Wanted - 2nd Degree Murder: C17-166069

On November 24, 2017, the Winnipeg Police Service Homicide Unit requested the public's assistance in locating Edmond CHARTRAND, 29-years-old, of Winnipeg.  

He has been located and taken into custody. The homicide unit thanks the public for their assistance.

 On July 27, 2017, at approximately 7:45 p.m., emergency personnel responded to a residence in the 100 block of Euclid Avenue for a report of an injured male.                   

Upon arrival, officers located both a 29-year-old male and a 31-year-old female who had been stabbed. The victims were transported to hospital in critical condition. The female was upgraded to stable condition; however, the male has succumbed to his injuries.

Break and Enter - Arrest: C17-215662
 
On November 28, 2017, after a lengthy investigation, members of the Major Crimes Unit arrested an adult male for numerous Break and Enters and related offences through the City of Winnipeg. 
 
Between September 11, 2017, and November 18, 2017, the accused broke into 12 apartment and condominium complexes in Winnipeg. Once inside he gained access to the parking garages where he smashed windows on a total of 58 vehicles. Various items were stolen from within 18 of those vehicles. The incidents took place at the following locations:
 
First 100 block of Hill Grove Point
First 100 block of Barnes St.
800 block of Sterling Lyon Parkway
1900 block of St. Mary's Rd.
First 100 block of Snow St.
1000 block of Wilkes Ave.
2800 block of Pembina Hwy.
100 block of Creek Bend Rd.
First 100 block of Van Hull Way
2800 block of Pembina Hwy. X2
1800 block of Gateway Rd.
 
Between the same dates, the accused also gained entry to three other parking garages contained in residential buildings. Windows were found smashed on 25 of the vehicles parked inside and various items were stolen from within seven of these vehicles. The incidents took place at the following locations:
 
First 100 block of Bison Dr.
600 block of Warde Ave.
100 block of Hill Grove Point
 
In total, over $8000 worth of property was stolen and the accused caused over approximately $89,000 worth of damage. 
 
Brent Vernon Arksey, 28-years-old of Winnipeg has been charged with the following offences:
 
- Mischief Under $5,000 (x58)
- Theft Under $5,000 (x25)
- Break and Enter (x12)
- Fail to Comply with Probation (x16)
 
Warrants for Theft Under, Drive Disqualified, Drive Carelessly, Fail to Comply with Probation, Child Improperly Restrained x3 and Fail to Comply with Probation. 
 
The accused has been detained in custody.
 
Firearm/Drugs – Arrests: C17-269208
 
During the evening of November 29, 2017, members of the Street Crime Unit executed a Controlled Drugs and Substances Act search warrant at a residence in the 700 block of Martin Avenue East.
 
A number of individuals were located inside the residence and were taken into custody. The investigation has led to the seizure of a number of items including the following:
 
- An SKS semi-automatic carbine rifle.
- Ammunition and a high-capacity magazine.
- Approximately 3.7 ounces of cocaine (valued at approximately $7,380).
- Approximately 42 grams of crack cocaine (valued at approximately $3,360).
- Packaging materials and scales.
- An undisclosed amount of Canadian currency.
 
Gerald Michael Muswagon, a 28-year-old male of Winnipeg, has been charged with:
 
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Production of a Scheduled Substance - Cocaine
- Possession of Proceeds of Property Obtained by Crime under $5000
- Possession of a Weapon
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized
- Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x3)
 
He was detained in custody.
 
A 20-year-old male of Winnipeg is facing charges of:
 
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Production of a Scheduled Substance - Cocaine
- Possession of Proceeds of Property Obtained by Crime under $5000
- Possession of a Weapon
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
- Unauthorized Possession of a Prohibited Device or Ammunition
- Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition
- Unauthorized Possession of a Firearm
 
A 20-year-old female of Winnipeg is facing charges of:
 
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Production of a Scheduled Substance - Cocaine
- Possession of Proceeds of Property Obtained by Crime under $5000
 
The 20-year-old male and the 20-year-old female have been released on a Promise to Appear.
 
Investigators believe that these arrests and the seized items are related to drug trafficking within the city.
 
Commercial Robbery/Pursuit – Arrest: C17-269296
 
On November 29, 2017, at approximately 10:00 p.m. District 3 General Patrol members responded to a report of a commercial robbery at a business in the 1000 block of Keewatin Street.
 
A male suspect had entered the business with his face covered and made a demand for money while holding what an employee believed was a firearm hidden under clothing. The suspect obtained an undisclosed amount of merchandise before fleeing the area in a sport utility vehicle.
 
At approximately 10:50 p.m., District 3 General Patrol members observed the sport utility vehicle in the area of Flora Avenue and Parr Street and attempted to stop the suspect, however, the vehicle fled at a high rate of speed.
 
Officers pursued the vehicle but later aborted the pursuit due to dangerous driving by the suspect.
 
At approximately 11:00 p.m., the suspect rolled the vehicle in the area of Brookside Boulevard and Oak Point Highway. Officers located the male inside the vehicle and placed him under arrest. He was treated for minor injuries.
 
Members of the Major Crimes Unit continued with the investigation.
 
Marlon Elijah Whincup, a 27-year-old male of Sandy Bay First Nation, has been charged with:
 
- Robbery
- Disguise with Intent
- Dangerous Operation of Motor Vehicle
- Flight while Pursued by Peace Officer
- Fail to Comply with Probation Order
 
He was detained in custody.

Statement from Chief Danny Smyth
 
This statement is being released to focus awareness on drinking and driving. And more specifically, on the conduct of some of our members with respect to drinking and driving.

As you know, Cst. Justin Holz was charged with a number of offences including Impaired Driving Causing Death in a collision that took the life of Mr. Cody Severight in the North End last month. Our organization is still reeling from incident. My thoughts still go out to the Severight family who are dealing with the loss of their son, brother, and loved one.
 
Today I am informing the media about the arrests of two more Winnipeg Police members who have been involved in drinking and driving related offences.

This release is a departure from our normal practice because charges have not yet been formally laid against these officers. As such, I am not in a position to identify the officers. That will occur once charges are laid. This is a normal practice regardless of whether the person charged with an offence is a police officer.
  • On Monday November 20, an off duty officer was arrested by the RCMP in the Headingley area just outside the city. He will face charges that include care and control of a motor vehicle while impaired.

  • On Sunday November 26, an off duty officer was arrested by Winnipeg Police officers in West Kildonan. He will face charges that include care and control of a motor vehicle while impaired.
Both of these officers were released after their arrest and are scheduled to appear in court in January.
 
Both of these officers have been relieved of their duties and have been placed on administrative leave.
 
There has been a suggestion that we are not being transparent about these incidents. That is simply not true. In both cases, the police board and the city administrations office were informed. In addition, the IIU was informed of both incidents. These officers will be held accountable for their conduct in criminal proceedings and regulatory proceedings.
 
There has also been a suggestion that there is a police culture of binge drinking. I am going to push back a little on this idea. While I acknowledge that there are some members that may be engaging in this kind of behavior, there are approximately 1400 cops in Winnipeg. The vast majority do not engage in this kind of behavior.
 
For the small minority who may engage in unhealthy drinking or who may have drinking problems, let's be clear, this represents less than 1% of our members. Our intent is to help people before their conduct is subject to criminal or regulatory investigations. 
 
This is done in two distinct processes and protocols:  
  1. Employee assistance is based on voluntariness. In the workplace this comes about as an offer to assist.
    If a supervisor, or in some cases, if HR becomes aware of indicators that suggest that an employee needs help, they will offer to assist by ensuring that the employee is aware of the resources available to help.
    Attempts are made to steer the member into seeking help voluntarily. They might seek assistance through our Behavioral Health Unit.

  2. We also have a mandatory referral process where there are indicators that a member has a chronic problem. 
These are problems that our society deals with every day. Police are no different. What makes this unique and perhaps newsworthy is that we are held to a higher standard because we are responsible for enforcing the laws and ensuring public safety.
 
As we enter into the festive season, I hope my message raises greater awareness around drinking and driving for members of the Winnipeg Police Service and for our community at large.

Annual Snow Route Parking Ban begins Friday, December 1

The City's Annual Snow Route Parking Ban will take effect at 2 a.m. on Friday, December 1, 2017. Vehicles may not park on streets designated as snow routes between 2:00 a.m. and 7:00 a.m.

The Annual Snow Route Parking Ban is in effect from December 1 to March 1.

Avoid a Ticket and tow
Snow routes are clearly marked with "Snow Route" signs. Citizens are encouraged to check their streets for snow route signs, or if unsure, to contact 311 or use the online 
Address Lookup Tool.

New this year

The Winnipeg Parking Authority will begin exercising their right to issue tickets for parking violations on snow routes via mail in addition to placing them on the windshield of the vehicle. By using a mail-out method, the Winnipeg Parking Authority will be able to cover more area to further support the Public Works Department in their efforts to ensure critical routes are clear of snow and ice.
     
Snow routes are a top priority for snow clearing to ensure that emergency vehicles can navigate quickly and safely around the city. It's important that vehicles are not parked on snow routes overnight in order to enable rapid and efficient snow clearing of these critical routes.

Vehicles parked in violation of the Annual Snow Route Parking Ban can receive a $100 ticket ($50 if paid early), and may be towed to the towing company's compound.

On November 27, 2017 at approximately 6:45 p.m., Winnipeg Police received the report of a female shot inside an agency in the 400 block of Selkirk Avenue. Tactical Support Team members attended and learned that an adult female had been shot in the back area with a pellet gun.  The suspect had fled the scene. The victim sustained minor injuries and did not require hospitalization. 

On November 28, 2017 District 3 officers located and arrested the suspect.

A 17-year-old female has been charged with:

  • Assault with a weapon
  • Possess Weapon
  • Pointing a Firearm
  • Fail to Comply with Sentence X3

She has been detained in custody.

Motor Vehicle Collision – Investigation: C17-267530
 
On November 27, 2017, at approximately 8:25 p.m., members of the West District Community Support Unit were in the area of Portage Avenue and Edmonton Street when they observed a 34-year-old male exit a business on the north side of the street and run southbound into traffic. The male was struck by a vehicle that was travelling eastbound.
 
Officers immediately attended to the injured male who was transported to hospital in critical condition where he remains.
 
This investigation is continuing by members of the Traffic Division. Anyone with information that may assist investigators is asked to call 204-986-6271 or Crime Stoppers at 204-786-TIPS (8477).
 
Garage Break & Enters – Arrest: C17-267332
 
On November 27, 2017, at approximately 4:15 p.m., East District General Patrol members observed a male driving a stolen Ford F-150 in the area of Keenleyside Street and Pike Crescent. The driver stopped the truck and quickly exited when he was placed under arrest. Officers located a stolen bicycle and airsoft pellet gun in the bed of the truck.
 
Members of the Major Crimes Unit continued with the investigation and determined the suspect was responsible for breaking into a number of garages in the North End and Elmwood-East Kildonan areas between November 22 and November 27, 2017. The suspect is believed to have gained entry to the garages by damaging man doors or garage doors (and some occasions using a stolen vehicle to cause the damage).
 
The following break-ins were identified:
 
- A garage in the 100 block of McAdam Avenue where a mountain bicycle worth approximately $2,200 was stolen.
 
- A garage in the 500 block of Polson Avenue where numerous tools were stolen.
 
- A garage in the 700 block of Polson Avenue where the suspect defecated on the garage floor prior to fleeing.
 
- A garage in the 500 block of McAdam Avenue where a mountain bicycle worth approximately $2,000 was stolen.
 
- A garage in the 600 block of St. Johns Avenue. Nothing was stolen.
 
- A garage in the 1600 block of Arlington Street where two trucks were stolen. Both vehicles were later located.
 
- A garage in the 600 block of Lansdowne Avenue where the F-150 was stolen.
 
- A garage in the 600 block of Bannerman Avenue where the stolen F-150 was used to back into the overhead garage door in an attempt to gain entry, causing approximately $1,000 in damages. Nothing was stolen.
 
- A garage in the 700 block of Polson Avenue where the stolen F-150 was used to back into the overhead garage door in an attempt to gain entry, causing approximately $3,000 in damages. Nothing was stolen.
 
- A garage in the 1200 block of Pritchard Avenue where the stolen F-150 was used to back into the overhead garage door in an attempt to gain entry, causing approximately $2,000 in damages. A dash camera, tools and two bicycles were stolen.
 
- A garage in the 400 block of Rupertsland Avenue where the stolen F-150 was used to back into the overhead garage door in an attempt to gain entry, causing approximately $1,000 in damages. Sunglasses and tools were stolen.
 
- A garage in the 800 block of Chalmers Avenue where the stolen F-150 was used to back into the overhead garage door in an attempt to gain entry, causing approximately $2,000 in damages. Nothing was stolen.
 
- A garage in the first 100 block of Pike Crescent. Nothing was stolen.
 
The bicycle that was found in the rear of the stolen truck was determined to have been taken from a business in the 800 block of Main Street on July 28, 2017.
 
Investigators also have identified an incident from June 4, 2017, where the suspect attended an apartment building in the 200 block of McGregor Street and stole a number of electronics from a recreational area. A number of Ukrainian artifacts were also broken.
 
Chase James Swampy, a 20-year-old male of Winnipeg, has been charged with:
 
- Break Enter & Theft - Place (x10)
- Break & Enter with Intent - Place (x5)
- Theft of Motor Vehicle (x3)
- Possession of Property Obtained by Crime under $5,000
- Possession of a Weapon
- Fail to Comply with Probation Order (x14)
 
He was detained in custody.
 
Utter Threats - Arrest: C17-266710
 
On November 26, 2017 an adult female contacted Winnipeg Police and advised that her son was receiving threats over social media. The threats were in the form of written messages, voice messages, photos and video. 
 
Members of the Major Crimes Unit followed up. On November 27, 2017, Ryan Matthew Hamm, 19 -years-old of Winnipeg has been charged with Uttering Threats Cause Death or Harm, Possession of a Weapon and Fail to Comply Condition Recognizance.

Shopping Safety and Crime Prevention

• If you shop at several stores in one day, lock your purchased packages in the trunk of your car.

• Never overload yourself with packages. You make yourself an easy target for a criminal to grab from you and get away.

• If you must shop after dark always have a friend or relative with you.

• Always park in well-lit areas and as close as possible to the entrance of the store. Be particularly aware of persons loitering in the parking lot, especially if they are near your car.

• Always lock your car and make sure all of the windows are closed.

• Carry only the charge cards you will actually need.

• Never carry or flash large sums of cash.

• Women should always carry purses close to their body with the purse flap against them. Men should carry their wallets in the front or inside pockets.

• Always be aware of your surroundings and the people around you. Never allow your attention to become distracted from your purse, packages or your young children.

• Teach your children to go immediately to a store clerk, cashier or security guard and ask for help if you become separated in a store or shopping mall.

• Never hesitate to notify store security if you see suspicious activity.

• If you have to wait for a ride, wait in a busy, well-lighted place.

• If you are a victim of a crime, report it to the Police immediately.


How to protect yourself when you're shopping online


• An indicator that a website should be secure is the lock icon or unbroken key in the bottom right corner of the screen or a website address that begins with https://.

• Double check that the website address begins with https:// ("s" is for "secure").

• Pay by credit card if you can. Do not send cash.

• Be on the lookout for prices that are too good to be true. They're likely counterfeits.

• Don't use public Wi-Fi to shop online.

• Read the privacy policy and find out how your information will be used.

• Don't respond to an email or pop-up message that asks for financial information. Legitimate companies don't ask for this information this way.

• Read your credit card statements and check for unauthorized charges.

• Make sure your firewall is "on". For example, Windows Firewall is on by default on the latest version of Windows, but make sure it isn't turned off: o Open Windows Firewall by clicking the Start button then the Control Panel o In the search box type "firewall" then click Windows Firewall o In the left pane, click Turn Windows Firewall on or off

• Don't allow auto fill for your passwords or personal information, like your address, and never allow a site to store your credit card information.
