WINNIPEG POLICE SERVICE RE-ACCREDITED
BY CALEA

 
The Winnipeg Police Service is proud to announce today that it has successfully completed the process of re-accreditation by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA).
 
The Winnipeg Police Service launched its pursuit of best practices in law enforcement in1989 by enrolling in the CALEA program.  The Winnipeg Police Service then undertook a three-year self-assessment period to bring policy, procedures and practices up to international standards for law enforcement agencies.  In 1992, the Winnipeg Police Service demonstrated compliance with CALEA Standards and was awarded CALEA Accreditation by the Commission.
 
The Winnipeg Police Service has consistently been re-accredited during each re-accreditation period in 1997, 2002, 2005, 2008 and 2011.  To successfully comply with and achieve accreditation status, the Winnipeg Police Service is required to submit an annual accreditation report to CALEA, and once every three years is subject to an in-depth, on-site assessment by representatives of CALEA.
 
The assessment consists of a formal review of policies and procedures, including documented proofs of compliance.  On-site assessors conduct further internal reviews, as well as interview and meet with members of the public, various community groups and organizations.  They also observe members of the assessed agency in their daily duties.
 
The assessment team then submits a report of their assessment to the CALEA Board of Commissioners, and a formal hearing is held to determine if the assessed agency has satisfactorily met all the required standards.  The formal hearing in the most recent re-accreditation process for the Winnipeg Police Service took place in Schaumburg, Illinois in July, 2014.
 
For major police agencies such as the Winnipeg Police Service, there are approximately 460 standards. These standards address law enforcement roles, responsibilities and relationships; organization, management and administration; personnel structure and process; law enforcement operations and support; traffic operations; detainee and court related activities; communications; records; evidence and property; and evidence control.
 
The Winnipeg Police Service is committed to the accreditation process.  We believe that adoption of, and adherence to best practices ensures and demonstrates that the Winnipeg Police Service is focused on continuous improvement to meet, and in many cases exceed standards.
 
The public release of the assessors' report today builds on the Winnipeg Police Service's dedication to professionalism, accountability, and transparency.  The complete report will be posted on our website at: www.winnipeg.ca/police.
 
The public will note that in a few instances on the posted copy of the report information is redacted.  This has been done to protect sensitive and confidential information related to some police operations, and to protect third party privacy interests.
 
The Winnipeg Police Service would like to take this opportunity to thank all government and community stakeholders, and members of the public who participated in the assessment process during March, 2014.
