Strong-arm Robbery Arrest – C15-62372
On March 28, 2015 at approximately 11:45 p.m., a 22-year-old female was waiting for transportation in the foyer of a building located in the 300 block of Portage Avenue.
 
It was at this time a female youth confronted the 22-year-old from behind in an unprovoked attack, assaulting her in the upper body. The assault continued when the suspect began pulling the victims hair and knocking her to the ground.
 
Another youth involved stole the victim's purse before fleeing. The suspect involved in the assault began walking westbound on Portage Avenue when the victim caught up with her and began asking for her property back. Again, the victim was assaulted in the upper body.
 
It was during this time officers came upon the incident and observed the suspect fleeing. She was apprehended a short distance away.
 
A 14-year-old female has been charged with the following:
 
Robbery
Fail to comply with disposition x 3
 
She was remanded into custody.
 
The investigation is continuing by members of the Division 11 Crime Unit.

Fraud Investigation Arrest – R14-32704
Between January 2007 and February 2014, a 48 year-old male was employed as the General Manager and Artistic Director for a local theatre, a not-for-profit organization.
 
During this time frame, he was entrusted with numerous duties which included managing the finances of the theatre.
 
As General Manager, it's alleged that he exploited his position and embezzled over $85,000.00. He then covered up his actions by repeatedly presenting forged documents which indicated that the finances were in good order.
 
The thefts were detected in early 2014 and the suspect, having dual-nationality fled to Texas, USA.  
 
The investigation continued by members of the Commercial Crime Unit.
 
A Manitoba-Wide-Warrant was issued in January 2015. While re-entering Manitoba, Canada on March 28, 2015, the outstanding warrant came to light at which time he was placed under arrest.
 
Michael Howard NATHANSON, 48-years-old has been charged with the following offences:
 
Theft over $5000.00
Forgery
 
He was remanded into custody.  
 
  
Fight – C15-62478
On March 29, 2015 at approximately 2:50 a.m., officers and other emergency personnel responded to the 1500 block of Ross Avenue regarding a fight in progress involving numerous individuals.
 
At this stage of the investigation, it appears that a fight broke out between two groups at a house party on Ross Avenue. Due to the altercation, three people sustained non-life threatening injuries. They were transported to hospital and later released.
 
Members of the Division 11 Crime Unit continue to investigate and interviews are on-going.

TIPS TO HELP PROTECT YOUR PROPERTY


CPTED TIPS
CPTED, which stands for Crime Prevention through Environmental Design, is a set of simple but effective design rules that you can apply to your home or business. Most often, criminals seek out the easiest target; by following the recommendations below, you'll make it more difficult for them, decreasing the chances of you being the victim of a crime.

There are 3 basic concepts to CPTED:

1. Natural Surveillance
Increase visibility through
improved lighting, designed landscaping and the use of transparent building materials.

2. Natural Access Control
Clearly define entrances to make sure they are visible, well lit and overlooked by windows if possible.

3. Territorial Reinforcement
Develop or create areas or places where the users feel a strong sense of ownership.

Does the exterior of your home or business deter criminals or tell them that you are an easy target? Use the CPTED-approved tips below to find out.

Plant thorny bushes underneath windows to keep out intruders. Overgrown or improperly placed trees and shrubs around doors and windows can create ambush points or give criminals a place to hide.

Use vines or planted wall coverings to keep away graffiti. Avoid large, blank spaces on the sides of your home or business, which are easy targets for graffiti vandals.

Fence panels should not block out all visibility to allow for natural surveillance. Use fencing to create boundaries and prevent access to intruders, not to create a fortress!

Bushes and shrubs should be no higher than two feet and tree limbs no lower than six feet. Have a maintenance plan in place to keep sight lines clear.

Address numbers should be clearly visible from the street and be a minimum of five inches high. All windows and exterior doors should have locks.

Pathways and sidewalks should be illuminated to the point where pedestrians' faces can be seen up to 20 yards away.

Keeping your home painted, clean, and repaired sends the message that you are taking responsibility for your property and will call the police in the event of suspicious or criminal activity.

• The storage of vehicles in your front yard for long periods of time creates several problems. It presents a target for potential car thieves or vehicle burglars. It creates places for trespassers or criminals to hide. It may also create the image that the vehicles are abandoned and uncared-for, and no responsible person is present to call police.

• Keeping outdoor lighting in good working condition allows for better natural surveillance and helps prevent criminal activity on your property.

• Place lighting in such a way that it allows people to be recognized from 25 feet away. Avoid directing the lighting so that it glares into your eyes or into the eyes of persons passing by on the sidewalk or street. Glare may prevent you or passersby from seeing and identifying visitors to your door. Try to keep the light a white color to allow visitors to be better seen.

• Prune shrubs to no more than 36 inches high and trees up 7 feet from the ground. This allows you to maintain the shade provided by trees and the curb appeal of shrubbery, but it also provides a clear, unobstructed view. It also prevents criminals from easily hiding on your property.

• Leaving the window coverings open on at least a few front-facing windows creates the perception with people passing by that you are watching and will witness any crime that occurs there.

• Consider removing fences or walls that obstruct your view of the street. If you can't see out, then these areas may also provide a good place for a criminal to hide near your house, lay in wait for you, or conceal their efforts to break into your home.

The quality and direction of lighting is just as important as the amount. Use lights that minimize glare, give nighttime vision to pedestrians, and make it easier for police to perceive and pursue criminals.

Indecent Acts – C15-46275, C15-51534, C15-58757
Between March 6th and March 24th, 2015, multiple incidents involving a male suspect performing indecent acts while in the area of the 800/900 block of McPhillips Street have been reported.
 
The suspect has been observed exposing himself in public.
 
He is described as: male, Aboriginal in appearance, 20-30 years-old, 5'9" tall and medium build.
 
During these occasions, the suspect has been noted wearing the following items:
 
Blue track suit with the hood up
Blue track pants with white stripe on side
Dark running shoes
White t-shirt
Grey balaclava
Grey sweat pants
Black Bomber style jacket with fur on hood
 
The investigation is continuing by members of the Sex Crimes Unit. Anyone with additional information regarding these incidents or further details regarding the identity of the suspect is asked to contact investigators at 204-986-6245 or Crime Stoppers at 204-786-TIPS (8477).

 Project Return 

The Winnipeg Police Service's Counter Exploitation Unit, Division 11 Community Support, Division 13 and the Missing Persons Unit, in partnership with Outreach Workers from StreetReach Winnipeg initiated a joint project on Wednesday, March 25 and Thursday, March 26, 2015, with the aim of protecting youth within our city who are at high risk of being sexually exploited.

This proactive effort resulted in:

  • Two males arrested for Purchasing Sexual Services CC 286.1(1)
  • 1 Vehicle seized under the Prostitution HTA offence.
  • 2 females investigated and identified as escorts.  Once determined not to be victim of Human Trafficking or under aged, they were offered support services including health care and emotional supports.
  • 26 addresses being checked for missing youth.
  • Six at risk youth being located including one missing from rural Manitoba with each transported to a place of safety.
  • 8 CPTSDI(Crime Prevention through Social Development Intervention) contacts were made to identify and assist those involved in the street level Sex Trade
  • 1 missing youth located and arrested on an Outstanding Warrant

Our commitment to issues surrounding our missing youth will continue.

StreetReach Winnipeg is an organization that is committed to protecting at risk youth in our community.  It is comprised of numerous organizations including the Child Protection Branch, All Nations Coordinated Response Network,MaryMound Inc., Mamawi and MARTR (Manitoba Association for Residential Treatment Resource).

 

Update - Stolen Vehicle/Missing Dogs – Arrests - C15-12933
As previously released -On January 19, 2015 at approximately 6:30 a.m., officers responded to the area of Parkville Drive for the report of several dogs running loose in the complainant's yard.

Officers attended and recovered eight dogs.

Soon after, officers discovered that an ambulance style vehicle had been stolen from the 2900 block of Pembina Highway earlier in the morning while containing ten canine detection dogs.

Due to public assistance, all ten dogs were eventually located and returned to the owner.

On January 19, 2015 at approximately 4:20 pm., officers located the stolen 2003 GMC ambulance-style vehicle abandoned and parked at the rear of the 400 block of Young Street.

The Winnipeg Police Service is grateful for the support and assistance provided by the public and members of the media during this incident.

The investigation continued by members of the Stolen Auto Unit.

On March 23, 2015, a 15-year-old male and 14-year-old female were arrested.

They are facing the following charges:

15-year-old – Possession of Property Obtained by Crime

14-year-old – Theft of Motor Vehicle and Abandon or Neglect Animal or Bird

Both were released on a Promise to Appear. Further arrests are pending. 


Officers Assist in Resuscitation of Infant –
C15-56395 

On March 20, 2015, shortly after 6:00 p.m., emergency personnel were dispatched to the 700 block of Flora Avenue for the report of an infant not breathing.

 

Officers arrived to find a five month old child unresponsive and not breathing. Chest compressions were performed by the officers and after about one minute the child began to breath, though he remained unresponsive.  A short time later, medical personnel arrived and the child was transported to hospital in critical condition and later upgraded to stable.

 

It was learned that the child had taken ill during the day and was observed by caregivers to suddenly stop breathing.  Emergency Services was immediately contacted and CPR was initiated by family members.

The Winnipeg Police Service is requesting the public's assistance in locating a missing 17-year-old male, Curtis HARPER.  HARPER was last seen on Tuesday, March 24, 2015, in the North End area of Winnipeg.
 
HARPER is described as: Aboriginal, 5'11" tall, approximately 130 pounds with short black hair and brown eyes. He was last seen wearing a white t-shirt, black "Puma" hoody, blue jeans and blue and orange Air Jordan shoes.

Suspicious Male Update – C15-45565
As previously released, on March 5, 2015 at approximately 8:30 p.m. members of the Winnipeg Police Service were dispatched for the report of a suspicious male in the area of Dufferin Avenue and Robinson Street.
 
Officers met with the 12 year-old complainant who advised that she had been playing with friends when she noticed a suspicious male in a nearby vehicle who appeared to watching her. When the complainant attempted to flee, the male suspect exited the vehicle and began chasing her. A brief struggle ensued, however the victim was able to break free and make her way to safety, without any injuries.
 
The male suspect returned to his vehicle and fled the area.
 
The suspect is described as: Caucasian male, approximately 30 years of age, taller height, average build, brown facial hair, wearing a brown jacket, grey hat, dark pants, with a ring on his pinkie finger.
 
The suspect vehicle is described as: red pick-up truck, dirty, with a grey/white stripe on the side of the vehicle and a tinted rear window.

 
An extensive investigation by members of the District 3 Crime Unit has revealed that the incident is unfounded.
