HOMICIDE INVESTIGATION - C13-128266
On Sunday, June 30, 2013 at approximately 5:30 a.m. members of the Winnipeg Police Service were dispatched to the 300 block of Langside Street for a check the wellbeing call.
 
Responding members located an adult male who had been assaulted.  The victim was transported to hospital with life-threatening injuries and has since succumbed to his injuries.
 
No further information is available at this time.

The investigation is continuing by members of the Homicide Unit.  Anyone with information is asked to contact investigators at (204) 986-6508.

Officers located an adult male victim suffering from apparent stab wounds.  The male was transported to hospital with life-threatening injuries where he later succumbed to his injuries.
 
The victim is identified as: Michael James FLETT 30 years of Winnipeg.
 
An autopsy is pending and cause of death has not yet been determined.
 
Further information will be released as it becomes available.

STABBING INVESTIGATION UPDATE / HOMICIDE ARREST –
C13-127394

As previously released, on Saturday, June 29, 2013 at approximately 2:15 a.m. emergency personnel were dispatched to the 400 block of Pritchard Avenue for the report of a stabbing.
 
Officers located two male victims suffering from apparent stab wounds.  Both were transported to hospital with life-threatening injuries.  One was later upgraded to stable condition.
 
John James Allan LUND 25 years of Winnipeg has since succumbed to his injuries.
 
Members of the Homicide Unit continued with the investigation. 
 
It was learned that several people had been socializing at a residence when a verbal altercation escalated to the point where one of the partygoers armed himself with a weapon and assaulted the two males.  The suspect then fled the residence.
 
A short time later the suspect was located and arrested without incident.
 
Anton Joseph BIGGEORGE 22 years of Winnipeg has been charged with several offences including 2nd degree Murder & Attempted Murder. 

He was detained at the Provincial Remand Centre.

As previously released, on Saturday, June 29, 2013 shortly after 4:30 a.m. emergency personnel were dispatched to the 400 block of Manitoba Avenue for the report of a stabbing.
 
Officers located an adult male victim suffering from apparent stab wounds.  The male was transported to hospital with life-threatening injuries where he later succumbed to his injuries.
 
His identity is not being released at this time.
 
Further information will be released as it becomes available.

GROW OPERATION – R13-045091
As previously released, on Saturday, June 29, 2013 emergency personnel were dispatched to the 500 block of Home Street for the report of a residential fire.
 
Responding personnel located a working fire that appears to have started in a detached garage, spread to the house and then to the homes on either side.  The fires were extinguished and there are no reports of any injuries.
 
Within one of the residences a marihuana grow operation was located.  Members of the Marihuana Grow Operation Unit obtained a CDSA search warrant and as a result the following was seized:

  • 591Marihuana plants with an estimated street value of $661,920.00
  • Grow operation equipment valued at $12,000.00

No arrests have been made.
 
The investigation is continuing by members of the Marihuana Grow Operation Unit.
 
 
COMMERCIAL ROBBERY ARRESTS – C13-127949
On Saturday, June 29, 2013 shortly before 9:00 p.m. Winnipeg Police Service members were dispatched to the 300 block of Ellice Avenue for the report of a commercial robbery.
 
Responding officers learned that a male and female had entered the store and proceeded to steal an undisclosed amount of merchandise.  When confronted by security, the male produced a weapon and both suspects fled on foot.  No one was injured during the incident.
 
The two suspects were located a short distance away and taken into custody without incident.
 
Members of the Major Crimes Unit continued with the investigation.  As a result:
 
Edward Wade BEARDY 31 years of Winnipeg has been charged with Robbery with weapon and Breach of Probation.
 
Noelle Marie DUMAS 24 years of Winnipeg has been charged with Robbery with Weapon and Identity Fraud – Intent to gain advantage.
 
Both were detained at the Provincial Remand Centre.
 
 
COMMERCIAL ROBBERY – C13-128112
On Sunday, June 30, 2013 shortly after 12:00 a.m. members of the Winnipeg Police Service were dispatched to a gas bar in the 900 block of Henderson Highway for the report of a commercial robbery.
 
Attending officers met with the attendant who advised that two males, one armed with a weapon demanded and received an undisclosed amount of cash and cigarettes. 
 
The clerk was not injured.
 
Suspect #1 is described as: Caucasian, early twenties, 5'8"-5'9" in height with a medium build.
 
Suspect #2 is described as: Caucasian, early twenties, 6'-6'1" in height with a medium build.

MARIHUANA GROW OPERATION ARREST – C13-126449
On Friday, June 28, 2013 shortly after 12:00 a.m. while on an unrelated matter, members of the Winnipeg Police Service discovered a marihuana grow operation in the 300 block of St John's Avenue.
 
Members of the Marihuana Grow Operation Unit obtained a CDSA search warrant and as a result the following was seized:

  • 43 marihuana plants with an estimated street value of $48,160.00
  • 17 pounds of harvested marihuana with an estimated street value of $12,500.00
  • Grow operation equipment valued at $8,000.00

A 32 year old male from Winnipeg was arrested and is facing charges of Possessing substance for purposes of trafficking – CANNABIS (MARIHUANA) & Production of controlled substance – CANNABIS (MARIHUANA). 
 
He was released on a Promise to Appear.

ATTEMPT MURDER ARREST – C13-109756
On Friday, June 7, 2013 shortly before 5:00 a.m. members of the Winnipeg Police Service were dispatched to the 600 block of College Avenue for the report of sound of shots.
 
Responding members learned that a verbal dispute between two parties had occurred earlier in the evening.  One of the parties had left and then returned a short while later at which time a male produced a firearm and shot at their vehicle, striking it several times.  The driver and his female passenger fled.  Neither was injured during the incident.
 
The investigation continued by members of the Major Crimes Unit and as a result a male suspect was identified.  On June 27, 2013 the accused was located and arrested.
 
Jason BAKER 19 years of Winnipeg has been charged with:

  • Attempted Murder while Using Firearm x 2
  • Discharge Firearm with Intent to Endanger Life x 2

 He was detained in custody at the Provincial Remand Centre.
 
The investigation is still on-going and no further information is available.

DRUG INVESTIGATION ARRESTS – C13-125955
On Thursday, June 27, 2013 members of the District 2 Crime Unit entered into a drug investigation. 
 
With the assistance of District 2 General Patrol & Community Support, District 3 Community Support and the Tactical Support Team at approximately 3:00 p.m. a C.D.S.A. search warrant was executed in the 1st 100 block of Matheson Avenue.  The search resulted in the seizure of the following:

  • 5.5 grams of Cocaine with an estimated street value of $440.00
  • 16.3 grams of marihuana with an estimated street value of $245.00
  • $2951.00 in Canadian currency
  • $90.00 in US currency
  • Drug paraphernalia

Kelly Vincent MCPHERSON 24 years of Winnipeg was detained in custody and has been charged with:

  • Possessing substance for purposes of trafficking – Cannabis(Marihuana)
  • Possessing substance for purposes of trafficking – Cocaine
  • Possess Proceeds of Crime

A 21 year old male and 23 year old female, both of Winnipeg are facing similar charges and were released via Promises to Appear.

UPDATE - STABBING INVESTIGATION - ARREST C13-116047
As previously released- on June 14, 2013 at approximately 11:40 p.m., members of the Winnipeg Police Service and other emergency personnel responded to a residence located in the 500 block of Home Street regarding a stabbing incident.
 
The investigation revealed that an altercation took place involving persons known to one another, resulting in a 19 year-old-male sustaining an injury consistent with being stabbed.
 
The male remained in critical condition.
 
A female youth was charged with the following:
 
Aggravated Assault
Possession of Weapon for Dangerous Purpose
Fail to Comply with a Sentence
Fail to Comply with an Undertaking x 2
 
She was detained at the Manitoba Youth Centre.
 
On Tuesday, June 25, 2013 the victim, identified as Jesse Cole WAPASH, 19 years of Winnipeg succumbed to his injuries.
 
On Wednesday, June 26, 2013 after consultation with the Crown the accused was arrested and charged with 2nd degree murder.
 
She remains in custody.

The Winnipeg Police Service is requesting the public's assistance in locating a missing 15 year-old female, Kayla BULLACK.  BULLACK was last seen on May 21st, 2013 however, she was last heard from on June 22nd, 2013.  She may be in the Brandon, Mb. or Winnipeg area.
  
BULLACK is described as: Caucasian, 5'11" tall, approximately 110 pounds, black straight hair and brown eyes.

 
The Winnipeg Police Service is concerned for her wellbeing.

UPDATE -SHOOTING INVESTIGATION – C13-123329
As previously released - on June 24, 2013 at approximately 1:30 a.m., members of the Winnipeg Police Service responded to the area of Sherbrook Street and Wolseley Avenue regarding the sound of shots.
 
The investigation has revealed that a firearm was discharged in the direction of a parked vehicle striking one of the occupants. The suspect(s) fled and the victim made his way to hospital after sustaining serious injuries. A 17 year old male remains in critical condition.
 
Members of the Major Crimes Unit continue to investigate. No arrests have been made at this time.

DRUG AND WEAPONS – ARRESTS C13-123721
On June 24, 2013, members of the Division 11 Community Support Unit, with the assistance of the Tactical Support Team and the National Weapons Enforcement Support Team (NWEST) executed a search warrant at a residence located in the 100 block of Hespeler Avenue.
 
As a result the following was located and seized by officers: 

A loaded shotgun and ammunition

Over 31 grams of Methamphetamine – estimated street value $4760.00

Stun gun

Bayonet

2 machetes

Canadian currency


Sergio VERGARA, 29 years-old and Allan LAPEIRE, 38 years-old have been charged with numerous weapons and drug related offences due to their alleged involvement.
 
Both were detained.

CITY-WIDE CRIME AND TRAFFIC SAFETY PROJECT
 
Recently, Winnipeg Police Service Divisional Commanders initiated a data driven project where police resources are strategically deployed throughout the City of Winnipeg with a goal of addressing several areas of concern.
 
This past weekend, multiple units and divisions were engaged co-operatively, focussing on: 

 Drug Activity

 Outstanding Arrest Warrants

 Licenced Establishments

 High Visibility Traffic Enforcement

This city-wide project required involvement from all four Uniform Divisions, the Manitoba Integrated Warrant Apprehension Unit, the Street Crime Unit, the Forensic Identification Unit and the Arrest Processing Unit. It also involved one of many of our valued partners, the Manitoba Liquor Control Commission (MLCC).   
 
Due to the deployment of these resources on June 21st and 22nd, the following statistics have been gathered:

Outstanding Arrest Warrants:
 
40 arrest warrants executed on 34 people with 4 additional charges being laid on individuals due to breaches or other on-going investigations.
 
Licenced Establishments:
 
34 licenced premises visited. 24 – Provincial Offence Notices (PON) issued for a variety of breaches.
 
Offences include: Consume Liquor in Public Place, Disorderly in Licenced Premise, and Supply Liquor to Person under the Influence.
 
High Visibility Traffic Enforcement:
  
134 vehicles stopped at the roadside
 
28 PON's issued with 7 vehicles being towed
 
42 warnings issued in relation to the Highway Traffic Act (HTA)
 
4 Criminal Code arrests
 
This high visibility, proactive approach to addressing crime and traffic related matters simultaneously has already proven to be successful.
