2015 Winnipeg Police Service Public Opinion Survey
The Winnipeg Police Service conducts a bi-annual public opinion survey. On July 14, 2015, the Winnipeg Police Service began the 2015 public opinion telephone survey. The survey will recommence and continue the week of August 31st and run for approximately four days.

Public safety and the role of the police continue to be concerns for those who live, work, and visit our city. Market research representatives will contact citizens to hear their view of the Winnipeg Police Service, and afford them the opportunity to share their beliefs related to crime and public safety. Telephone calls will be made randomly to all areas within the City of Winnipeg.  Surveys will take less than 30 minutes to complete.

Once complete, the results of the survey will be made public and will be posted on the Winnipeg Police Service website. The Winnipeg Police Service will examine the results for use within its 2015-2019 Strategic Plan.

The Winnipeg Police Service thanks all those who take part in the survey, and by doing so help make our city a safer place to live, work and play.

Sexual Assault Investigation – C15-181014
On August 29, 2015, at approximately 12:05 a.m. the Winnipeg Police Service received the report of a sexual assault that had just occurred in the 100 block of Isabel Street.

Officers met with the 11-year-old victim and her mother.  It was learned that the two had been within a restaurant when an unknown male inappropriately touched the victim.  After being confronted by the mother the male fled the store.

The suspect is described as: Caucasian male, approximately 5'9" tall, 35 years of age with a slim build and an unshaven goatee.  He was wearing a black tank top and black jeans that had chains hanging from a pocket.

The investigation is continuing by members of the Child Abuse Unit. Anyone with information regarding this matter or the identity of the suspect is asked to contact investigators at (204) 986-3296 or Crime Stoppers at (204) 786-TIPS (8477).


Missing Person – Rozine Mousseau –
C15-182429

The Winnipeg Police Service is requesting the public's assistance in locating a missing 14-year-old female, Rozine MOUSSEAU.   She was last seen in the Downtown area on Sunday, August 30th, 2015.

MOUSSEAU is described as an Aboriginal female, 5'6" tall, 180 pounds with a heavy build and long black hair. She was last seen wearing a black sweater, black tights, red and black hi-top shoes, glasses, carrying a black backpack and a white and gold purse.



The Winnipeg Police Service is concerned about MOUSSEAU's well-being and is asking anyone with any information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Motor Vehicle Collision – C15-181992
On August 30, 2015, at approximately 3:20 a.m. emergency personnel were dispatched to the area of Bishop Grandin Boulevard and St Mary's Road for a motor vehicle collision.
 
Two adult males, later learned to be passengers in the vehicle, were located suffering from various injuries.  Both were transported to hospital, one unstable and the other critical.
 
Members of the Central Traffic Unit continued with the investigation.  It was learned that the vehicle had been eastbound on Bishop Grandin when, for reasons unknown, it veered off the road and collided with a light standard and then rolled several times.  Witnesses in the area observed a male walking away from collision.
 
At approximately 4:00 p.m. investigators arrested the alleged driver at his residence.
 
Derron Orlando BROWN, 29 years of Winnipeg has been charged with Fail to Stop at Scene of Accident involving Bodily Harm x 2.
 
He was detained in custody.
 
The investigation is continuing by members of the Central Traffic Unit and further charges are expected. Anyone with information regarding this matter is asked to contact investigators at (204) 986-6271 or Crime Stoppers at (204) 786-TIPS (8477).
 
 
Male In River Update – C15-182160

Male In River – C15-182160
On August 30, 2015, shortly after 11:00 a.m. emergency personnel were dispatched to the area of the Norwood Bridge for a Wellbeing call.  Information provided was that the complainant was unable to locate a friend with whom he was to go fishing with, but had located his friend's fishing equipment on the riverbank.

A search of the area resulted in the adult male being located in the river.  He was transported to hospital in critical condition where he later succumbed.

The investigation is continuing and no further information is available at this time.

Robbery Investigation Update – Second Arrest – C15-156604
As previously released, on July 27, 2015, the Winnipeg Police Service received two reports of similar robberies that had occurred on separate transit buses.

In the first incident, members met with the victim who advised that at approximately 10:00 a.m. she had been sitting on a transit bus at Mountain Avenue and Arlington Street when two unknown males approached her from behind.  One of the males grabbed her phone and then both males fled.  She was not injured.

In the second, the victim advised that at approximately 11:30 a.m. she had been sitting on a transit bus at Inkster Avenue and Arlington Street when an unknown male grabbed the phone from her hand and fled.  She was not injured.

The investigation continued by members of the District 3 Crime Unit.  Attempts to identify the two suspects had been unsuccessful and investigators released their photos, asking for the public's assistance in identifying them.  With their assistance, the two suspects were identified.

On August 27th, Kyle James LETANDRE, 23 years, of Winnipeg was located and arrested for his alleged involvement.  He was detained in custody.

For his alleged involvement, a warrant of arrest was obtained for the second suspect, Walter Aaron Russell BEAR, 20 years, of Winnipeg.     Attempts to locate him were unsuccessful and on August 29th the public's assistance was requested in locating him.

That same day investigators located and arrested BEAR without incident.  He has been charged with Robbery x 2, Fail to Comply with Probation Order x 2 and was later detained in custody.

The Winnipeg Police Service would like to thank the media and public for their assistance.

Robbery Investigation Update – Arrest – C15-156604

The second suspect, pictured below, has been identified as Walter Aaron Russell Aaron Russell BEAR, 20 years, of Winnipeg.

Attempts to locate BEAR have been unsuccessful and, due to his alleged involvement, a warrant of arrest has been issued.

The investigation is continuing by members of the District 3 Crime Unit.  Anyone with information regarding these incidents or the whereabouts of BEAR is asked to contact investigators at (204) 986-2848 or CrimeStoppers at (204) 786-TIPS (8477).

Fraud Arrests – C15-178894
Recently, a group of suspects travelled to Winnipeg, Manitoba from the Montreal, Quebec area for the purpose of committing credit card fraud.  
 
Between August 25th and 26th, 2015, the group attended to three department stores in the Winnipeg area, making purchases of electronics and gift cards, using forged credit cards. These transactions included the purchase of numerous Ipads, Ipods, pre-paid credit cards and assorted gift cards. 
 
The total estimated value of the goods and electronics purchased is $29,000.00.
 
The business involved observed the numerous suspicious purchases and contacted police. Members of the Commercial Crime Unit were notified and entered into an investigation.
 
On August 26, 2015 at approximately 6:00 p.m., two suspects were located and arrested in the area of the 2000 block of Wellington Avenue.
 
Steevy BERTHELOT, 18-years-old and Oussama KANSOU, 25-years-old of Montreal, Quebec have been charged with the following due to their alleged involvement:
 
Fraud Over $5000.00 x 2
Fraud Under $5000.00
Unauthorized Use of Credit Card Data x 3
Possession of Credit Card x 5
Possession of Property Obtained by Crime Over $5000.00
Conspiracy to Commit an Indictable Offence
 
Both were remanded into custody.

Reduced Speeds in School Zones
In June of 2014 the City of Winnipeg Standing Policy Committee on Infrastructure Renewal and Public Works voted in favour of reducing speed limits in the area of elementary schools.

Starting September 1, 2015, reduced speeds in school zones will be back in effect.

The following signs are posted in the areas around 171 Winnipeg schools.

  

 


 
Enforcement of these reduced speed zones, in compliance with the Reduced-Speed School Zone Regulation found in the Manitoba Highway Traffic Act, will include both traditional and photo enforcement to ensure the safety of our children.

Project Create
On November 8th, 2013 Chief Devon Clunis announced the Winnipeg Police Service's new strategy in relation to sex trade activity in the city of Winnipeg.

Central to this new strategy was a shift away from the traditional law enforcement perspective in which vulnerable women were previously criminalized by being arrested. The Service no longer pursues criminal charges against individuals who are being exploited in the sex trade and with the formation of the Counter Exploitation Team (CET) a more compassionate approach was taken.

The mandate of the CET is to directly engage with women in the sex trade, with a view to improving safety, providing supports, and offering referrals to our partners in the community. The ultimate goal of the CET is to assist individuals in finding the supports they need and an opportunity to exit the sex trade.

Since the implementation of this new strategy, sex trade related enforcement has been focused squarely on those who are engaged in the exploitation of women in the sex trade including the "exploiters", human traffickers, pimps, and sexual predators that target these vulnerable persons on a regular basis.

In keeping with this new strategy, on August 10th, 2015 members of the Winnipeg Police Service Counter Exploitation Unit (CEU) and the Missing Persons Unit collaborated with Community Support Unit members from Divisions 11 and 13 on an initiative designated as Project Create.

This initiative is a multi-faceted approach to combatting the sex trade activity in the city of Winnipeg.

In total, 26 adult men ranging in age from 19-77 years were arrested and charged with Obtaining Sexual Services for Consideration, and a total of 18 vehicles were seized. In addition, another 10 adult males were identified and interviewed by officers in areas of the city that are known for sex trade related activity.

In addition to the enforcement activities, members of the Counter Exploitation Team (CET) worked in conjunction with the other units by directly engaging with women found to be working in the sex trade. The CET identified and interviewed 39 women ranging in age from 18-49 years during the project, and in doing so provided them with information regarding various support services that are offered by our various partners in the community.

The Counter Exploitation Unit and our Uniform Operational Divisions are committed to addressing community concerns related to the visible sex trade, working toward sustainable solutions, and Creating a Culture of Safety.

Arson Investigation Arrests – C15-177752
As previously released - On August 25, 2015 at approximately 5:00 a.m., emergency personnel responded to the 1st 100 block of Fifth Avenue regarding a fire and possible explosion.
 
Members of the Winnipeg Fire Paramedic Service responded and extinguished the fire. Further reports suggested that an individual may have broken into the home and was now fleeing with injuries.
 
After receiving additional information, emergency crews located a male in the area of the 1100 block of Smith Street with serious injuries in relation to the fire and explosion. He was transported to hospital in critical condition.    
 
The investigation continued by members of the East District Crime Unit and Arson Unit. As a result of the investigation, it's alleged that the victim entered into an agreement with the homeowners to deliberately set the fire. As a result, he would be compensated.
 
Todd Arthur VANDAL, 40-years-oldhas been charged with the following due to his alleged involvement:
 
Conspiracy to Commit an Indictable Offence
Arson with Disregard for Human Life
 
He was remanded into custody.
 
A 32-year–old female is facing the same charges. She was released on a promise to appear.

Guilty Plea in Project Devote Historical Homicide
Winnipeg, August 25, 2015– A former Winnipeg area resident has entered a guilty plea to the 2006 murder of Myrna Letandre.
 
Traigo Ehkid Andretti, aged 40, pled guilty to the second degree murder of Myrna Letandre, a Winnipeg resident whose remains were recovered on May 8, 2013 at a house on Lorne Avenue in Winnipeg. 
 
Ms. Letandre was reported missing to the Winnipeg Police Service by her sister on October 26, 2006.
 
Further investigation revealed that Ms. Letandre had been last seen alive in early September 2006 in Winnipeg. It has been determined that the murder occurred at an address in the Point Douglas area of Winnipeg.
 
Project Devote investigators arrested Andretti, also known as Dylan Harold Grubb, on May 30, 2014 in British Columbia. The arrest was the result of an investigation by Project Devote, with the assistance of the Vancouver Island Integrated Major Crime Unit.
 
"We are very pleased with the outcome today. The joint investigative work by the RCMP and Winnipeg Police Service and other police agencies throughout Manitoba and Canada has resulted in the successful conclusion of this homicide investigation," said Chief Superintendent Scott Kolody, RCMP Officer in Charge of Criminal Operations in Manitoba.
 
"Project Devote investigators are to be commended for their hard work on this investigation," said Danny Smyth, Winnipeg Police Service Deputy Chief of Investigative Operations. "Today we are thinking of Ms. Letandre's family members and hope that this outcome brings them some measure of justice."
 
"Project Devote investigators are satisfied that justice has been served," said Project Devote Team Commander Sgt. Shawn Pike of the Winnipeg Police Service.
 
"The Project Devote team recognizes that Myrna Letandre's family and friends have suffered a terrible loss. We hope that they can find some comfort in today's court proceedings," said Project Devote Team Commander Sgt. Rob Lasson of the RCMP.
 
Project Devote is a provincial integrated task force of the Royal Canadian Mounted Police and the Winnipeg Police Service focusing on missing and murdered exploited persons. Manitoba Justice has designated two prosecutors and a Family Liaison/Victim Services Worker to work with Project Devote.
 
The Vancouver Island Integrated Major Crime Unit includes members of the RCMP, Central Saanich Police Department, Saanich Police Department and Victoria Police Department.
 
Andretti was sentenced to life imprisonment without parole for 20 years.
