COMMERCIAL ROBBERY ARREST – C13-20461
On Wednesday, January 30, 2013 at approximately 9:30 p.m. members of the Winnipeg Police Service were dispatched to a gas bar in the 700 block of Osborne Street for the report of a Commercial Robbery.
 
It was learned that a male armed with a weapon approached the lone clerk, demanded and received an undisclosed amount of cash.  The suspect then fled the store on foot.  The employee was not hurt during the incident.
 
Officers attended, and with the assistance of the K-9 unit were able to track a suspect to an area residence. Police arrested a 27 year old male at that location.
 
Richard Deblois of Winnipeg was detained in custody.
 
 
SHOPLIFTING ARREST – C13-19884
On Wednesday, January 30, 2013 at approximately 3:00 a.m. members of the Winnipeg Police Service were dispatched to a convenience store in the 1300 block of Main Street for the report of a theft.
 
It was learned that a male suspect, with his face concealed by a hood and balaclava, had been acting in a suspicious manner at the entrance to the store. Fearing the store was going to be robbed, the clerk initially refused to allow the suspect in. The suspect was able to eventually enter the store following in other customers. Still concerned that the suspect was intending on committing a robbery the clerk called 911.
 
The suspect grabbed an undisclosed quantity of cigarettes and fled the store. Officers attended, and with the assistance of the K-9 unit were able to track the suspect to an apartment in the area where a suspect was arrested.
 
William Joseph Cook, 23 years old, of Winnipeg was detained in custody.

SHOTS FIRED – C13-017895
On Sunday, January 27, 2013 at approximately 4:30 a.m. members of the Winnipeg Police Service were dispatched to the 700 block of William Avenue for the report of a three males suffering from gunshot wounds.
 
Investigating officers have learned that the three male victims had been at a social gathering in the 1st 100 block of Keewatin Avenue when a verbal argument between one of the victims and a suspect escalated.  The suspect pulled out a firearm and discharged the weapon, injuring all three victims in the lower body.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter is asked to contact investigators at (204) 986-6219 or Crime Stoppers at (204) 786-TIPS (8477).
 
 
CDSA WARRANT ARRESTS – C13-019165
On Tuesday, January 29, 2013 at approximately 9:30 a.m. members of the Winnipeg Police Service Street Crimes Unit along with the assistance of General Patrol and Tactical Support Team members executed a Controlled Drug and Substances Act warrant in the 500 block of Valour Road.
 
Four adults within the residence at the time were arrested and taken into custody without incident.
 
As a result of the search, a second warrant was obtained and executed in the 600 block of Setter Street.
 
One adult within the residence was arrested and taken into custody without incident.
 
The following was seized as a result of the two searches:

  • 10.1 ounces of Cocaine with a street value of $18,200.00
  • 2.9 grams of Cocaine with a street value of $240.00
  • 133 grams of Cannabis Marihuana with a street value of $1,995.00
  • 40 Percocet pills with a street value of $2,000.00
  • $910.00 in Canadian Currency
  • Various drug trafficking paraphernalia

Three females, aged 20, 27 & 29 years and two males, aged 22 and 32 years, all of Winnipeg are facing several drug related charges.  All five were released on Promises to Appear.

COMMERCIAL BREAK & ENTER ARREST – C13-018326
On Monday, January 28, 2013 at approximately 12:00 a.m. a Commercial Break & Enter occurred in the 300 block of Stanley Street.  The owner of the business discovered that a vehicle had been stolen and notified police.
 
At approximately 12:50 a.m. the stolen vehicle was observed by police in the area of Pacific Avenue and Isabel Street.  The vehicle was stopped and the lone male occupant taken into custody without incident.
 
James Adrian Joseph DELORME, 53 years of Winnipeg has been charged with:

  • Break & Enter
  • Theft over $5,000.00

DELORME was detained at the Provincial Remand Centre.
 
 
CANADA WIDE WARRANT ARREST – C13-018633
In December of 2012 Cyrel Douglas APETAGON, 30 years of Calgary was released from the Bowden Institution in Alberta with several court ordered conditions.  APETAGON soon failed to comply with his conditions and a Canada Wide Warrant of Arrest for Breach of Recognizance was issued.  APETAGON subsequently fled to Winnipeg to evade capture.
 
Members of the Manitoba Integrated Warrant Apprehension Unit (MIWAU) were advised by the Calgary Police Service of the accused's likely presence in their jurisdiction.
 
On Monday, January 28, 2012 APETAGON was located by MIWAU members in the 800 block of Main Street and taken into custody without incident.
 
APETAGON has been detained at the Provincial Remand Centre where he is awaiting his return to Calgary.

The Winnipeg Police Service is requesting the public's assistance in locating a missing 13 year old male, Austin BRUYERE.
 
BRUYERE was last seen on Friday, January 11th, 2013 in the Downtown area of Winnipeg.  
 

 

BRUYERE is described as Aboriginal, 5'2" tall, 110 pounds with short brush cut brown hair, and brown eyes. BRUYERE was last seen wearing a black baseball cap, black jeans and a black jacket.

Police are concerned for BRUYERE'S wellbeing.

MANITOBA INTEGRATED WARRANT APPREHENSION UNIT REACHES MILESTONE – 1000TH ARREST
 

 

With funding support from the Province of Manitoba, the Manitoba Integrated Warrant Apprehension Unit (MIWAU) became operational on September 26, 2011. The MIWAU is comprised of six police officers, three from the RCMP and three from the WPS. This initiative is one more operational component of bringing violent offenders who have snubbed the justice system, back before the judiciary.
 
These offenders have been charged with violent offences and fit into one of the following categories:
 
* Offender has been identified as responsible for a violent crime but not yet arrested due to the fact that he/she is eluding investigators.
 
* Offender has been arrested but has failed to attend subsequent court appearances.
 
* Offender is on bail with court imposed conditions and has breached those conditions.
 
This proactive approach utilizes numerous investigative techniques with a goal of bringing violent offenders back before the courts.  This unified response and joint policing effort has had overwhelming success. 
 
To date:
 
* Over 1000 arrests have been made.
 
* Clearing approximately 1330 warrants from the system.

UPDATE - ASSAULT WITH A WEAPON - ARREST C13-17324
As previously released - on January 26, 2013 at approximately 5:50 a.m., Uniform Patrol members responded to the 300 block of Alfred Avenue regarding the report of a stabbing incident.
 
Attending members located a 29 year old male victim with injuries consistent with being stabbed. He was transported from the scene in critical condition. The victim is now in stable condition. A second male, also 29 years of age fled the area in a vehicle.   
 
Members of the Major Crimes Unit continued with the investigation.
 
The investigation has revealed that the two males are known to one another and that they became involved in a verbal dispute. The matter escalated at which time a physical altercation erupted in front of a residence in the area. During the incident, a knife was produced which resulted in the victim sustaining multiple injuries.
 
Steven Adam LUCIER, 29 years of Winnipeg has been charged with Aggravated Assault due to his alleged involvement.
 
He was detained.

  • During really cold weather let your vehicle warm up for min of 5 minutes and pump your breaks several times to get the brake fluid flowing through the lines.
  • Do not leave your vehicle running unattended unless you have command start.
  • Make sure snow and ice is cleared off all your windows, head and tail lights.
  • If road conditions are poor (lot's of snow and ice) driving the posted speed limit could be to fast for those conditions…..Slow down.
  • Having four wheel drive does not mean you can stop any faster than a vehicle without it…..leave a greater distance between you and the vehicle in front of you when icy or slick roads are present.
  • When travelling out of city limits make sure to stock up, good to have shovel, blanket, booster cables, flash light and bottle of water.  Make sure your tires have enough/equal pressure as you can loose as much as 2 lbs of pressure during cold weather.  Also make sure your fluids are all topped up.

HOMICIDE INVESTIGATION UPDATE - ARREST C13-15964
As previously released - on January 24, 2013, at approximately 4:25 a.m., members of the Winnipeg Police Service responded to a residence located in the 500 block of Kylemore Avenue regarding suspicious circumstances.
 
Attending members continued with their investigation which led them to a second location in the area of Sandrington Drive and Pear Tree Bay. At that time, officers located an adult female deceased in an abandoned vehicle. The cause of death is unconfirmed at this time, autopsy results are pending.
 
The deceased has been identified as: Jenilee Rose BALLANTYNE, 22 years of Winnipeg.
 
The investigation and interviews continued by members of the Homicide Unit.
 
The investigation has revealed that BALLANTYNE was in the company of a male on Kylemore Avenue during the early morning hours on January 24, 2013. While together, the two became involved in a dispute at which time BALLANTYNE sustained serious injuries.  
 
The male then placed BALLANTYNE in a vehicle and transported her to the area of Pear Tree Bay. The vehicle was abandoned at that time.
 
On January 25, 2013, Michael Daniel BOURGET, 28 years of Winnipeg turned himself into police at which time he was arrested. BOURGET has been charged with 2nd Degree Murder due to his alleged involvement.
 
Anyone with information regarding this matter that has not yet had contact with investigators is asked to call 204 986-6508 or Crime Stoppers at 204 786-TIPS (8477).
 
 
STABBING C13-17324
On January 26, 2013 at approximately 5:50 a.m., emergency personnel responded to the 300 block of Alfred Avenue regarding the report of a stabbing incident.
 
Attending members located a male victim with injuries consistent with being stabbed. He was transported from the scene in critical condition.
 
The investigation is in its early stages, limited information is available at this time.
 
Members of the Major Crimes Unit continue to investigate.

MOTOR VEHICLE COLLISION – PUBLIC ASSISTANCE REQUIRED C13-170236
On August 25, 2012 at approximately 11:20 p.m., emergency personnel responded to the area of Burrows Avenue (1900 block) and Smithhurst Street regarding a motor vehicle collision involving a pedestrian.
 
The investigation has revealed that a 44 year old male pedestrian was struck by a vehicle travelling westbound on Burrows Avenue. After the collision, the driver of the vehicle fled the area. The victim sustained multiple upper body injuries as a result of the incident.
 
The vehicle is described as:
 

  • Dark grey, older model, Dodge Caravan


The investigation continued by members of the Central Traffic Unit.

FATAL FIRE INVESTIGATION C13-16807
On January 25, 2013 at approximately 12:30 p.m., emergency personnel responded to a residence located in the first 100 block of Merrill Crescent regarding a working fire.
 
Upon searching the residence, members of the Winnipeg Fire Department located a deceased individual. The identity of the deceased has not yet been confirmed.
 
The cause of the fire has not been determined and damage estimates area still being assessed.
 
Autopsy results are pending.  
 
Members of the Arson Strike Force are continuing to investigate.

DRUG INVESTIGATION - ARRESTS C13-16412
On January 24, 2013 members of the Winnipeg Police Service Canine Unit and Street Crime Unit became involved in a drug investigation which led them to the Rail Station located in the 100 block of Main Street.
 
At approximately 10:35 p.m., officers located and seized the following drugs and cash located in a baggage car.
 
50 lbs. of Marihuana – estimated street value $150,000.00
$2400.00 Canadian currency
 
Two males from the Ontario area were identified and placed under arrest.
 
Allan Norman CASWELL, 24 years and Christopher Mario MAZZUCA, 22 years have been charged with the following offences due to their alleged involvement:
 

Trafficking in Controlled Drug or Substance
Possessing Substance for the Purposes of Trafficking
