Winnipeg Police Service News Release

 

  Friday, December 30th, 2011

FRAUD INVESTIGATION- ARREST      C11-264582
On December 22nd, 2011 just before 6:30 p.m., Division 16 Uniform Members responded to a pharmacy within the 1100 block of Pembina Highway for a report of a male attempting to pass forged prescriptions for medication. 
 
Upon arrival officers located the male and he was taken into custody without incident.  The male was found to be in possession of forged prescriptions and identification in several different names.   As a result of the continued investigation several more forged prescriptions and a loaded handgun were located within a vehicle at this location. 
 
As a result of the continued investigation by a number of police units, and lead by members of the Commercial Crime Unit, the true identity of the male was learned and it was discovered that an outstanding federal arrest warrant for fraud related offences, was in effect from Minneapolis, Minnesota.
 
Investigators learned that on or about September 10th, 2011 the suspect male decided to flee the United States, in a Piper aircraft in attempts to start a new life in Canada.  The aircraft departed from Minneapolis, Minnesota and flew into Canada, subsequently landing at an airport in St. Andrews, Manitoba.   
 
A search warrant was executed at a residence in the area of Hargrave Street and Broadway Avenue and the following items were seized:
 
·        Forged prescriptions and related production tools for the forging of prescriptions and accompanying identification, which included computers, a thermal printer, and an inkjet printer
·        Approximately $35,000.00 in Canadian and US currency
·        Approximately $85,000.00 in one ounce gold coins (current market value, $1,560 per oz)
·        Approximately $756 in one ounce silver coins (current market value, $27 per oz)
·        An electronic control device and bear spray
·        Assorted medications obtained via the forged prescriptions
 
Travis Madgalena SCOTT, 38 years (aka; Paul Ian DECKER, Travis OLSON)
 
- Possess loaded restricted weapon
- Possess weapon for dangerous purpose
- Unauthorized possession of restricted firearm X2
- Utter forged document X4
- Possess prohibited weapon X2
 
SCOTT has been detained in custody at the Winnipeg Remand Centre. 
 
Winnipeg Police Service Members have been in contact with the RCMP and the Canada Border Services Agency as well as the US Marshals Service who are initiating extradition proceedings to have this male returned to the United States.
 
 
STRONG ARM ROBERRY- ARREST   C11-268129
On December 29th, 2011 at approximately 3:15 a.m. Winnipeg Police Service Members responded to a hotel in the area of McPhillips Street and Jefferson Avenue for a report of a male seen with a gun. 
 
A number of units attended and located observed a male and female running through the hotel area.  After a brief foot chase Division 13 officers took both persons into custody without incident. 
 
The investigation has revealed that the suspect male, along with a female known to him, were walking through the parking lot when the male suspect approached the victim, produced a handgun and demanded his property.  Personal property was obtained and the suspect male and female fled the scene, only to return a short time later.  
 
As a result of the efforts of uniform members, the personal property from the victim and two replica handguns were recovered.  The female who had accompanied the male suspect is not facing any charges. 
 
Robert Dean TRAVERSE 23 years of Winnipeg has been charged with the following offences for his alleged involvement in this incident: 
 
- Robbery with firearm
- Possess weapon for dangerous purpose X 2
- Carry concealed weapon X 2
- Point firearm
- Possess firearm while prohibited X 2
- Use firearm while committing indictable offence
- Breach of probation and an outstanding warrant for arrest for fail to comply with probation order
 
TRAVERSE has been detained in custody.   
 
 
VEHICLE ROBBERY                  C11-268772
On December 30th, 2011 just after 1:00 a.m. Winnipeg Police Service members were dispatched to attend to the area of 1st 100 Carlton Street for report of a vehicle that was just stolen by a number of individuals.
 
Upon arrival officers located the 21 year male victim who explained that he had been travelling southbound on Carlton Avenue when a white vehicle pulled out in front of his car.  Approximately four male suspects, with one armed with a handgun and one armed with a knife approached and entered the victim's vehicle. 
 
The victim was instructed to drive a short distance and then told to get out of the vehicle.  The vehicle sped off and was last seen travelling down the north back lane (paralleling Broadway) from Carlton Avenue.
 
The victim was not injured during the incident.  

STOLEN VEHICLE: 2004 Black Nissan Maxima (4 door), Manitoba License: GES 586

The suspects are described as: 
Suspect #1: Caucasian male, approximately late 20's to early 30's, approximately 5'8" tall with a skinny build and wearing a dark hoodie.
Suspect #2: Caucasian male, approximately 29-34 years of age, approximately 5'8" tall with a medium build and short black hair.
 
This investigation is ongoing by members of the Major Crimes Unit.
