Funding for Air1 Thermal Imaging Camera
The Winnipeg Police Service is pleased to announce that funding for a new thermal imaging camera has been put in place for AIR1.  The commitment for complete funding was approved today by the Winnipeg Police Board.

The Province of Manitoba and the City of Winnipeg had each allocated monies for the camera.  However, due to exchange rate fluctuations, the price increased, creating a funding shortfall.

The Winnipeg Police Service would like to thank the Winnipeg Police Board, and the Province of Manitoba for their on-going support of policing initiatives.  Together, we are building a safer city.

The Winnipeg Police Service looks forward to participating in the upcoming review of Air1.

Reduced Speeds in School Zones
In June of 2014 the City of Winnipeg Standing Policy Committee on Infrastructure Renewal and Public Works voted in favour of reducing speed limits in the area of elementary schools.

Starting September 1, 2016, reduced speeds in school zones will be back in effect.

The following signs are posted in the areas around 171 Winnipeg schools.


 

   

Enforcement of these reduced speed zones, in compliance with the Reduced-Speed School Zone Regulation found in the Manitoba Highway Traffic Act, will include both traditional and photo enforcement to ensure the safety of our children.

Remember, children are our most precious resource and the seconds lost travelling at these lower speeds is nothing in comparison to the possible loss of even one life.

Robbery Investigation Arrest – C16-154674
Between July 26, 2016 and August 23, 2016, a male suspect engaged in a crime spree involving robberies, residential break-in and numerous fraud related offences.    

The incidents are as follows:   

  • July 26th – Break-in to residence on Island Shore Boulevard. A vehicle and personal identification was stolen.
  • August 15th – A business on Wilton Street was robbed of cash.
  • August 16th – A business on Pembina Highway was robbed of cash.
  • August 20th – A vehicle was broken into while parked on Abraham Bay and personal identification/credit cards were stolen.
  • August 22nd-23rd - A vehicle was broken into while parked on Ormiston Road and personal identification was stolen.
  • August 23rd - A vehicle was broken into while parked on Sweetwater Bay and personal identification was stolen.

The investigation continued by members of the Major Crimes Unit. As a result of the investigation, the suspect was identified and a warrant was issued for his arrest.

On August 29, 2016, Patrol members observed the suspect riding a bike in the area Chevrier Boulevard and Pembina Highway. He was arrested on the strength of the warrant and taken into custody.

Scott James Henry, 29 years has been charged with over 25 offences due to his alleged involvement.

He was remanded into custody.

New Police Record Check Process—Changes For the Public
The Winnipeg Police Service is adopting a new Police Records Check process.  The changes will mean that for many people, they don't have to attend to Headquarters to initiate the process.

However, it means that all agencies or organizations that require applicants to undergo this process must be registered on the new system in order for the person to apply.  Once the organization is registered, and the applicant completes the online form, the results will be sent electronically to the applicant, who in turn will forward it to the agency.  In the past, applicants would have to pick up the record check themselves, and forward the certificate to the agency.

This means that many applicants will never have to attend to a police station unless the application requires something further, like fingerprints.  In the past, applicants had to come in and pick up their record check to have their ID verified.

The new system is more User friendly.  However, it will only be successful if agencies register online.  To avoid long line ups and delays, we encourage your organization or agency to register, as it ensures that applicants will obtain the proper record check while reducing the time it takes to complete the process.

There are some restrictions.  Anyone who is under 18, has not been residing in the country for a year, has no credit, or lives outside Winnipeg will not be able to apply online.

For Walk-In Police Record Checks, the process is now centralized.  All in-person applications must now be submitted to HQ at 245 Smith.  The hours to do so are Monday to Friday 8 a.m. to 3:30 p.m.

Child Abuse Imagery Arrest - R16-62494
On August 24, 2016, the Winnipeg Police Service Child Exploitation Unit (ICE), with the assistance of the Child Abuse Unit, the Tactical Support Team and Investigators from East District General Patrol, arrested a suspect in a child pornography investigation.
   
Daniel KAMENICKY, 39 years, of Winnipeg, was charged with the following offences:
   
  Make Child Pornography
  Possess Child Pornography
  Distribute Child Pornography
  Voyeurism
   
Kamenicky was detained in custody.
   
The Winnipeg Police Service was alerted by the National Centre for Missing and Exploited Children that between June 13, 2016 and August 11, 2016, local IP addresses were being utilized to upload images and videos of child pornography. This information was forwarded to the Winnipeg Police Service I.C.E. (Internet Child Exploitation) Unit at which time an investigation commenced.
   
Investigators executed a search warrant on August 24, 2016, resulting in the seizure of numerous electronic devices leading to the above noted charges.
   
The accused works as a children's entertainer operating a magic show under the name of 'Magic Dan.'
   
This investigation is continuing by members of the WPS Integrated Child Exploitation Unit. Anyone with information that may assist investigators is asked to call 204-986-3296 or Crime Stoppers at 204-786-TIPS (8477).
   
   
   
   
Robbery Arrest – C16-176938
On August 25, 2016 at approximately 7:15 p.m., a 38 year old male and 34 year old female were outside a business located in the 300 block of Portage Avenue when they were confronted by an unknown male.
   
The suspect initially asked if they were interested in purchasing some stolen property, which they declined. The suspect then produced a knife and demanded their property. During the altercation, both victims sustained non-life threatening injuries. The suspect fled with their property which caught the attention of two witnesses.
   
The suspect was pursued and the victim's property was recovered.
   
Patrol members, including Canine responded. The suspect was located and arrested in the first 100 block of Albert Street.
   
Members of the Division 11 Crime Unit continued the investigation.
   
Lee Grant BOUCHER, 36 years of Winnipeg has been charged with the following due to his alleged involvement:
   
  Robbery
  Aggravated Assault
  Assault with a Weapon
  Uttering Threats
  Possession of a Weapon
   
He was remanded into custody.

Update - Homicide Investigation Arrests – C16-166130
As previously released - On August 10, 2016, at approximately 8:45 p.m., emergency personnel responded to the 400 block of McGee Street for the report of a body located.
 
Garnet Walter WILLIAMS, 43 years old of Winnipeg was located deceased. Early stages of the investigation suggested his death was suspicious in nature.
   
The investigation continued by members of the Homicide Unit.
   
Due to the evidence gathered, it has been determined that on July 31, 2016, WILLIAMS, while in the company of a small group attended to a suite located in the 600 block of Ellice Avenue. A dispute erupted at which time WILLIAMS was seriously assaulted by multiple people.
   
WILLIAMS sustained critical injuries and was confined for a period of time. After WILLIAMS succumbed to his injuries and several days past, the deceased was taken and disposed of inside a nearby garbage container.
   
On August 26, 2016, the following arrests were made:
   
Jeremy Lee ALLEN, 27 years old of Winnipeg has been charged with 1st Degree Murder due to his alleged involvement.
   
Miranda Nancy LECLAIRE, 32 years old of Winnipeg has been charged with Manslaughter due to her alleged involvement.
   
Lyle BARROW, 30 years old of Winnipeg has been charged with Manslaughter due to his alleged involvement.
   
Previously, Jennifer Kelly HALL, 25 years old of Winnipeg and a 56 year old male also of Winnipeg were arrested and charged with Indignity to a Human Body.
   
All arrested, except the 56 year old male was remanded into custody.

Suspicious Package – C16-177439
On August 26, 2016 at approximately 12:00 p.m., members of the Winnipeg Police Service came into contact with a suspicious item while in the area of Graham Avenue and Garry Street.
   
The area was immediately secured and several roadways were closed to traffic.
   
Members of the WPS Bomb Unit were notified and attended the scene. The item was carefully examined and determined to be safe. No one was injured as a result of this incident.
   
Roadways previously closed have since re-opened.
   
The Winnipeg Police Service would like to thank members of the public for their patience and cooperation while we investigated.

The Winnipeg Police Service is requesting the public's assistance in locating a missing 21-year-old female, Christine WOOD.

WOOD was last seen on Friday, August 19, 2016 in the downtown area of Winnipeg.

WOOD is described as aboriginal, 5'6" in height, average build with shoulder length dark brown hair.

WOOD was last seen wearing a green top with a red striped Adidas jacket over top, denim shorts and carrying a white purse.
 



Police are concerned for WOOD's well-being and are asking anyone with information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 986-6250.

Aggravated Assault: Public Assistance Required – C16-161199
The Winnipeg Police Service is continuing to request the public's assistance in locating the following suspect in regards to an aggravated assault that occurred in Winnipeg on August 3, 2016.
   
William Jonathon BONWICK, 23-years, is the subject of an arrest warrant for Aggravated Assault.

   

Bonwick is 5'11" in height, and 185 lbs.

Bomb Investigation – C16-176068
On August 24, 2016, at approximately 2:00 p.m. emergency services personnel responded to the intersection of York Avenue and Kennedy Street in response to a small explosion which had just occurred.

A suspect male had placed a backpack on the ground and lit it on fire before leaving on a small-sized bicycle. In response to the fire an employee from the Law Courts attended and attempted to extinguish the fire with a fire extinguisher. At this time the backpack exploded. Neither the employee, nor several bystanders, were injured. The employee, a male in his fifties, was transported to hospital as a precautionary measure.
 
The suspect is described as:
 - Male, aboriginal in appearance
 - Mid-twenties, with some facial hair
 - Wearing sunglasses and a hat
 
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
 
Public Mischief – Arrests: C16-175996
Between July 26 and August 23, 2016, sixty phone calls were made to the Winnipeg Police Communications Centre. The calls were of an emergency nature describing fights and assaults at a residence in the downtown area. The calls also threatened police.
 
Winnipeg Police policy is to dispatch a uniform patrol unit to all emergency calls for service to ensure the safety of all individuals at the relevant address.
 
In each instance the emergency was determined to be unfounded. The residence was home to a large family. In each case responding officers were unable to determine who was responsible for the calls. As well, police were not able to locate the phone the calls were being made from. Police strongly cautioned the occupants of the residence regarding the calls.
 
On August 24, 2016, at approximately 11:30 a.m. a 911 call was received from the same number claiming a fight occurred and an adult female had been stabbed at the same address. Responding units again determined the call was unfounded and no such event had occurred.
 
While at the residence, police located the cell phone from which the 911 calls had been made. While arresting one suspect, one officer was allegedly assaulted by a second suspect.
 
As a result, a 15-year-old female has been arrested and charged with Public Mischief and released on an Appearance Notice. A 12-year-old female has been charged with Assault Peace Officer, Utter Threats x 2, and Public Mischief and was remanded into custody.

Please be advised that Joshua Tod has been safely located.
   
As previously released:
The Winnipeg Police Service is requesting the public's assistance in locating 10 year old, Joshua TOD.  TOD was last seen in the North End area of Winnipeg during the afternoon of August 16, 2016. 
 
TOD is described as an Aboriginal male, 4'9" tall, 65 pounds, dark eyes, thin build, black hair and brown eyes. He was last seen wearing a grey t-shirt, grey shorts, grey shoes and riding a red mountain bike.

 
The Winnipeg Police Service is concerned for TOD'S well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

The Winnipeg Police Service is requesting the public's assistance in locating a missing 17- year- old female; Hailey BITTERN.  BITTERN was last seen in the North End area of Winnipeg on the morning of Saturday, August 20, 2016.

BITTERN is described as an Aboriginal female, 5'8" in height, 140 lbs., thin build, medium length brown hair and brown eyes. No clothing description available at this time.

Suspicious Object – C16-175244
On August 23, 2016, at approximately 10:50 a.m., emergency services personnel responded to the 100 block of Mayfair Avenue in response to a suspicious object unearthed during the excavation of a construction site. It was determined that the object was an un-exploded artillery shell.

   
 
The Winnipeg Police Bomb Unit will be attending.
   
Mayfair Avenue remains closed to all traffic between Harkness Avenue and Main Street.
