Winnipeg Police Service News Release:

GROW OPERATION C12-17780
On January 29, 2012, at approximately 8:30 p.m., members of the Winnipeg Police Service Street Crimes Unit and Green Team became involved in a drug investigation.
 
As a result, officers executed a Controlled Drug and Substance Act Search Warrant at a residence located in the 400 block of Agnes Street. A search of the residence revealed the following:
 
·        372 Marihuana plants – estimated street value $416,640.00
·        Grow operation equipment - $10,000.00
 
No arrests have been made at this time. The investigation is ongoing.
 
 
SEXUAL ASSAULT C12-17897
On January 30, 2012, at approximately 3:40 a.m., Uniform Patrol members responded to a sexual assault incident that had occurred approximately 30 minutes prior in the area of Magnus Avenue and McGregor Street, involving a 16 year old female victim.
 
The investigation has revealed that the victim was walking in the area when an unknown vehicle and occupant pulled up along side her. The lone male driver asked in she needed a ride at which time she accepted. The male drove a short distance and eventually parked the vehicle. It was at this time the male grabbed at the female and a sexual assault occurred.
 
After being assaulted, the victim was able to push the suspect away and exit the vehicle. She fled and eventually made her way home where police were notified.
 
The suspect is described as: a Black male, approximately 30-40 years of age. He was operating a silver coloured van, similar to a Dodge Caravan.
 
The investigation is continuing by members of the Sex Crimes Unit. Anyone with information regarding this matter is asked to contact investigators at 986-6245 or CrimeStoppers at 786-TIPS (8477).     
  
 
STRONG-ARM ROBBERY – ARRESTS C12-18466
On January 30, 2012, at approximately 10:45 p.m., Uniform Patrol members responded to a business located in the 400 block of River Avenue regarding a fight in progress.
 
Attending members arrived at the business and met with a 21 year old male Loss Prevention Officer. He related that a male and female suspect were observed entering the business and began loading a shopping cart with a variety of groceries. Eventually, both suspects exited the store with the stolen goods, making no effort to pay.
 
It was at this time the Loss Prevention Officer approached the suspects in attempt to make the arrest. As a result, both suspects began to physically assault the officer. During the altercation, the officer began calling for help which was heard by several bystanders.
 
Due to the assistance provided, both suspects were taking into custody without further incident and all stolen property was recovered. The Loss Prevention Officer sustained an injury to his upper body.
 
The two suspects were arrested by police and taking into custody for further processing.
 
A 34 year old male and female are facing a charge of: Robbery with Violence.
 
They were released on a Promise to Appear.

  COMMUNITY NOTIFICATION

2012-01-31

The Manitoba Integrated High Risk Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.  MIHRSOU today provides information regarding Brett Russell Jeffrey PILCH, 46 years of age, a convicted sex offender who is considered at high risk to become involved in further sex offences.

PILCH will be released from Headingley Correctional Institution, Headingley, Manitoba on January 31, 2012.  Upon release, PILCH will be subject to the conditions of a probation order.  He is expected to take up residence in Winnipeg.

PILCH  has a history of sexual offences in relation to females, usually young adult women. Although he has participated in sexual offender treatment in the past, PILCH is still considered a high risk to re-offend.  Females are at risk of sexual harassment as well as possible physical sexual violence.


Community Notification
This information is provided to enable members of the public to take suitable measures to protect themselves.  Any  form of vigilante activity or other unreasonable conduct directed at Mr. PILCH will not be tolerated.

Background information:

Brett Russell Jeffrey PILCH is a 46 year-old male with a criminal record for indecent phone calls, harassing phone calls, sexual assault and breach of probation and recognizance.

Over a period of 17 years, PILCH has repeatedly been involved in incidents where he has sexually harassed women with whom he has had no prior relationship.  This harassing sexual conduct usually takes place over the telephone, but has, on occasion, taken the form of direct physical contact. Following his release from penitentiary for Criminal Harassment and Harassing Telephone Calls in May 2008, PILCH was convicted of Breach of Probation and Recognizance resulting in additional jail sentences and Probation Orders. PILCH'S most recent convictions on June 29, 2011, for 2 counts of Breach of Probation were for possessing a cell phone and failing to notify his probation officer that he was involved in a relationship with a female. PILCH received an 11 month 20 day jail sentence in addition to the 45 days spent in pre trial custody followed by 2 years supervised probation.

PILCH will be released on January 31, 2012. He will be subject to probation supervision until January 31, 2014, including the following conditions which prohibit him from:

• Having contact with or being in the presence of any female actually or
apparently under the age of eighteen (18) years, except for unavoidable encounters in a public place and except in the company of an adult approved in writing, in advance, by Probation Services;
• Owning, using or possessing any type of telephone nor having any type of telephone subscribed under his name, unless permission is provided in advance, in writing, by his probation officer;
• Possessing, operating or having control or access to any computer or internet amenities; and
• Possessing any weapons.

PILCH will be subject to a daily curfew of 10:00pm to 7:00am, except for verifiable medical emergencies or when given special permission in writing, in advance, by his probation officer. He will also be required to attend, complete and follow the rules of any assessment, treatment, counselling, and/or community programming as directed by his probation officer.

Upon release, PILCH is expected to take up residence in Winnipeg, Manitoba.

During his previous prison sentences, PILCH has participated in sex offender treatment programs.  However, he is still considered a high risk to re-offend.  Females, particularly young adult women, are at risk of sexual harassment as well as possible physical sexual violence.

"JUST SLOW DOWN" SPEED REDUCTION CAMPAIGN 
 
The WPS formally launched Phase One of JUST SLOW DOWN in February of 2009, as a speed reduction initiative dedicated to reducing fatalities and injuries on Winnipeg streets.
 
JUST SLOW DOWN is a simple and direct message to all Winnipeg drivers. This year we have focused on speeding and the dangers of running red lights. Right angle collisions can cause serious injuries or death. Intersection cameras and awareness campaigns have significantly reduced right angle collisions in Winnipeg.
 
Phase Four of JUST SLOW DOWN includes two new 30 second commercials and a two minute webisodes. This commercial is graphic and was designed to encourage discussions surrounding the dangers of speed and running red lights.
 
These two commercials will be broadcast on TV beginning today.
 
In addition to two, 30-second television commercials, we have created a longer two-minute mini-movie which will be available for viewing on our dedicated website: www.justslowdown.ca .
 
We hope to encourage citizens of Winnipeg to embrace the JUST SLOW DOWN movement, because even those people who choose safe driving habits at all times can have their lives destroyed through the actions of others. It is in the best interest of all those who use our streets and roadways to embrace and support this important message.
 
While the majority of Winnipeg motorists respect and abide by the posted speed limits, a number of drivers continue to make the conscious choice to speed. Others, distracted by the pressures of today's stressful world, may unconsciously travel at an unsafe speed.
 
We urge the Winnipeg driving public to join the vast majority of people who do not speed. JUST SLOW DOWN, and make that choice part of your daily driving routine. Imagine the injuries, fatalities and heartache we could prevent.

PUBLIC ADVISORY – SUSPICIOUS VEHICLE C12-17780
On January 25, 2012, members of the Winnipeg Police Service responded to the Transcona area of the city regarding the report of a suspicious vehicle and occupant.
 
Attending members met with a 16 year old female who advised that at approximately 9:30 a.m., she was walking in the area of Coldstream Avenue when a vehicle pulled up to her. It was at this time a lone male driver asked the female if she wanted a ride, motioning that she get into the vehicle by opening the car door. The female declined and quickly walked away. She was uninjured.
 
The suspect driver is described as: Black male, black hair (balding), wearing: a dark leather jacket and round prescription glasses.  
 
The suspect vehicle is described as: a gold car (possibly a Cavalier).
 
The investigation is continuing by members of the East District Crime Unit. Anyone with information regarding this matter is asked to contact investigators at 986-2857.

LECOY is described as; Aboriginal male, 5'5" tall, approximately 150 pounds with a small build and brown hair. LECOY was last seen wearing a white head-band a black jacket, grey pants and black shoes.

STABBING INVESTIGATION- ARREST          C12-16962
On January 28th, 2012 just before 11:00 a.m. patrolling Division 13 members were in the area of Mountain Avenue and Aikins Street when they came upon a male who had stabbed in the upper body.  Officers learned that the victim had just fled from a nearby residence after an altercation with another male at that location.  
 
The 23 year old male victim was transported to the hospital in unstable condition with injuries to his upper body.  He has since been upgraded to stable condition.
 
A number of police units attended to the area and located a residence within the 300 block of Mountain Avenue where the altercation occurred.  Officers located a number of individuals including a second male victim and a 29 year old male who was taken into custody without incident.  The male victim was transported to the hospital in stable condition with upper body injuries.
 
As a result of the continued investigation by members of the Division 13 Crime Unit, and assisted by East District members, a 29 year old male has been charged with aggravated assault, assault with a weapon and possess of weapon for dangerous purpose.
 
This investigation is ongoing.

CARRIERE is described as a Caucasian male, 5'9" tall, approximately 175 pounds, with short white hair.  CARRIERE was last seen wearing blue jeans, a blue- grey jacket, and prescription glasses.

Winnipeg Police Service News Release

FATAL FIRE INVESTIGATION- UPDATE          C12-14703
As previously released, on January 24th, 2012 at approximately 8:30 p.m. emergency services responders were dispatched to a working fire at a residence located within the 1st 100 block of Woodlark Place.
 
Upon arrival, fire crews entered the residence and removed five individuals from within the home. 
 
The five victims were transported to the hospital in critical condition.  Four females, two adults and two children, succumbed to their injuries. 
 
One infant female was transported to the hospital in critical condition, where she remains at this time.
 
The cause of death for the four victims has been determined to be smoke inhalation.
 
As a result of the continued investigation by members of the Arson Strike Force, the Office of the Fire Commissioner, and the Identification Unit, the cause fire does not appear to be suspicious.   Estimated damage to the building and the contents is $80,000.
 
This investigation is ongoing. 
 
 
UNLAWFULLY AT LARGE SUSPECT- ARREST  C12-15639
As previously, on January 22nd, 2012 at approximately 9:00 p.m. while being guarded in hospital, Stephane Martin BISSONNETTE, 29 years escaped custody. BISSONNETTE is currently awaiting trial on charges of robbery and firearm offences stemming from an incident that occurred on October 28th, 2011. 
 
On January 26th, 2012 shortly before 4:00 p.m., Division 11 uniform officers were patrolling in the area of Balmoral Street and Cumberland Avenue when they recognized the wanted suspect walking in the area.  The suspect male was taken into custody within a hotel in the area without incident. 
 
BISSONNETTE was turned over to members of the Major Crimes Unit who continued with the investigation.  As a result of the investigation BISSONNETTE is believed to be responsible for the following incidents: 
 
-          On October 11th, 2011 at approximately 2:30 p.m., a financial robbery at a bank within the 2000 block of McPhillips Street.
 
-          On October 12th, 2011 at approximately 1:00 a.m., a commercial break and enter at a sports bar within the 300 block of Portage Avenue.
 
-          On October 20th, 2011 at approximately 5:20 a.m. a commercial break and enter at a business within the 1st 100 block of Sherbrook Street. 
 
-          On October 27th, 2011at approximately 1:00 p.m. a residential break and enter to a residence within the 300 block of Seven Oaks Avenue.
 
-          On January 26th, 2012 at approximately 9:15 a.m., a financial robbery within the 300 block of Portage Avenue. 
 
-          On January 26th, 2012 at approximately 10:30 a.m. a financial robbery within the 1400 block of Main Street. 
 
There were no reported injuries during these incidents.
 
Stephane Martin BISSONNETTE, 29 years of no fixed address is facing the following charges in addition to the outstanding warrant for being unlawfully at large:
   
- Robbery X 2
- Robbery with intent
- Disguise with intent
- Break and enter X 3
 
BISSONNETTE has been detained in custody at the Provincial Remand Centre.
 
 
DRUG INVESTIGATION- ARREST                      R12-7581
On January 24th, 2012, as a result of an ongoing investigation by members the Winnipeg Police Service Green Team, and with the assistance of the Tactical Support Team and the Vice Unit, a controlled drug and substance act search warrant was executed at residence within the 1st 100 block of Driftwood Bay. 
 
During the execution of the warrant a 50 year old male was located within the premise and taken into custody without incident.   A large scale marihuana grow operation was dismantled and the following items have been seized:  
 
- 914 Marihuana plants, in various stages of growth, with an estimated street value of $1,023,680
- $20,000 in assorted grow-operation equipment
 
A 50 year old male from Winnipeg will be facing the following charges for his alleged involvement in this incident: 
 
- Production of controlled substance - CANNABIS (MARIHUANA)
- Possessing substance for purposes of trafficking - CANNABIS (MARIHUANA)
- Theft of Telecommunications- over (Hydro)
 
He has been released on a promise to appear.

The Manitoba Integrated High Risk Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Douglas Murray SHELVEY, 65 years of age, an offender convicted of Criminal Harassment, Voyeurism and Produce Child Pornography who is considered at risk to become involved in further offences.
 
SHELVEY will be released from Headingley Correctional Centre on January 28, 2012. He is expected to take up residence in Winnipeg.
 
Although SHELVEY participated in some sex offender treatment programming while in prison, he is still considered at risk to re-offend.   Female children are at risk.

Background information:
 
Douglas Murray SHELVEY is a 65 year-old male who has a criminal record for two counts of Criminal Harassment, two counts of Voyeurism and Produce Child Pornography.  SHELVEY committed the offences between 1999 and 2010.  His offences involved filming female children in a home in various states of undress or completely nude. He was also stalking and filming other female children typically ages 9-15 years around various public places.  SHELVEY would position himself in a parking lot and film the children from within his vehicle which he altered in order to conceal his activities.  He also filmed a female adult in various states of undress through a window in her home.  SHELVEY was arrested on September 16, 2010, and remanded in custody. On August 11, 2011, he received a total sentence of 30 months which includes credit for the equivalent of 22 months spent in custody prior to being sentenced, followed by three years supervised probation. 
 
Upon release, SHELVEY will subject to a Probation Order until January 28, 2015, including the following conditions which prohibits him from:
·        Being alone with any person under the age of eighteen years;
·        Being in the company of children under the age of eighteen years except when 
in a public place or accompanied by another responsible adult who is aware of
the probation order;
·        Possessing a camera, cellular phone, video recorder, camcorder or other such visual recording devices or equipment of any kind, including tripods, or cell phone cameras or surveillance equipment or video recording storage media including but not limited to video cassettes, tapes, or discs, drives;
·        Possessing binoculars, telescopic devices;
·        Driving a vehicle with tinted or obstructed or painted windows or which limits the ability of a passerby from viewing into it;
·        Accessing or possessing a computer or personal computing device; and
·        Accessing the internet by computer or any other electronic device or subscribing to an internet service provider of any kind
 
SHELVEY is also required to attend, participate in and complete counseling as directed by his probation officer, including sexual offender counseling.
 
SHELVEY will also be subject to a 20 year prohibition order until January 28, 2035 which prohibits him from:
·           Attending a public park or public swimming area where persons under the age of sixteen years are present or can reasonably be expected to be present, or a daycare centre, school ground, playground, or community centre;
·          Seeking, obtaining or continuing any employment, whether or not the employment is remunerated, or becoming or being a volunteer in a capacity, that involves being in a position of trust or authority towards persons under the age of sixteen years; and
·           Using a computer system for the purpose of communicating with a person under the age of sixteen years.
 
Upon release, SHELVEY is expected to take up residence in Winnipeg.
 
While in custody, SHELVEY did participate in some sex offender treatment programs. However, he is still considered at risk to re-offend. Female children are at risk.
