Winnipeg Police Service News Release:

ROADWATCH PROGRAM – RESULTS
During the September long weekend, members of the Winnipeg Police Service operated the "RoadWatch Program".
 
Officers were present in the following areas:
 
Portage Avenue and Moray Street
East District area (Transcona and St. Vital)
 
During such time, 202 vehicles were stopped and 20 Alcohol Screening Devices (ASD) tests were performed. Of those administered: 
 
* 16 registered pass
* 2 registered a warning and received a 24 hour driving suspension
* 2 drivers registered a fail and were charged with Drive Impaired/Drive over .08.
 
As a result of the traffic stops conducted, a total of 14 Provincial Offence Notices were issued. Among the offence notices issued:
 
* 1 unlicensed driver
* 2 drivers were charged for talking/texting on their cellular phone 
* 1 driver was found to be subject of an outstanding warrant for failing to appear in court
 
SUMMARY: Since the RoadWatch program began in April 2011, Winnipeg Police Service members have charged:
 
* 45 drivers with driving over .08
* 5 for refusing to provide a breath sample
* 58 drivers received 24 hour suspensions after registering a warning on the roadside screening device 
 
As well, 553 Provincial Offence Notices were issued for various Highway Traffic Act offences.
 
With funding provided by the Manitoba Public Insurance Corporation, the "RoadWatch" Program will continue throughout the month of September.
 
 
FIRE C11-189731
On September 8th, 2011, at approximately 4:30 a.m., emergency services responded to a working garage fire located in the area of the 300 block of Jamison Avenue.
 
As a result of the fire, the garage, including two vehicles parked nearby sustained damage, which is estimated at $10,000.00.
 
The cause of the fire is currently under investigation by members of the Arson Strike Force.
 
 
FIRE C11-189734
On September 8th, 2011, at approximately 4:45 a.m., emergency personnel observed a working fire in the area of the 300 block of Bowman Avenue.
 
As a result of the fire, a detached garage sustained approximately $5000.00 damage.
 
The cause of the fire is currently under investigation by members of the Arson Strike Force.
 
 
SERIOUS MOTOR VEHICLE COLLISION – ARREST – UPDATE C11-188724
As previously released, on September 6th, 2011 at approximately 8:30 p.m., emergency personnel responded to the area of Dugald Road and Goodyear Avenue regarding a serious motor vehicle collision.
 
The investigation has revealed that a 19 year old male was operating a Toyota pick-up truck eastbound on Dugald Road near Goodyear Avenue, when he came upon traffic which was stopped due to construction in the area. In order to avoid rear ending the stopped traffic, the 19 year old veered into the westbound lanes subsequently colliding head-on with a Dodge Neon.
 
The 53 year old male driver of the westbound vehicle was transported to hospital in critical condition but has since succumbed to injuries sustained. The 19 year old male was also conveyed to hospital but in stable condition.
 
The 19 year old male had been arrested and is facing charges. The investigation is continuing by members of the Central Traffic Unit.  
 
Distracted driving appears to be a contributing factor.
 
The 19 year old male has been released on a Promise to Appear.
