The Winnipeg Police Homicide Unit continues to request the public's assistance in locating Joshua Lucien Peter TURNER, 24.
   
An arrest warrant has been issued for TURNER, for 1st Degree Murder and Attempted Murder.
   
Turner is wanted for the murder of Noel Talingdan and the attempted murder of a 28-year-old female on May 29, 2018 which occurred in the 700 block of Corydon Ave.
   
 
   
Turner is approximately 5'10" (177cm), 160lbs (73kg)
 
Turner is not to be approached. Anyone with information regarding his whereabouts is asked to call investigators at (204) 986-6508, 911, or Crime Stoppers at 204-786-TIPS (8477).

Update:Fatal Motor Vehicle Collision: C18-31476
   
After a thorough investigation by members of the Traffic Collision Investigation Section, charges will be not laid as a result of this accident.
   
As previously released:
On February 13, 2018, at approximately 8:20 a.m., emergency services personnel responded to the intersection of St. Annes Rd. and Varennes Ave. for a report of a Motor Vehicle Collision involving a pedestrian.
   
An 8-year-old boy was attempting to cross St. Annes Rd. using a pedestrian crosswalk when he was struck by a northbound vehicle. The driver of the vehicle remained on scene while the boy was transported to hospital in critical condition. Tragically the victim has since succumbed to his injuries.
   
Next of kin have been notified, as have schools in the immediate area.   
 
This investigation is continuing by members of the Traffic Unit. Anyone with information that may assist investigators is asked to call 204-986-6271 or Crime Stoppers at 204-786-TIPS (8477).

EVANS was last seen in the West End area on Saturday, July 17, 2018.
   
EVANS is described as an Indigenous male, 5'9" in height, medium build, with short dark hair.

In-Custody Death: C18-163818  
On July 28, 2018, at approximately 10:30 p.m., emergency services personnel responded to a Medic call in the area of Alexander Ave. and Fountain St.
   
Responders encountered an adult male behaving aggressively. Winnipeg Police general patrol officers were required to deploy a conducted energy weapon (Taser) in order to bring the individual under control. The male was briefly taken into custody In the area of King St. and Logan Ave. but subsequently experienced a medical emergency. Medical attention was immediately provided and the male was transported to a hospital where he was later pronounced deceased.  
   
As a result of the involvement of Winnipeg Police members the Independent Investigation Unit of Manitoba (IIU) was contacted and has initiated an investigation. All further inquiries regarding this incident are to be directed to the Independent Investigation Unit of Manitoba.


Drugs - Arrests: C18-161774
On July 27, 2018, at approximately 10:15 am, members of the Winnipeg Police Service observed a stolen Cadillac Escalade traveling south bound on Furby Street between Sargent Avenue and Ellice Avenue.  When the driver observed police approaching from the south with their emergency equipment activated, the driver immediately drove up on the west boulevard and continued driving south at over 100 km/hr on the sidewalk.
   
Between Sargent Avenue and Ellice Avenue, the stolen vehicle struck 6 fences and narrowly missed a 25-year-old female who was entering her yard and was forced to jump out of the way to avoid being struck. The vehicle then collided with a business at the corner of Ellice Avenue and Furby Street, causing the vehicle to nearly flip on its side. The Escalade missed colliding with a police cruiser car, the driver lost control and the vehicle crashed head-on into an apartment building at the south corner of the same intersection.
   
The driver of the stolen vehicle attempted to flee on foot and was taken into custody after a short foot pursuit. Upon searching the male driver, officers recovered approximately $600 in one pant pocket. While searching the stolen vehicle, officers located:
  ·         a bag containing approximately 29 grams of Methamphetamine
  ·         a bag containing 16 grams of Methamphetamine
  ·         two cell phones
   
The passenger of the stolen vehicle, a 29-year-old pregnant female, was taken to hospital in stable condition. She was later arrested for Possession of Proceeds of Property Obtained by Crime Under $5000 and Possession of Methamphetamine for the Purpose of Trafficking and released on a Promise to Appear.
   
The Escalade was reported stolen on July 25, 2018.  In total, more than $11,000 in property was damaged.
   
Justin Raymond WISZNIOWSKI, a 37-year-old male of Winnipeg has been charged with:

  • Possession of Methamphetamine for the Purpose of Trafficking
  • Possession of Proceeds of Property Obtained by Crime Under $5000
  • Flight while Pursued by Peace Officer
  • Dangerous Operation of Motor Vehicle
  • Driving While Disqualifies
  • Theft of Motor Vehicle

 
A Canada Wide warrant for Parole Revocation, issued on July 5, 2018, was also executed. Wiszniowski was detained at the Winnipeg Remand Centre.
   
On the same date, at approximately 1:20 p.m., members of the Street Crime Unit, Tactical Support Unit, North District Community Support and Drug Enforcement Unit attended to a residence in the 300 block of Boyd Avenue in an attempt to execute a search warrant.
  
During the execution of the search warrant, several distraction devices were discharged at and in the residence. As a result, six people exited the residence. Tactical Support members then deployed CS gas into the residence in an attempt to draw the remaining occupants out of the residence. Over the period of several hours, one male exited the residence and a female was located and removed from the residence with the assistance of a K-9 unit.   
 
Officers were unable to enter the residence and conduct a search due to the heavy presence of gas. As a result, officers remained at the residence, securing it overnight. The search warrant was executed the following day at approximately 10:00 a.m. Officers recovered a magazine and shotgun shell from the residence.

Community Notification – High-RiskSex Offender

The Manitoba Integrated High-Risk Sex Offender Unit (MIHRSOU) advises that convicted sex offender, Michael James FELLS, a 36-year-old male, was released from federal custody on July 28, 2018. He is currently residing in Winnipeg.  He is an untreated sex offender and is considered a high risk to re-offend in a sexual and/or sexually violent manner against all females, both adults, and children.


       

FELLS is a designated Dangerous Offender is subject to a ten-year Long Term Supervision Order until 2028. He is prohibited from:

  • being in the presence of any children under 18 years, unless accompanied by an adult who is aware of his criminal record, and approved by his parole supervisor
  • attending public parks or swimming areas where children under 16 can reasonably be expected, daycare centres, school grounds, playgrounds and community centres.

FELLS must not represent himself as having training or a degree in massage therapy or reflexology or being in training for this. He will also be subject to a lifetime weapons prohibition order.

Break & Enter/Theft – Arrest: R18-32146

On July 26, 2018, detectives from the Winnipeg Police Major Crimes Unit arrested a 22-year-old female for a number of incidents that had occurred in the spring of 2018.

On 2 separate occasions, one on May 24 and again on May 27, 2018, the accused knocked on the door of a private residence and asked the homeowners for help. Once allowed inside the accused stole money and keys from the house.

On both occasions the accused returned a short time later and stole the victim's vehicles.

Kayla Ivy CHASKE   has been charged with various offences including Break & Enter, Theft Under $5,000, and Theft of Motor Vehicle.

She was detained in custody.

The Winnipeg Police Service offers the following safety reminders:

- Never allow strangers into your home. If the individual claims to represent the City or a utility ask to see photo identification.
- If someone does request help, consider speaking to them through a locked door.
- If you feel unsafe or are suspicious of the circumstances consider calling 911 and advise the person you are doing so.

Missing Persons –  R18-46889

The Winnipeg Police Service is requesting the public's assistance in locating 24-year-old Nathan MOWCHUN.  He was last seen in the Grant Park area of Winnipeg on the evening of July 18, 2018. 

MOWCHUN is described as Caucasian, 5'11", thin build, short red hair, last seen wearing a blue t-shirt and taupe pants. 

The Winnipeg Police Service is concerned about MOWCHUN'S well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.
