Body Recovered From Red River – Update -
C15-201871

As previously reported, on September 25, 2015, at approximately 8:15 a.m. emergency personnel were dispatched to the area of the Louise Bridge for the report of a body in the river.

Responding members located an adult female in the Red River.  She was transported to hospital in critical condition where she later succumbed.

Her identity was confirmed and family notifications were made.

At this time foul play is not suspected.


Arson Investigation
In the early morning hours of September 29, 2015, the Winnipeg Police Service received the reports of several fires.  They include:

  • 400 block of Desalaberry Street, garbage bin.  No damage estimate.
  • 700 block of La Fleche Street, 2003 Chevrolet Impala.  Damage estimated at $1000.00.
  • 400 block of Desalaberry Avenue, 2015 Flagstaff travel trailer.  No damage estimate.
  • 1st 100 block of Stadacona Street, 1997 Pontiac Sunfire, 2002 Ford Focus, 2004 CPI Scooter.  No damage estimate.
  • 100 block of Henderson Highway, garbage bin.  No damage estimate.
  • 100 block of Johnson Avenue West, garbage bin.  No damage estimate.
  • 100 block of McPhail Street, 1999 Ford Taurus.  Damage estimated at $5000.00.
  • 100 block of Mighton Avenue, shed.  No damage estimate.

The investigation is continuing by members of the Arson Unit. Anyone with information regarding this matter or the identity of the suspect(s) is asked to contact investigators at (204) 986-6813 or Crime Stoppers at (204) 786-TIPS (8477).

Thelma KRULL Investigation – Request For
Assistance – C15-145099

Members of the Homicide Unit continue to actively investigate the disappearance of 57-year-old Thelma KRULL who was last seen on the morning of Saturday, July 11, 2015.

With the beginning of the Fall season and the accompanying loss of foliage in the woods, as well as the high volume of hunters who venture out during this time, investigators want to remind people to be cognizant of any items they may find.  Specifically, investigators would like to remind the public of clothing that Thelma was wearing at the time of her disappearance.

  • Reddish – orange t-shirt (this is a bright coloured shirt)
  • ¾ length black Capri style pants
  • Black fanny pack
  • tan / brown hiking style boots / shoes

KRULL is described as a Caucasian female, 5'4" tall, 170 pounds and short dyed blonde hair with a purple streak.

Commercial Robbery Arrest – C15-203428
During the early morning hours of September 27, 2015, the Winnipeg Police Service received the report of several commercial robberies.  They include:

  • 1700 block of Plessis Road
  • 1000 block of McGregor Street
  • 2500 block of Main Street
  • 1800 block of Main Street
  • 400 block of Springfield Road
  • 1600 block of King Edward Street

On September 27th at approximately 1:00 p.m. the suspect was located and arrested by uniform members without incident.

Members of the Major Crime Unit continued with the investigation.  It was learned that the suspect was responsible for a further commercial robbery that had occurred on September 16th in the 1000 block of McGregor Street.

Zachary Leonard Gordon BROWN, 26 years of Winnipeg has been charged with the following for his alleged involvement:

  • Robbery x 7
  • Wear Disguise x 7
  • Fail to Comply Condition Recognizance x 7


He was detained in custody.

Crime Prevention Tip

As the fall season sets in, temperatures drop and the Sun sets earlier each day.  While we are all busy enjoying what is left of the warm weather, it is important to remember that this time of year is perfect cover for petty criminals.  Here are a few simple tips that will help to keep you from being a victim of theft.

Put on those lights!Criminals don't like bright lights.  A carefully placed floodlight on a motion sensor is an economical way to prevent people from lurking in the shadows.

Lock those doors! Most vehicle thefts are spontaneous events.  If a thief is confronted with a locked door it is likely that he will move on to the next car.

Keep your valuables in the house! You would not believe how many people will leave valuable electronics like laptops and GPS units in an unlocked car.  Remember to lock your vehicles that are parked outside!

Where are your serial numbers? When we solve a burglary one of our priorities is returning property to the rightful owner.  That is why it is important to keep a log of serial numbers of valuables such as electronics and bicycles.

Don't be afraid to call! You know what is normal for your neighborhood and what is out of the ordinary.  If you see any suspicious activities don't hesitate to call us.  For non-urgent matters, please call 204-986-6222, and in case of emergency, call 911!

Stolen Medication – C15-201372
On September 24, 2015, shortly after 2:00 p.m. members of the Winnipeg Police Service received the report that several medications had been stolen from the area of Linwood Street and Portage Avenue.
 
The stolen medications are as follows:

  • Hydromorphone 3mg x 150 pills
  • Hydromorphone 4mg x 60 pills
  • Amytriptyline x 25 pills
  • Mavik x 25 pills
  • Amlodipine / Caduet x 25 pills
  • Metoprolol x 50 pills

The Winnipeg Police Service reminds the public that taking large quantities of these medications alone or in combination with other drugs or alcohol could be dangerous to your health or fatal.

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Winston THOMAS, 38 years of age, a convicted sex offender who is considered at high risk to re‑offend in a sexual manner.                                                                                                                                                                                                                                                                        
 
THOMAS will be released from the Headingley Correctional Centre on September 23, 2015, after serving a four month sentence for breaching the terms of his probation order. Upon release, THOMAS will be subject to a Probation Order, which expires in September 22, 2017.  THOMAS is expected to take up residence in Winnipeg, Manitoba.
 
THOMAS has previous convictions for two counts of Sexual Assault, two counts of Assault, Aggravated Assault as well as many other criminal offences. Although THOMAS participated in some sex offender treatment programs while in prison, he is still considered a high risk to re-offend.   Females of all ages are at risk of sexual violence.
 


This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. THOMAS will not be tolerated.

Background information:
 
Winston George THOMAS is a 38 year-old male with a criminal record for sexual offences, Aggravated Assault, Assault as well as numerous other criminal offences including Break and Enter with Intent to Commit an Indictable Offence and Breach of Probation and Recognizance.
 
THOMAS was released from provincial custody on May 6, 2015, after serving a 4 month sentence for breaching the conditions of his probation order for being intoxicated.  On May 25, 2015, THOMAS failed to report to his Probation Officer and failed to report for a curfew check and was subsequently arrested and has been in custody since.
 
THOMAS will be released from the Headingley Correctional Centre on his early release date of September 23, 2015.
 
Upon release, THOMAS will be subject to the conditions of a supervised Probation Order that expires in September 2017.  The Probation Order includes conditions such as:
 
  • Not to possess or consume any alcohol, illegal drug, non-prescription drug or any substance that will cause a person, including a mentally or physically disabled female, to become intoxicated;
  • Abide by a curfew of 11:00 pm to 7:00 am unless given special permission in writing, in advance, from your Probation Officer.

 
THOMAS was previously convicted for a sexual assault that occurred in 2007 when THOMAS and two other males met up with a 13 year old female at a shopping centre in Winnipeg.  They took her to a residence where liquor and marijuana were consumed.  The young female was prevented from leaving.  THOMAS sexually assaulted the victim.  THOMAS was arrested a short time later and was remanded in custody.  On March 26, 2008 he was sentenced to two years less a day for Sexual Assault to be followed by a three years term of Probation.  This sentence was in addition to the one year he had spent in custody prior to being sentenced.
 
Since then, THOMAS has incurred two more convictions for Assault, a conviction for Foricble Entry and nine convictions for Failing to Comply with his Probation Orders. 
 
THOMAS is expected to take up residence in Winnipeg, Manitoba.
 
This information will be displayed on the Manitoba Justice Sex Offender Website: www.gov.mb.ca/justice/notification.

  Kaitlyn is described as: Caucasian, 5'1 tall, 105 pounds with long brown hair.  She was last seen wearing a Blue t-shirt and Black pants.
    
  The Winnipeg Police Service is concerned for Kaitlyn's well-being and is asking anyone with information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Cyber Security Awareness

Most Canadian Internet users feel vulnerable to online threats. And yet many people take risks online, such as opening email from an unknown source or not protecting personal information stored on a computer.

Take the time to review your online safety practices. Cyber security matters to everyone, every day. You can do your part to make cyber space safer by taking the following simple steps.

1. Protect your identity

Use different usernames and passwords for different accounts. Make passwords harder to guess by combining letters and numbers, and change them regularly.

2. Turn on your firewall

Firewalls are the first line of defence: they block connections to unknown or phony sites and prevent viruses and hackers from accessing your computer. Your computer operating system has a firewall that can be turned on very easily.

3. Use anti-virus software

Install anti-virus software to prevent viruses from infecting your computer. This software should be updated regularly.

4. Block spyware attacks

Install anti-spyware software to prevent spyware from installing itself on your computer. This software should be updated regularly.

5. Install the latest operating system updates

Make sure that your applications and operating system (Windows, Macintosh, LINUX) are up to date.

6. Back up your files

Protect important files from viruses and physical damage such as flood and fire by regularly backing up your files on an external drive or removable media. Store it in a safe place.

7. Protect your wireless network

Wireless (Wi-Fi) networks are vulnerable to intruders if they are not protected once installed. Do this yourself, or ask an expert for assistance when you purchase a wireless router.

8. Delete emails from unknown senders

Never open emails or attachments from people you don't know, and never follow any links to Web sites included in these emails. They might infect your computer with a virus or spyware. Delete such emails immediately.

9. Surf the Web safely

Be careful when sharing personal information such as your name, address, telephone number and financial information online. Check that Web sites are secure (such as when making online purchases) and that the privacy settings are turned on (such as when accessing or using social networking sites).

10. Get expert help

Call local police if you discover suspicious content online (such as child exploitation) or if you suspect computer crime, identity theft or a scam. If you need help maintaining or installing software on your computer, call a computer expert or a local supplier.

Officer Involved Shooting
 
Incident referred to Independent Investigation Unit of Manitoba
 
On Sunday, September 20, 2015 at approximately 10:30 p.m., members of the Winnipeg Police Service were involved in an incident on Highway 59, just north of Highway 44 that resulted in the death of a male.
 
The Independent Investigation Unit of Manitoba was contacted by the Winnipeg Police Service Executive and commenced an investigation. This investigation is ongoing. The Winnipeg Police Service will not be commenting further. All inquiries should be forwarded to the Independent Investigation Unit of Manitoba.
 
 
Update - Missing Person/ Parental Abduction Investigation - Arrest – C15-197615
As previously released - A Canada-wide Warrant was issued for the arrest of Charlotte McMahon regarding a parental abduction investigation.  The Winnipeg Police Service requested the public's assistance in locating, Charlotte MCMAHON, 35 years, and her son, Tristan MCMAHON, 12 years.   Both were last seen in the area of St. James near Ness Avenue and Sturgeon Road, in Winnipeg on the morning of Saturday, September 19, 2015. 

On Sunday, September 20, 2015 both Charlotte and Tristan MCMAHON were safely located in the Manigotagan, Manitoba.
 
Charlotte MCHAHON has been charged with Abduction Where No Custody Order and remanded into custody.  
 
Once again the Winnipeg Police Service would like to thank the RCMP and the media and acknowledge that a tip from the public resulted in a safe conclusion in this matter.
