ARSON ARREST C12-125001
On June 29, 2012, at approximately 12:25 a.m., East District uniform patrol members responded to a garage fire in the area of the first 100 block of Sawchuk Bay. Further information provided indicated that a male suspect was being held for police by area residents.
 
The investigation has revealed that the suspect had attended to the area and set fire to a garage situated in a rear lane. The suspect then broke into a truck parked nearby and began removing property.
 
It was at this time the owner and another area resident observed and apprehended the male suspect. He was held until police arrived.
 
The investigation continued at which time further information came to light regarding a previous arson related incident dating back to June 14, 2012. It was determined that the suspect allegedly set fire to a fence and garage in same area.
 
As a result of the investigative efforts by officers involved, an 18 year old male is facing the following charges:
 
* Arson – Damage to Property x 3
 
* Theft Under $5000.00
 
He was released on a Promise to Appear.

ASSAULT WITH A WEAPON INVESTIGATION C12-125561
On June 29, 2012, at approximately 6:40 p.m., officers in the area of the 300 block of Kennedy Street were summoned to a suite regarding a male who had apparently been shot.
 
Attending members located a 21 year old male with injuries at which time paramedics were notified. The male was initially listed as being critical, however his condition has since improved to stable.
 
The investigation has revealed that the male was not shot, however his injuries are consistent with being stabbed.
 
No arrest(s) have been made and members of the Major Crimes Unit continue to investigate.

DRUG ARRESTS – C12-124632
On June 28, 2012, members of the Winnipeg Police Service Street Crime Unit and Manitoba Justice Public Safety Unit became involved in a Controlled Drug and Substance Act search warrant, involving a residence located in the 600 block of Langside Street.
 
On June 29, 2012, at approximately 12:06 a.m., the warrant was executed with the assistance of the Tactical Support Team. Thirteen individuals were located in the residence and detained as a result of the investigation. One individual attempted to evade officers by attending to the rooftop of the home. Due to the assistance of AIR1, this individual was located and taken into custody.
 
A total of 11 rocks of cocaine (estimated street value $330.00) and approximately $500.00 cash was located and seized.
 
Five individuals are facing charges: 18 year old male, 17 year old male, 15 year old male, 39 year old male and 41 year old male.
 
  • Possessing Substance for the Purpose of Trafficking
  • Possess Proceeds of Crime
18 year old – detained
17 year old – detained at the Manitoba Youth Centre
15 year old – detained at the Manitoba Youth Centre
39 year old -  released on a Promise to Appear
41 year old – released on a Promise to Appear

MISSING PERSON – AURHEYANNA BORKOWSKI – R12-56800
The Winnipeg Police Service is requesting the public's assistance in locating a missing 16 year old female, Aurheyanna BORKOWSKI.
 
BORKOWSKI was last seen on Tuesday, June 19th, 2012 in the North End area of Winnipeg.  

 
BORKOWSKI is described as: Caucasian, 5'1" tall, heavy build, with long dark hair and brown eyes. She has the tattoos "Albert 1 Love" on her left wrist, and "Albert" on her right shoulder. She was last seen wearing black sweat pants, a black t-shirt and lime green Nike running shoes.
 
Winnipeg Police consider BORKOWSKI to be a child in need of protection as she is at high risk of being exploited. Police are concerned for BORKOWSKI'S wellbeing.
 
Anyone with information regarding BORKOWSKI'S whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 986-6250.

SERIOUS ASSAULT C12-125121
On June 29, 2012, at approximately 4:45 a.m., emergency personnel responded to the 200 block of Machray Avenue regarding an injured adult male being located.
 
The male was observed to have sustained serious upper body injuries and was listed in critical condition.

CANADA DAY CELEBRATIONS
The Canada Day long weekend provides many opportunities to enjoy the outdoors with a variety of events taking place throughout the city.
 
Large crowds will take in Canada Day celebrations and activities at a variety of locations such as: The Forks, Osborne Street Festival, including festivities and fireworks at the Assiniboine Park.
 
In relations to the Forks, there will be limited vehicle parking. After 5:00 p.m., vehicle access to the Forks will be limited to Waterfront Drive. Access on Waterfront Drive will be closed sometime before 7:00 p.m. based on available parking at the Forks site. After the Fireworks display at midnight, the following street closures will occur to allow for pedestrians to leave the Forks area safely.
 
·        Main Street from Mayfair Avenue to York Avenue
·        Tache Avenue from the Provencher Bridge to Rue Despins
 
These closures will be in place for up to 1 hour. 
 
As a result, motorists may be impacted by delays in traffic due to congestion and these road closures. Your patience and cooperation is appreciated.
 
It is our hope that all members of the public enjoy a relaxing and peaceful long weekend.  
 
 
GROUND SEARCH EFFORTS CONTINUE – DOWNTOWN AREA OF THE CITY
The Winnipeg Police Service Missing Persons Unit, with the assistance of the WPS Ground Search and Rescue Unit, will be conducting a search today in the Downtown area of the city as a result of ongoing homicide investigations.
 
Search area boundaries include:
 
  • Higgins Avenue – Main Street
  • Selkirk Avenue – CN Tracks
Officers, including two canines will be involved in a systematic search involving public and private property. The WPS is requesting the public's cooperation during this time.
 
In order to assist, the WPS is asking that members of the public, including the media allow for a minimum of a 50 feet working distance. This will provide minimal distractions for involved members and create the best possible working environment for the canines.

CHRISTOPHER EDWYN MURDOCK – ARRESTED R12-60757
Please be advised that Christopher MURDOCK, 47 years was located and arrested on June 28, 2012 at approximately 7:30 p.m., in the area of the 100 block of Austin Street.
 
Members of the Manitoba Integrated High Risk Sex Offender Unit executed an outstanding warrant for MURDOCK for failing to comply with his Long Term Supervision Order.
 
He has since been detained.
 
The Winnipeg Police Service would like to thank the public and members of the media for their assistance in this matter.

MIHRSOU REQUEST ASSISTANCE TO LOCATE Martin Louis PATRICK and Christopher Edwyn MURDOCK
The Manitoba Integrated High Risk Sex Offender Unit, which consists of both RCMP and WPS Members, is requesting assistance from the public in locating Martin Louis PATRICK and Christopher Edwyn MURDOCK. Police are seeking to locate both PATRICK and MURDOCK as they have both failed to comply with their Long Term Supervision Orders and are currently unlawfully at large.
 
On September 5, 2008, PATRICK was designated a Long Term Offender following a conviction for Sexual Assault with a Weapon. PATRICK is assessed as very impulsive and a high risk to re-offend both sexually and violently.   He has a lengthy record including Sexual Assault, Assault, Forcible Confinement, Assault with a Weapon and charges for Failing to Comply with Court Imposed Orders. All females are at risk. 
 
    
 
PATRICK is 29 years old and described as an Aboriginal male, 5'6", 217 lbs, black hair and brown eyes.
 
 
MURDOCK is currently subject to a Long Term Supervision Order as a result of being convicted of numerous serious sexual assaults. MURDOCK is high risk to re-offend both sexually and violently. He has an extensive criminal record which includes several sexual assaults, weapons and violent offences. MURDOCK has a long history of alcohol and substance abuse. He is considered an untreated Sex Offender. All females are at risk.
 
                    
 
MURDOCK is 47 years old and described as an Aboriginal male, 6'0", 190 lbs, black and gray hair and brown eyes.

Winnipeg Police Service Flight Operations Unit responds to 1972 incidents in first year of operation
 
AIR1 involvement results in 127 arrests
 
Winnipeg, MB. – The Winnipeg Police Service Flight Operations Unit responded to 1972 incidents in its first year of operation, resulting in 127 arrests by ground patrol units.
 
Dispatched as the prime unit 652 times, AIR1 assisted with traffic stops, break and enter, robbery and assault incidents, to name a few.
 
The Winnipeg Police Service Flight Operations Unit became operational in February 2011, supporting all operational and investigative Service units in the detection of criminal acts and the apprehension of suspects. The Unit consists of nine members; a Chief Pilot, two Line Pilots, four Tactical Flight Officers, a Patrol Sergeant (Unit Manager) and an Aircraft Maintenance Engineer.

In 2011, video footage gathered by AIR1 was used to assess the impacts of flooding along the Red and Assiniboine Rivers within the City of Winnipeg during the 2011 flood.
 
The Flight Operations Unit also provided assistance to outside agencies including the RCMP, Manitoba Search and Rescue, the Province of Manitoba Emergency Measures and the Manitoba Finance Special Investigations Unit.
 
The Flight Operations Unit is available to fly 1000 hours a year, providing assistance with the following, weather permitting:
 
·        response to crimes in progress for aerial containment and investigation
·        infrared searches for suspects and evidence, and co-ordination of ground response
·        tracking and surveillance of suspect vehicles during police pursuits and subsequent co-ordination of ground resources
·        illumination of crime scenes, collision scenes, vehicle stops, search areas, disturbances, and foot pursuits
·        aerial searches for missing or lost persons
·        aerial reconnaissance and photography or videotaping of crime scenes, traffic collisions, high-risk incidents or remote areas
·        aerial platform for Emergency Services for major fires, environmental disasters, or other major incidents
·        Forward Looking Infrared (FLIR) scans to provide evidence of illegal grow operations relating to drug investigations

HOMICIDE INVESTIGATION – ARRESTS C12-117641
As previously released, on June 20, 2012, at approximately 7:00 a.m., emergency personnel responded to the vicinity of the first 100 block of Clayton Drive regarding a stabbing incident.
 
Attending members located a 26 year old female, identified as Kaila Latoya TRAN with serious upper body injuries. She was conveyed to hospital and has since succumbed to injuries sustained.
 
The investigation continued by members of the Homicide Unit.
 
The investigation has revealed that the victim's boyfriend, Drake David MOSLENKO, 27 years allegedly made arrangements to have TRAN killed as a result of a recent dispute. MOSELENKO spoke with Treyvonne Anthony Warner WILLIS, 20 years who allegedly agreed to carry out the act.
 
On June 20, 2012, at approximately 7:00 a.m., WILLIS confronted TRAN as she walked toward her vehicle. It was at this time WILLIS produced a weapon and proceeded to assault TRAN. The incident drew attention to several people in the area at which time WILLIS fled the area on foot.
 
Numerous police resources attended the area and an extensive search commenced.  
 
Members of the WPS Underwater Search and Recovery Unit recovered what is believed to be the weapon used during the incident from the Seine River.
 
On June 26, 2012, both WILLIS and MOSLENKO were arrested and charged with 1st degree Murder.
 
They have been detained at the Provincial Remand Centre.
  
 
PUBLIC ASSISTANCE REQUIRED – BODY LOCATED IN RIVER

As previously released, on Friday, June 15, 2012, at approximately 10:00 a.m., emergency responders attended to the east side of the Red River, just south of the north perimeter bridge, for a report of a body that was located in the river.
 
An autopsy has been completed and there are no signs of foul play.  
 
The deceased adult female has not been positively identified and members of the Winnipeg Police Service Missing Persons Unit continue to investigate.   
 
She is believed to be between 35 – 50 years of age, approximately 5'5" in height, with a slim build and may have worn dentures.
 
Investigators are seeking the public's assistance in identifying the deceased female. The following photos consist of a variety of unique jewellery worn by the deceased:
