COMMUNITY NOTIFICATION

 
 
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Alvin John BIGNELL, 37 years of age, a convicted sex offender who is considered high risk to re-offend in a sexual manner against young children.
 
BIGNELL will be released from the Regional Psychiatric Center, Saskatchewan Penitentiary, Saskatchewan on September 10, 2014 after serving a twenty four month sentence for sexual assault, in addition to 15 months pre-sentence custody. Upon release, BIGNELL will be subject to a three year Probation Order. BIGNELL is expected to take up residence in Winnipeg, Manitoba.
 
BIGNELL has a history of sexual offences. Although he participated in some treatment programming in the past, BIGNELL is still considered high risk to re-offend in a sexual manner against young children.

Background information:
 
John Alvin BIGNELL is a 37 year-old male with a criminal record including seven sexual assault related convictions and two convictions for breach of probation.
 
Mr. BIGNELL`s most recent conviction for sexual assault on September 9, 2012 occurred in May, 2011.  He sexually assaulted a six year old boy in his bed. BIGNELL received a total sentence of 24 months custody, in addition to pre-trial custody of approximately fifteen months, and a 3 year supervised probation order.  
 
BIGNELL will be released from the Regional Psychiatric Center, Saskatchewan Penitentiary, Saskatchewan on September 10, 2014. BIGNELL was held to Warrant Expiry on this conviction. That is, he was not granted any form of parole.
 
Upon release, BIGNELL will be subject to the conditions of a Probation Order that expires on September 10, 2017.  The probation order includes conditions such as:
 
-Not to possess any weapons;
-Attend, participate and complete sex offender; Opportunities for Independence
 and any other counselling as directed by his Probation Officer;
-Not to be alone with any person under 16 years, unless under the direct     
 supervision of a responsible adult; and
-Abide by a curfew of 9:00 pm to 7:00 am daily, except for medical
 emergencies, compliance with Court Orders and leaves approved in advance 
 by his Probation Officer, and comply with any curfew checks conducted at the
 home address or by telephone.
 
BIGNELL is also subject to an Order of Prohibition that expires on September 10, 2034, which prohibits BIGNELL from:
 
-Attending a public park or public swimming area where persons under sixteen
 years of age are present, or a daycare, school ground, playground or
 community centre;
-Seeking, obtaining or continuing any employment, or being a volunteer, that
 involves being in a position of trust or authority towards persons under sixteen
 years of age; and
-Using a computer for the purpose of communicating with a person under   
 sixteen years of age.
 
BIGNELL is subject to a Firearms and Weapons Prohibition Order that expires September 11, 2022 that prohibits possession of any firearms (other than a prohibited firearm or restricted firearm), cross-bows, restricted weapons, ammunition and explosive substances. He remains a federally registered sex offender until 2032.  
 
BIGNELL was previously convicted in 2004 for sexual assault that occurred in 2002. BIGNELL received a three year suspended sentence during which he was subject to three years supervised probation. BIGNELL was also convicted in 1998 of sexual assault for which he received a three month jail sentence and one year probation. BIGNELL was convicted of 2 counts of sexual interference in 1997 and was sentenced to one day incarceration and three years supervised probation on each count.  
 
BIGNELL has been subject to three Probation Orders. He was convicted in 1998 and 1999 for failing to comply with the Probation Orders by being in the company of young males and committing a sexual assault, and received jail sentences of 7 days and 4 months respectively.
 
While incarcerated, BIGNELL participated in some sex offender programming but is still considered at high risk to re-offend in a sexual manner against young children.
 
BIGNELL is expected to take up residence in Winnipeg, Manitoba.
