is pleased to introduce a new look and added functionality to our CrimeStat website (www.winnipeg.ca/crimestat). Launched in February of 2007, the CrimeStat website is anonline public resource that provides timely statistical information relating to crime in Winnipeg.

Notably, the revamped site is now powered by Google Maps, which will bring added familiarity and ease of use for many users. This change makes the site more modern and easier to use through faster panning, zooming and loading of data. There is no longer a limit to the number of crime icons shown on the map, increasing transparency and accountability to the citizens of Winnipeg.

The system for filtering your searches has also been improved. You will be able to get a better snapshot of what is happening in your community or area of interest through the new area, date and crime type filters. An interactive legend allows you to quickly add and remove crime types from your map and statistics.
 
In response to requests from citizens, the "Downtown", as defined by the City of Winnipeg by-law, has been added as a searchable area as well.

MISSING PERSON – SERENITY STEFANISHYN C13-69775
The Winnipeg Police Service is requesting the public's assistance in locating an 11 year old female, Serenity STEFANISHYN.
 
STEFANISHYN was last seen on April 15th, 2013 at approximately 3:00 p.m. in the downtown area of Winnipeg.
 
STEFANISHYN is described as:Aboriginal, 5'5" tall, 150 lbs., straight long brown hair with blonde sections and brown eyes.  She was last seen wearing blue pants, grey and pink runners, purple t-shirt and a pink sweater. 
 

Police are concerned for STEFANISHYN'S wellbeing and are asking anyone with information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.
