HOLIDAY SEASON SAFETY TIPS
The Winnipeg Police Service would like to remind citizens to be watchful of potentially hazardous situations during the busy holiday season. The following are a few home and personal safety strategies to consider.
 
Financial transactions:
            - When attending to an automated banking machine, be aware of who is in line          behind you and ensure your PIN number is protected from others' view.
            - Do not count your money in plain view of others.
            - Keep your credit cards secure.
            - Retain all copies your financial transactions and/or ensure that they are disposed    of in a secure manner.
            - DO NOT provide personal or financial information over the phone or computer if it  is unsolicited and you cannot verify the origin.
 
Out shopping:
            - Do not leave jackets, bags or purses unattended or in a cart while shopping.
            - Keep purses and bags zipped shut
            - If leaving packages inside your car, place them in the trunk out of view. 
            - Lock your vehicle at all times
 
Home:
            - Door to door canvassers for charities carry identification. Ask to see it if it is not     clearly visible and call the charity directly if necessary to ensure they are conducting         fundraising activities.
            - Do not leave large boxes for high priced electronics or other items in plain view in  your recycling bin. Either turn them inside out or dispose of them in community       recycling bins.
            - Shut drapes or blinds in order to prevent would-be culprits from viewing your            property and/or electronics from outside.

RECOGNIZE WATSS ACCOMPLISHMENTS

International Chiefs of Police honour
Winnipeg Auto Theft Suppression Strategy
 
The Winnipeg Auto Theft Suppression Strategy (WATSS) has been recognized again with two awards from the International Association of Chiefs of Police, Manitoba Attorney General Andrew Swan, Winnipeg Police Service Chief Keith McCaskill and Manitoba Public Insurance president and CEO Marilyn McLaren announced today.
 
"By working together, we've made huge strides in dealing with a serious crime that impacts public safety," said Swan. "At the heart of this success is the dedication of the people who built this unique partnership. Together, they have made our streets safer and worked hard to ensure justice comes more quickly to those who offend."
 
"Teamwork and cooperation are cornerstones of effective policing," said McCaskill. "WATSS built on that by bringing together the skills, expertise and resources of numerous agencies to address a common concern. Working together, we made a positive impact in our community."
 
"Dedicated people, strategic thinking and a real commitment to reduce auto theft resulted in the success of WATTS," said Marilyn McLaren, President and CEO of Manitoba Public Insurance. "Our corporation is committed to reducing auto theft and will continue in the future to explore ways to lower the theft rate even more."
 
The two awards come from the International Association of Chiefs of Police (IACP), which has more than 20,000 members in 89 countries and includes heads of federal, state and local policing agencies of all sizes. Founded in 1893, IACP is the oldest and largest nonprofit membership organization of police executives in the world. 
 
The first is The Webber Seavey Award for Quality in Law Enforcement. It is presented annually to up to three agencies and departments worldwide in recognition of efforts that promote a standard of excellence that exemplifies law enforcement's contribution and dedication to the quality of life in local communities. The award is named for the IACP's first president and is sponsored by Motorola and the IACP.
 
The second award from the organization is the International Association of Chiefs of Police Vehicle Theft Award of Merit. It was established in 2001 to showcase the annual results of vehicle theft prevention and enforcement programs around the world. 
 
The awards recognize the range of enforcement, suppression and intervention efforts brought together under WATSS. When the strategy began, Winnipeg had the highest rate of motor vehicle theft in North America. Roughly one in five Criminal Code offenses in Winnipeg in 2006 was a vehicle theft.
 
WATSS coordinates multiple programs that respond to varying levels of risk, including intensive community supervision by probation workers, strict enforcement by the Winnipeg Police Service and its Stolen Auto unit, swift action in court through specialized Crown attorneys, compulsory vehicle immobilizers and programs for youth. 
 
Since 2005, WATSS has reduced auto theft in Winnipeg by more than 70 per cent, and as of 2009 Winnipeg no longer had the highest rate of auto theft in Canada. 
 
The strategy was also a finalist for the 2009 Centre for Problem-Oriented Policing Goldstein Award, a prestigious international award honouring innovative and effective policing projects that have achieved measurable success in resolving recurring specific crime, disorder or public safety problems faced by police and the community.

Winnipeg Police Service News Release:

 

  Monday, November 29th, 2010

 
DANGEROUS OPERATION OF A MOTOR VEHICLE - ARREST C10-272194
On November 29, 2010 at approximately 7:50 a.m., officer's responded to a stolen vehicle incident in the area of the 700 block of Erin Street.
 
The investigation has since revealed that a 27 year old male suspect entered an unoccupied vehicle not belonging to him when he was confronted by the owner, a 53 year old male. The suspect was detained by a 33 year old male while police were notified by the owner. It was during this time the suspect threatened the 33 year old male victim.
 
The suspect eventually fled the area and was again observed entering another unattended parked vehicle. The victim continued to follow the suspect at which time he (suspect) armed himself with a fence board, swinging it in the direction of the victim. As a result, the victim left the area.
 
The suspect then entered his rental vehicle and began driving southbound on Clifton Street. Attending members observed the suspect vehicle operating at a high rate of speed nearly colliding with a police cruiser.
 
The suspect continued to operate the vehicle erratically near the area of the 1200 block of Portage Avenue. As a result, the suspect made contact with a gas line attached to a residence in the 500 block of Clifton Street and ultimately became lodged between a house and concrete fence.
 
The male was taken into custody.
 
The 27 year old male is facing the following charges: Assault with a Weapon, Utter Threats to cause Death or Bodily Harm and Dangerous Operation of a Motor Vehicle.
 
He remains in custody at this time.

COMMERCIAL BREAK & ENTER C10-244776 C10-272150
Sometime between October 24th and October 25th, 2010, the Wildewood Club located in the Fort Garry area of Winnipeg was subject to a break and enter, resulting in extensive damage and theft of property.
 
The investigation revealed that windows were smashed within the facility, including damage to merchandise and electronics. The total damage is estimated at $10,000.00. The suspects also removed liquor, cash and food estimated at $3000.00.
 
Sometime between November 28th and November 29th, 2010, the Wildewood Club was once again broken into and heavily damaged.
 
The club has sustained damage to windows, toilet fixtures, furniture and merchandise including substantial flooding. Due to the extent of the damage, the facility is temporarily non-operational. An early estimate of the damage is $100,000.00.
 
The investigation is continuing by members of the District 6 Crime Unit. Anyone with information regarding the incident or who may be responsible is asked to contact investigators at 986-2877 or CrimeStoppers at 786-TIPS (8477).

WEAPON INCIDENT C10-270157
On November 26, 2010 at approximately 3:30 p.m., members of the Winnipeg Police Service were notified of a gun incident that occurred 30 minutes earlier in the area of Magnus Avenue and Powers Street.
 
The investigation has revealed that a 36 year old female was operating her vehicle eastbound on Magnus Avenue near Powers Street when she began slowing down in attempt to find a parking spot. It was at this time 3 male youths stepped onto the roadway and blocked her path. One of the suspects produced a gun and pointed it in the direction of the victim. A second suspect threw a can of cola at her vehicle and the third stood-by while holding a shovel.
 
The victim eventually proceeded forward in her vehicle and the youths stepped out of the way.
 
No shots were fired and the victim was not injured.
 
The suspects are described as follows:
 
Suspect 1 – Male, 14-16 years of age, 5'6" tall, slim build, wearing: a black toque, black hoody, black handkerchief covering lower portion of face, baggy black pants and black shoes (Male in possession of gun).
 
Suspect 2 - Male, 14-16 years of age, 5'6" tall, slim build, wearing: a black toque, black hoody, black handkerchief covering lower portion of face, baggy black pants and black shoes.
 
Suspect 3 – Male, Aboriginal in appearance, 14-16 years of age, 5'6" tall, slim build, wearing: a dark handkerchief, black baseball cap, white hoody worn under a red and white jacket with black piping, and white pants.
 
The investigation is continuing by members of the District 3 Crime Unit. Anyone with information regarding the incident or the identity of the suspects is asked to contact investigators at 986-2848 or CrimeStoppers at 786-TIPS (8477).
 
  
STRONG-ARM ROBBERY C10-271911
On November 28, 2010 at approximately 7:15 p.m., Uniform members were dispatched to the area of Sheppard Street and Mapleglen Drive regarding a robbery incident.
 
Attending members discovered that a 46 year old male victim was confronted by two suspects unknown to him while walking in the area of Manor House Court.
 
One of the suspects subsequently grabbed the victim to the upper body and demanded his property. The victim refused, at which time the second suspect produced a weapon. The victim surrendered an undisclosed amount of cash and fled the area.
 
Police were notified and attended.
 
The suspects are described as follows:
 
Suspect 1 - Male, Aboriginal in appearance, 18-20 years, 5'9" tall, 200 lbs., wearing: white sweats with a Nike hoody, black toque, and black mitts.
 
Suspect 2 – Male, Aboriginal in appearance, 18-20 years, 5'10" tall, 170 lbs., wearing: black clothing.
 
The investigation is continuing by members of the District 3 Crime Unit. Anyone with information regarding the incident or the identity of the suspects is asked to contact investigators at 986-2848 or CrimeStoppers at 786-TIPS (8477).

  CHRISTMAS GIFT-DRIVE FOR INNER-CITY AND LESSER PRIVILEGED KIDS

WINNIPEG POLICE SERVICE ASSISTS WITH GIFT DRIVE
The Winnipeg Police Service is pleased to partner with the Indian Métis Friendship Centre Inc. and Rossbrook House in a Christmas Gift Drive for Inner-city and Lesser Privileged Kids. For several years the Community has organized and hosted a Community Christmas Party for Inner-City and Lesser Privileged Children.  This year a Community Christmas Party for Inner-City and Lesser or Under Privileged Children will held on December 18th 2010 between 1:00 pm and 4:00 pm, at the Indian Métis Friendship Centre, 45 Robinson Street; and, there is a need for new and unwrapped gifts to be donated.
 
While the party is in the North End and many of the North End's children will be recipients; there will be 500 to 700 children, from the ages of infant to 12 years old, that will come from across our city to partake in the Spirit of the Season at this Community Christmas Party. The kids watch movies, participate in crafts, enjoy a healthy dinner with their family, and of course, visit with Santa Claus.
 
This year the Winnipeg Police Service has agreed to aid in this worthy cause through the use of our Service Centres; as Drop-off Depots for New & Un-wrapped Children's Toys. We all know the importance of an event of this nature and we encourage the Greater Community of Winnipeg to participate between November 29th and December 15th by donating a new, unwrapped gift into one of our Service Centre Bins.

MOTOR VEHICLE COLLISION INVOLVING STOLEN VEHICLE – UPDATE - ARREST C10-270689
As previously released, on November 27th, 2010 at approximately 6:10 a.m., uniform members were dispatched to the area of Saskatchewan Avenue and King Edward Street regarding a motor vehicle collision involving two vehicles.
 
The investigation has revealed that a stolen GMC Yukon travelling eastbound on Saskatchewan Avenue collided with a Chevrolet Uplander travelling southbound on King Edward Street. A nearby light standard and hydro pole was also struck as a result of the collision. Both vehicles sustained extensive front end damage.
 
The occupants of the stolen vehicle fled the area on foot. The victim in the Chevrolet Uplander was treated for non-life threatening injuries.
 
A 16 year old male was located and arrested near the scene of the collision. As a result of the investigation, it is alleged that the youth was also involved in additional thefts of motor vehicles prior to the collision occurring. Details pertaining to these incidents are not available at this time. 
 
He has been charged with: Criminal Negligence Cause Bodily Harm, Theft Over $5000.00 x 2, Theft Under $5000.00, Possession of Property Obtained by Crime and Possess/Consume Liquor Under 18 years of age.
 
He has been detained at the Manitoba Youth Centre.   
 
The investigation is continuing by members of the Stolen Auto Unit.

COMMERCIAL ROBBERY C10-271092
On November 27, 2010 at approximately 6:10 p.m., Uniform members were dispatched to a convenience store located in the 500 block of Sargent Avenue regarding a commercial robbery.
 
The investigation has revealed that two male suspects concealing their identity attended to the business and confronted a 35 year old female employee. One of the suspects was observed to be in possession of what appeared to be a gun at the time of the robbery. Cash and cigarettes were demanded and obtained.
 
The victim was not injured as a result of the incident and the suspects fled the area of foot.
 
The suspects are described as follows:
 
Suspect 1 – Male, Aboriginal in appearance, 18-20 years of age, thin build, 6'0" tall and short dark hair. In possession of what appeared to be a gun.
 
Suspect 2 - Male, Aboriginal in appearance, early 20's, large build and 5'8" tall.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding the incident or identity of the suspects is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477). 
 
 
COMMERCIAL ROBBERY C10-271225
On November 27, 2010 at approximately 9:45 p.m., Officers responded to a commercial robbery at a gas bar in the 1800 block of Portage Avenue.
 
Attending members discovered that a lone male employee, 24 years was confronted by a male suspect concealing his identity. The suspect began removing cash and cigarettes from the kiosk. It was during this time a brief struggle occurred causing the suspect to flee the area. The employee sustained no injuries.
 
Officers recovered a portion of the stolen property nearby. The suspect made off with an undisclosed amount of cash.
 
The suspect is described as:
 
·        Male
·        Caucasian
·        17 years
·        5'6" tall
·        Shorty dirty blonde hair
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding the incident or identity of the suspect is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477).

 Oftentimes, burglars watch and wait to see where you are and what you are doing. Sheds and
 
garages are often left open and unattended as we do yard work or other outdoor activities.
 
The thief is counting on us to become lax in our security.

To avoid losing valuables, remember to close and lock doors to your garage, shed and home.
 
This is especially true if you are in the front yard and the storage area is in the back.
 
It takes almost no time for a thief to come and go with your property.

While doing your Christmas shopping, always store your packages in the trunk of your vehicle out of sight
from suspected thieves.

If you do not have a trunk, then take along a blanket to cover your packages while in the back seat of your
car. Always make sure your vehicles are locked before going to another store. Be careful while using your
credit card at department stores so that no one observes you using your PIN number and always keep a
tight grip on your purse while walking in the parking lots or shopping stores.

Be careful not to lay your purse or wallets down on the counters if having to attend to your child or other
matters, it only take a second to steal those items. If possible, keep your credit cards, driver's license or
other personal information items separate from your purse (maybe use a small coin purse to keep in your
pocket).

By doing so, if your purse is stolen, thieves won't have access to your personal information or banking
information. Also, if your purse is stolen, immediately call your bank or credit card instituitons and cancel
your accounts.

Try to go shopping with other family members so that you are not shopping alone. Most thieves prey on
people who shop alone as they are esier targets. Try and do your shopping in day light hours or if forced
shop at night, park in well lighted parking lots as close to the entrance as possible..

Once your shopping is completed and you are arriving at home, always take your packages into your house
if they are not stored in the trunck of your car.

 Saturday, November 27, 2010 

 
MOTOR VEHICLE COLLISION INVOLVING STOLEN VEHICLE C10-270689
On November 27th, 2010 at approximately 6:10 a.m., uniform members were dispatched to the area of Saskatchewan Avenue and King Edward Street regarding a motor vehicle collision involving two vehicles.
 
At this stage of the investigation, it appears that a stolen GMC Yukon travelling eastbound on Saskatchewan Avenue collided with a Chevrolet Uplander travelling southbound on King Edward Street. A nearby light standard and hydro pole was also struck as a result of the collision. Both vehicles sustained extensive front end damage.
 
The occupants of the stolen vehicle fled the area on foot. The victim in the Chevrolet Uplander was treated for non-life threatening injuries.
 
A male youth has been taken into custody.  
 
The investigation is continuing by members of the Stolen Auto Unit.
