HOMICIDE INVESTIGATION C11-85228
On April 29, 2011 at approximately 6:25 p.m., Uniform members responded to the sound of shots fired in the area of the 500 block of Portage Avenue.
 
Attending members learned that a 20 year old male victim suffering from upper body injuries had already been transported to hospital and was listed in critical condition.
 
During the morning hours of April 30, 2011, the victim succumbed to injuries sustained.
 
Members of the Homicide Unit have since become involved and continue to investigate.
 
At this stage of the investigating, it appears that the victim and his associates were confronted after which time a firearm discharge took place.
 
Investigators continue to interview a number of witnesses and no arrest(s) have been made at this time.
 
Anyone with information regarding the incident who has not already spoken to investigators is asked to contact police at 986-6508 or CrimeStoppers at 786-TIPS (8477).
 
 
STRONG ARM ROBBERY ARRESTS C11-84604
On April 29, 2011 at approximately 12:30 a.m., a 20 year old female was walking in the vicinity of Dufferin Avenue and McKenzie Street when she was confronted by two male suspects.
 
It was at this time one of the suspects grabbed the victim's purse and produced what appeared to be a weapon. The victim released her purse and both suspects fled the area with her property.
 
The victim ran home and notified police.
 
Upon police arrival, it was determined that the victim did not sustain any injuries. Members of the Winnipeg Police Service Canine Unit were also deployed subsequently tracking both suspects to a nearby address. A 17 year old male and 18 year old male were taken into custody without incident.  
 
The investigation continued by members of the District 3 Crime Unit.
 
The victim's property has since been recovered. Both males have been charged with Robbery with Firearm and detained.
 
 
STABBING ARREST C11-85063
On April 29, 2011 at approximately 3:00 p.m., Officers responded to a stabbing incident that occurred within a suite in the area of the 1000 block of Corydon Avenue.
 
Attending members located a 40 year old male victim suffering from several upper and lower body injuries. He was transported to hospital in critical condition but was later upgraded to stable condition.
 
The investigation has revealed that the victim and a 51 year old male were together within a suite when they became involved in a verbal dispute. The argument escalated at which time the 51 year old male armed himself with a knife and proceeded to stab the victim multiple times.  
 
Officers located the suspect in a different suite within the same building at which time he was taken into custody.
 
The 51 year old male has been charged with Aggravated Assault and detained.

WINNIPEG POLICE SERVICE 7TH ANNUAL HALF MARATHON

IN SUPPORT OF COPS FOR CANCER
 
 
On May 1st at 8:00 a.m. the Winnipeg Police Service will proudly host its seventh annual half marathon in support of the Cops for Cancer Program. This event is being hosted in cooperation with the Winnipeg Police Service and Winnipeg Iron Cops – Cops for Cancer. This year's event will have approximately 2400 runners and will also serve as Manitoba Provincial Half Marathon Championships.
 
Each member of the race committee has been touched by cancer in some way, whether it has been a family member, friend, co-worker or themselves that has battled this disease. Iron Cops is part of the Cops for Cancer Program that has fundraised over $14,000,000.00 since its inception in 1994. Since 2000, the Winnipeg Iron Cops chapter alone has raised almost $520,000.00; included in that amount is just over $370,000.00 since 2005 with the WPS Half Marathon event alone! The organizers for the 2011 event expect to exceed a fundraising goal of over $100,000.00!
 
The event is scheduled to start at 8:00 a.m. just east of the footbridge with a fly over by the Winnipeg Police Service's helicopter AIR1. AIR1 will follow the runners off the start line then return to the Assiniboine Park for public viewing – weather permitting.
 
1st leg: Runners will head east from the start line then south through the park on Locomotive Dr and Formal Garden Way to make their way out of the Park. The runners will then proceed north on Park Blvd. North then east on Wellington Crescent (in the west bound lanes) to Oxford Street (turn-around point) where they will return west on Wellington Cr and then north over the train footbridge at Empress; continue west on the north side of the river on Wolseley Av W, under Route 90 overpass to Riverbend, Assiniboine Av.; north on Douglas Park Rd then west on Portage in the east bound traffic curb lane. (Relay drop off and pick up vicinity of Portage and Overdale).   
 
2nd leg: Runners will continue west on Portage Avenue to Olive St where they will utilize the footpath system to head onto Roblin Blvd to Oakdale (turnaround point) and back to the north side of the Assiniboine River via the Moray Bridge where the runners will make a loop through Woodhaven (west on Portage in the east bound traffic curb lane; south on Woodhaven; east on Assiniboine Av, north on Woodbridge, east on Assiniboine Cr to Portage) prior to returning east on Portage to the Assiniboine footpath where they will proceed north over the footpath to the finish line located at the Duck Pond.

Traffic notes include:
 
·        West bound Wellington Crescent from Oxford to the Assiniboine Park is closed from 6:00 a.m. until 11:00 a.m. (No parking on the closed portions of Wellington Crescent)
·        North bound Park Bv N to Wellington Crescent closed from 6:00 a.m. until 11:00 a.m. (No parking on Park Bv N, north of Corydon)
·        West bound Roblin at the Charleswood Pkwy is closed from 6:00 a.m. until noon 
·        No parking is permitted on the south side of Portage from Douglas Park Blvd west to Woodhaven Blvd from 2:00 a.m. to 2:00 p.m. on race day.

COMMERCIAL ROBBERY C11-83397
On April 27th, 2011 at approximately 5:30 p.m., Winnipeg Police Service responded to a gas bar located within the 300 block of Wardlaw Avenue for a report of a commercial robbery that had just occurred. 
 
An armed male suspect attended inside the kiosk while having his face concealed, where he demanded cash from the 35 year old male clerk. An undisclosed amount of cash was provided and the suspect fled. There were no reported injuries. 
 
The suspect is described as: 
 
Male, over 6'00" tall, with a medium build and dark skinned. He was wearing a dark coloured shirt, jeans and a baseball cap. 
 
Anyone who may have information regarding this incident or the suspect is asked to contact investigators from the Major Crimes Unit at 986-6219 or CrimeStoppers at 786-TIPS (8477).
 
 
HOMICIDE UPDATE – ARREST C11-78157
As previously released, on Wednesday, April 20th, 2011 at approximately 8:30 p.m., members of the Winnipeg Police Service responded to a stabbing incident in the area of 500 block of Selkirk Avenue.
 
Attending members located an injured female who was transported to hospital in critical condition, where she later succumbed to her injuries. 
 
The investigation has revealed that the victim as well as family members were in attendance at a hotel when they attended outside. Once outside a verbal argument ensued between the victim and another group of females. The argument escalated to a point where a confrontation occurred between the two groups which resulted in the victim being stabbed.
 
Two female youths and an adult female have since been arrested and charged with Manslaughter.
 
On April 28, 2011, at approximately 9:30 p.m., a 17 year old female was arrested in the downtown area. She has been charged with 2nd Degree Murder and detained at the Manitoba Youth Centre.
 
 
DRUG WARRANT - ARRESTS R11-35570
On April 8, 2011 at approximately 6:20 p.m., members of the Organized Crime Unit with the assistance of the Tactical Support Team and the National Weapons Enforcement Support Team (NWEST) initiated a traffic stop and subsequently executed a Controlled Drug and Substance Act Search Warrant at an address in the area of the 1500 block of Pacific Avenue.
 
As a result of the traffic stop, the following items were located and seized:
 
  • 50 – ¼ gram rocks of crack cocaine - estimated street value of $1000.00 
The following items were located within the residence:
 
  • 162 grams of crack cocaine – estimated street value of $16,200.00
  • 137 – ¼ gram rocks of crack cocaine – estimated street value of $2740.00
  • 554 grams marihuana – estimate street value of $5549.00
  • 3 kilograms of benzocaine
  • $10,475 Canadian currency
  • Packaging material, digital scales, cellular phones
  • 2 handguns, 1 shotgun and 1 rifle
Two 19 year old males were arrested and charged with numerous drug and weapon related offences.
 
On April 28, 2011 at approximately 9:45 a.m., officers executed a second Controlled Drug and Substance Act Search Warrant at a residence in the 900 block of Day Street.
 
A search of the residence revealed the following items:
 
  • 4 grams of marihuana
  • Electronic Control Device
  • $10,500.00 Canadian currency
  • 15 Percocet
  • Packaging material
A 21 year old male and 19 year male were arrested from within the home. They are facing numerous drug and weapon related offences.
 
The 21 year old male was detained and the 19 year old male was released on a Promise to Appear.
 
 
STRONG ARM ROBBERY C11-84592
On April 29, 2011 at approximately 12:15 a.m., officers responded to a commercial robbery that occurred in the vicinity of the first 100 block of Braemar Avenue involving a pizza delivery employee.
 
The investigation has revealed that a 28 year old male victim attended to the area of Braemar Avenue regarding a pizza order. While walking to the address, 3 male suspects confronted the victim while concealing their identities. One of the armed suspects demanded money from the victim. The employee was then physically assaulted and robbed of 2 pizzas and other personal items.
 
The suspects are described as: Black males, approximately 5'6' – 5'11" in height.
 
The victim did not required medical treatment.
 
The investigation is continuing by members of the East District Crime Unit. Anyone with information regarding the incident is asked to contact investigators at 986-2857 or CrimeStoppers at 786-TIPS (8477).

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the Royal Canadian Mounted Police. MIHRSOU today provides information regarding Timothy Frederick KOLTUSKY, 26 years of age, a convicted sex offender who is considered at high risk to become involved in further sexual offences.  
 
KOLTUSKY will be released from Stony Mountain Institution on April 30, 2011. He is expected to take up residence in Winnipeg.
 
KOLTUSKY has previous convictions for Sexual Assault with a Weapon as well as many other criminal offences. Although KOLTUSKY participated in sex offender treatment programs while in prison, he is still considered high risk to re-offend. Females are at risk of sexual violence.
 
A notification was provided in August 2010 for Kevin Scott STEPPAN. STEPPAN has legally changed his name to Timothy Frederick KOLTUSKY. His Long Term Supervision Order was revoked 90 days ago for failing to follow instructions by his Parole Officer.

Background information:
 
Timothy Frederick KOLTUSKY formally known as Kevin Scott STEPPAN is a 26 year-old male with a criminal record for sexual offences as well as numerous other criminal offences.
 
On August 8, 2005, KOLTUSKY approached a sex trade worker. He took her to a secluded area along the riverbank in Winnipeg where he punched and kicked her numerous times causing injuries and attempted to throw her into the river. Two days later, he approached another sex trade worker. He took her to a secluded area where he began touching her in a sexual manner. He produced a rope which he put around the victim's neck. A struggle followed in which KOLTUSKY punched the victim, ripped off her shirt and bra and pulled down her pants. The victim was able to step out of her pants and escape. KOLTUSKY was arrested a few days later and was remanded in custody.
 
Between September 18, 2006 and October 31, 2006, while in custody at Headingley Correctional Institution awaiting court on the above described offences, KOLTUSKY made numerous harassing telephone calls of a sexual nature to a woman.
 
At his sentencing hearing on these offences, KOLTUSKY was declared a Long Term Offender. He will complete the prison portion of his sentence on August 18, 2010. Upon release, he will be subject to the conditions of a Long Term Supervision Order for 10 years.
 
While in custody, KOLTUSKY did participate in sex offender treatment programs. However, he is still considered a high risk to re-offend. Females are at risk of sexual violence.
 
KOLTUSKY is expected to take up residence in Winnipeg.

Winnipeg Police Service News Release

 

  Thursday, April 28th, 2011  

 
RESIDENTIAL ROBBERY                        C11-83868
On Thursday, April 28th, 2011 at approximately 6:30 a.m. Winnipeg Police Service Uniform Members and Emergency Services Responders were dispatched to a residence within the 300 block of Johnson Avenue for a medic incident. 
 
Upon arrival, officers located an 83 year old male in need of medical attention inside the residence.  It appeared this that male had been physically assaulted, suffering from upper body injuries.  Paramedics transported the male to the hospital in unstable condition and he has since been upgraded to stable. 
 
As a result of the investigation it has been determined that a vehicle is missing from the victim's residence.  Police are asking for the public's assistance in locating the vehicle which is described as:
 
1999 Grey Nissan Sentra XE
4 door
Manitoba License plate: AGW 490
 
This investigation is ongoing by members of the East District Crime Unit and anyone who may have information regarding this incident or the outstanding vehicle is asked to contact investigators at 986-2857 or the non- emergency number at 986-6222.

DIAKIW was last seen on Tuesday, April 26th, 2011 at 8:20 a.m. in the Windsor Park area.
 
Winnipeg Police Service investigators are very concerned for DIAKIW's wellbeing.
 
 
 
DIAKIW is described as Aboriginal, 5'5" tall, approximately 125 pounds with long wavy blonde hair, light complexion and green eyes.  
 
DIAKIW was last seen wearing an orange, pink and white sweatshirt and grey sweatpants.
 
Anyone with information regarding DIAKIW's whereabouts is asked to contact the Winnipeg Police Service the Missing Persons Unit at 986-6250.

The Winnipeg Police Service is requesting the public's assistance in locating a missing 15 year old female Jaqueline YELLOWBACK.
 
YELLOWBACK was last seen on April 5th, 2011 at 12:30 p.m.
 
The Winnipeg Police Service considers YELLOWBACK to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are concerned for her well-being.

 
YELLOWBACK is described as Aboriginal, 5'0" tall, weighing 108 pounds with wavy medium length brown hair and brown eyes.  
 
YELLOWBACK was last seen wearing a black t-shirt, a pink sweatshirt, black jeans, black Nike shoes and a black bomber-style jacket.

HOMICIDE- ARRESTS                              C11-78157
On Wednesday, April 20th, 2011 at approximately 8:30 p.m., members of the Winnipeg Police Service responded to a stabbing incident in the area of 500 block of Selkirk Avenue.
 
Attending members located an injured female who was transported to the hospital in critical condition, where she later succumbed to her injuries.  The victim has been identified as Sheila FONTAINE, 42 years old.  
 
The investigation has revealed that the victim as well as family members were in attendance at a hotel when they attended outside.  Once outside a verbal argument ensued between the victim and another group of females, believed to be young adults.
 
This argument escalated to a point where a confrontation occurred between the two groups which resulted in the victim being stabbed.
 
Upon arrival officers located an 18 year old female who being held by witnesses at the scene. 
 
Teya Wynter SPENCE, 18 years of Winnipeg has been charged with Manslaughter. She has been detained in custody at the Winnipeg Remand Centre.   
 
On April 27th, 2011 at approximately 3:45 p.m., as a result of the continued investigation involving several witness interviews, police located and arrested a 17 year old female youth in the area of the 200 block of McGregor Street.   
 
Also on this same date at approximately 4:20 p.m. a 13 year old female youth was located and arrested at the intersection of Manitoba Avenue and McKenzie Street without incident. 
 
In consultation with the Crown Attorney's office, both the 13 and 17 year old females from Winnipeg have been charged with Manslaughter.  They have been detained at the Manitoba Youth Centre. 
 
This investigation is continuing by members of the Homicide Unit. 
 
FIRE INVESTIGATION                             C11-83400
On Thursday, April 27th, 2011 shortly after 5:30 p.m. Winnipeg Police Service Members along with Emergency Service Responders attended to department store located within the 3600 block of Portage Avenue for a report of fire. 
 
Upon arrival officers learned that the fire, which was located at the rear of the premise, was essentially extinguished.  There were no reported injuries during this fire. 
 
An updated estimate of the damages consists of $100,000 to the building and $200,000 to the contents and merchandise.    
 
This investigation is continuing by members of the Arson Strike Force and the cause of the fire not yet been determined. 
 
 
SEXUAL ASSAULT- ARREST                 C11-82863
On Thursday, April 27th, 2011 at approximately 1:30 a.m. Winnipeg Police Service Division 12 Uniform Members were in attendance at a motel located within the 1400 block of Notre Dame Avenue dealing with a disturbance incident.  While on scene they were notified of a possible sexual assault that was occurring in the parking lot.  
 
As police approached the parking lot they observed a male on top of a female and when the male spotted officers he attempted to flee.  After a brief foot chase, officers apprehended the male a short distance away. 
 
As a result of the investigation, officers have learned that the 18 year old female victim had been approached by the male suspect in the parking lot.  After a brief conversation the suspect immediately began to choke the victim and forced her to the ground.  The attempt to sexually assault the victim was interrupted by the arrival of police members. 
 
Charles Simon Peter DORION 22 years of Winnipeg has been charged with the following offences for his alleged involvement in this incident:
 
-          Sexual Assault
-          Choke to Over Come Resistance
-          Breach Probation
 
DORION has been detained in custody.
 
 
FIRE INVESTIGATION                             C11-83802
On Thursday, April 28th, 2011 at approximately 2:30 a.m. a patrolling Winnipeg Police Service Canine Unit observed smoke in the air and located the source to be coming from a vacant house within the 300 block of Polson Avenue. 
 
Emergency Services Responders attended and extinguished the fire. Damage estimates for the residence is valued at $15,000.
 
This investigation is continuing by members of the Arson Strike Force.
