The Winnipeg Police Service is requesting the public's assistance in locating Michal Vancura, a 54-year-old male. He was last seen during the morning of April 29, 2018, in the St. Norbert area of Winnipeg.
 
 
Michal is described as Caucasian in appearance and is 5'8" tall with a thin build. He was last seen wearing a black hoodie, grey sweats and runners. 
 
The Winnipeg Police Service is concerned for Michal's wellbeing and is asking anyone with information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250 or Crime Stoppers at 204-786-TIPS (8477).

Fraud – Arrest: R17-26037   
After an extensive investigation, Financial Crime Unit members have recently made the arrest of Mike Knysh, who was employed in the Funeral Services Industry in the Province of Manitoba as a licensed Funeral Director/Embalmer from October 4, 1995 until December of 2015. 
   
Knysh owned and operated Knysh Funeral Chapel located at 661 Fife Street, which was licensed with the Funeral Board of Manitoba from 1998 to 2012 and included a location in Beausejour from 2012 to March 13, 2013 (at which time it was destroyed by a fire).
   
During these times, it was a requirement of the Public Utilities Board (PUB) that any funeral home selling pre-arranged funeral trusts must be licensed by the PUB. This requirement remains in effect today under the Funeral Board of Manitoba.
   
Investigators identified nine victims who had purchased pre-arranged funeral plans from Knysh between January 28, 2000, and August 2015, and whose funds were not held in trust as should have been the case. The funds are believed to have been stolen and the total amount taken from the victims was $35,000.
   
Knysh was also engaged in selling pre-arranged funeral insurance plans, which were held and administered by several different insurance company providers. On thirteen different occasions between January 14, 2004, and December 2, 2014, fraudulent Funeral Director's Statement of Death's were created for individuals who were not deceased. In total, $83,000 was collected between the thirteen insurance policies.
   
On April 27th, 2018, Knysh was placed under arrest. He has been charged with:
   
  - Fraud over $5,000 (x4)
  - Fraud under $5,000 (x7)
  - Forgery (x13)
   
Knysh has been released from custody with conditions.
   
The Winnipeg Police Service would like to advise the public that if they have any concerns regarding any pre-paid or pre-arranged funeral plans, that they should contact the Funeral Board of Manitoba.
 

Fire Investigation: C18-87130

On April 29, 2018, at approximately 2:30 p.m., general patrol members from the East District Station were in the area of Martha Street and Henry Avenue when they observed smoke in the area. As they searched for the cause officers notified members of the Winnipeg Fire Paramedic Service who were also in the area on an unrelated call.
   
Upon approaching the Disraeli Freeway the officers observed flames and black smoke billowing out of the top floor of a multi-suite residential building in the first 100 block of Lily Street.
   
The officers entered the three-story building and began advising residents to leave. One resident advised that there was possibly a female still in a suite on the top floor. One of the officers entered the third floor which was filled with black smoke and began yelling out to anyone left with no response. As a result of the heavy smoke, the officer began to experience difficulty breathing and began to descend to the main floor, exiting the building.
   
An unidentified male who was previously removed from the residence ran back into the building to search for someone he believed to still be inside.  Division 11 general patrol members followed and removed him from the residence.
   
As a result, three officers suffered complications from smoke inhalation. Two of the officers were treated at the scene and the third was transported to hospital where he was treated and later released.  
 
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Motor Vehicle Collision – Investigation: C18-87235
On April 29, 2018, at approximately 8:45 a.m., emergency personnel responded to the intersection of Roblin Blvd. and Dale Blvd. for a report of a two-vehicle collision between a car and a pick-up truck.
   
The 66-year-old male driver of the car was transported to hospital in critical condition. He remains in hospital. The 19-year-old driver of the truck was transported to hospital in stable condition, treated and released.  
   
Traffic Collision Investigators attended and conducted an examination of the scene.
   
This investigation is continuing by members of the Traffic Division. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

On April 28, 2018, at approximately 2:05 p.m., emergency personnel responded to the intersection of Fermor Ave. and Lagimodiere Blvd. for a report of a collision between a bicycle and a motor vehicle.  
   
The 76-year-old male cyclist was transported to hospital in unstable. He has been upgraded to stable and remains in hospital.
   
Traffic Collision Investigators attended and conducted an examination of the scene.
   
This investigation is continuing by members of the Traffic Division. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

The Winnipeg Police Service is requesting the public's assistance in locating 15-year-old Brian THOMAS-HARRIS.  He was last seen on the afternoon of April 25, 2018, in the area of Dufferin Avenue and Salter Street. 

THOMAS-HARRIS is described as Indigenous, 6' in height, large build, shoulder-length brown hair, with a small amount of hair under his chin and on his top lip.  THOMAS-HARRIS was last seen wearing a dark green jacket, red polo shirt, black jogging pants and black Air Jordan shoes.

The Winnipeg Police Service is concerned about Thomas-Harris' well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250 or Crime Stoppers at 204-786-TIPS (8477).

Recreation and Parks Strategies Survey

Share your input through an online survey on recreation and parks services and infrastructure, and tell us where your priorities lie to help inform the Recreation and Parks Strategies. Adjustable bike lane curbs pilot

The City installed adjustable bike lane curbs in two locations to test installation methods, monitor maintenance, and assess the comfort level of users. The survey will be open for the duration of the pilot project.

Motor Vehicle Collision – Investigation: C18-38600
On April 26, 2018, at approximately 12:35 a.m., emergency personnel responded to the intersection of Grant Avenue and Elmhurst Road for a report of a two-vehicle collision involving a dump truck and a car.
   
The adult male driver and an adult female passenger in the car were transported to hospital, one in critical condition, one unstable. Both have been upgraded to stable condition and remain in hospital at this time.  
   
The driver of the dump truck was uninjured.
   
The investigation is continuing and traffic Collision Investigators remain on scene this morning.
   
This investigation is continuing by members of the Traffic Division. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
     
Child Sexual Imagery - Arrest: R17-83764
On September 17, 2017, and adult male residing in Winnipeg distributed 160 images of child pornography to the Internet via a free online calling/messaging service.
   
On September 27, 2017, he distributed a child pornography image to the Internet via a social media app.
   
On October 3, 2017, the same male distributed a child pornography video to the Internet via a social media app.
   
Police were notified by an administrator one of these apps and entered into an investigation.
   
On April 10, 2018 members of the Internet Child Exploitation Unit executed a search warrant at a residence in the For Richmond area of Winnipeg. Computers and other electronic devices were seized for analysis.

On April 24, 2018, Muhammad Zahid PARACHA, a 20-years-old male was arrested. He has been charged with:

  • Possession of Child Pornography
  • Imports, Distributes, Sells or Possess for the Purpose of Distribution or Sale any Child Pornography X3

He was detained at the Winnipeg Remand Centre.

Firearm – Arrests – Update: C18-36299
 
As previously released on February 23, 2018,
 
During the evening of February 22, 2018, members of the District 3 Community Support Unit, with the assistance of the Tactical Support Team, executed a Controlled Drugs and Substances Act search warrant at a residence in the 300 block of Aberdeen Avenue.
 
A number of individuals were taken into custody and an investigation has led to the seizure of a number of items including the following:
 
- A loaded sawed-off .22 calibre rifle.
- Scales.

Steven Donovan Green, a 24-year-old male of Winnipeg, has been charged with:
 
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Unauthorized Possession of a Firearm
- Possession of Firearm Contrary to Prohibition Order (x2)
 
Gina Julianna Dobran, a 30-year-old female of Winnipeg, has been charged with:
 
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Unauthorized Possession of a Firearm
- Possession of Firearm Contrary to Prohibition Order
 
They were detained in custody.
 
Officers continued with the investigation and identified a number of additional suspects.
 
On March 9, 2018, at approximately 10:40 p.m., District 3 General Patrol members were conducting a patrol in the area of Aberdeen Avenue and Salter Street when they came into contact with a male with an arrest warrant in relation to this incident and placed him under arrest.
 
Matthew John Sanderson, a 34-year-old male of Winnipeg, has been charged with:
 
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Unauthorized Possession of a Firearm
- Possession of Firearm Contrary to Prohibition Order
 
He was detained in custody.
 
On April 24, 2018, at approximately 11:00 a.m., District 3 Community Support Unit members attended a residence in the 300 block of Aberdeen Avenue and placed a male under arrest.
 
Charles Corey Chamakese, a 19-year-old male of Winnipeg, has been charged with:
 
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Unauthorized Possession of a Firearm
- Fail to Comply with Probation Order (x2)
 
He was detained in custody.
