Thursday, September 1st, 2011 BACK TO SCHOOL SAFETY As the new school year approaches, the Winnipeg Police Service would like to remind parents and guardians of the importance of the safety of our children as they go to and from school. Each year, serious safety hazards are created when children are being dropped off and picked up from school. Parents and guardians who are stopping or parking their vehicles while dropping their children off are reminded to do so in an appropriate and legal fashion, paying particular attention to no stopping/parking signs in schools zones. Drivers should be abiding with the pick up and drop off programs that are already established for your school. If your child walks to school, walk with your child several times to familiarize them with the route and point out traffic hazards and situations to avoid. As the distance from home to school increases, so does the risk of encountering traffic safety hazards. Talk to your child about traffic safety and teach them when and where it is safest to cross while stressing the importance of using crosswalks and abiding by the direction of School Patrols. Children should visually scan potential dangerous areas such as parking lots and driveways for vehicles. Parents, guardians and other motorists should consider the volume and speed of the traffic in your area. Be mindful of children in the area and pay particular attention near schools as children could dart from between vehicles at any time. Stop signs on buses picking up and dropping off children must always be respected. Anyone not stopping when a school bus has its stop sign and lights activated may be subject to a fine under the Highway Traffic Act. Please remember, Just Slow Down. ROADWATCH PROGRAM RESULTS Between August 26th and 28th, 2011, the Winnipeg Police Service operated the "RoadWatch Program" between the hours of 6:00 p.m. and 4:00 a.m. Officers were present in the following areas: Salter Street and Burrows Avenue Archibald Street and Elizabeth Road Regent Avenue East and Day Street During such time, 219 vehicles were stopped and 17 Alcohol Screening Device (ASD) tests were performed. * 12 registered pass * 4 registered a warning and received a 24 hour driving suspension * 1 driver was charged with Drive Impaired/Drive Over .08. One of the drivers who registered a warning was found to be driving with only a Learner's Permit which requires a supervising driver and a 0 blood alcohol level. He was charged with both offences. As a result of the traffic stops, a total of 19 Provincial Offence Notices were issued. Among the offence notices issued: * 3 unlicensed drivers * 3 drivers were charged for talking/texting on their cellular phone * 1 driver was found to be subject of two outstanding warrants from the Stonewall, Mb. area for failing to appear in court. SUMMARY: Since the RoadWatch program began in April 2011, WPS members have charged 42 drivers with driving over .08, 5 for refusing to provide a breath sample, a further 56 drivers received 24 hour suspensions after registering a Warning on the roadside screening device. As well, 539 Provincial Offence Notices were issued for various Highway Traffic Act offences. The Road Watch Program will continue to operate into September, and will be in operation during the September long weekend. SEXUAL ASSAULT INVESTIGATION C11-182256 On August 29th, 2011 at approximately 1:30 a.m., members of the Winnipeg Police Service responded to a sexual assault incident which occurred in the area of Notre Dame Avenue and Pearl Street. Attending members met with a 19 year old female victim who was subsequently transported to hospital with non-life threatening injuries. The investigation has revealed that the victim had briefly met a male in the area of Portage Avenue and Garry Street prior to the incident occurring. The male offered to walk with the victim when he lured her to a park area in the area of the 700 block of Notre Dame Avenue. It was at this time a serious sexual assault occurred. During the incident, the male suspect verbally threatened to harm the victim further. The assault was interrupted by a passerby at which time the suspect fled the area on foot. Members of the Sex Crimes Unit are continuing with the investigation. The suspect is described as: Male, Aboriginal in appearance, 5'6" tall, mid twenties, slim build, shaved head, tattoos on his shoulders and wearing dark coloured shorts.
