Friday September 16th, 2011   MISSING PERSON – Chelsey OSBORNE (13 years) R11-89040  The Winnipeg Police Service Missing Persons Unit is requesting the public's assistance in locating 13 year old Chelsey OSBORNE. She was last seen on Thursday, September 15th, 2011 at approximately 8:00 p.m. in the West Kildonan area of Winnipeg.     The Winnipeg Police Service considers OSBORNE to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are concerned for her well-being. OSBORNE frequents the Downtown and West End areas of the City. Her main modes of travel are on foot or via Transit   OSBORNE is described as: Female, Aboriginal, 5'04" tall, 144 lbs, with a medium build. She has medium length brown hair and brown eyes.
