Winnipeg Police Service News Release:

ROAD WATCH PROGRAM
Between Friday, May 6th and Sunday May 8th, 2011, the Winnipeg Police Service "Road Watch" was in effect during the evening hours and into the early morning. During that period, Officers focussed their efforts in the following areas:
 
Portage Avenue and Empress Street
* 75 vehicles stopped  
* 1 suspended driver
 
Portage Avenue and Moray Street      
* 72 vehicles stopped
 
Salter Street and Aberdeen Avenue    
* 40 vehicles stopped   
* 1 suspended drivers
* 1 Alcohol Screening Device – warning
 
Chief Peguis Trail and Henderson Highway   
* 58 vehicles stopped 
* 4 impaired drivers
* 2 Alcohol Screening Device – warning
* 1 prohibited driver
 
The total number of vehicles scanned utilizing an Automated Licence Plate Reader was 1520 with 245 vehicles being stopped by Winnipeg Police Service members. 
 
As a result,
 * 43 Provincial Offence Notices were issued.
 * 13 Alcohol Screening Devices were administered with 9 individuals passing.
 * 2 Alcohol Screening Device warnings (resulting in 24 hour suspensions being issued).
 * 4 drivers were charged with impaired driving or refusing a breath test. 
 * 3 drivers were found to be suspended and their vehicles impounded for 30 days.
 
Since the Road Watch program began in April 2011, Winnipeg Police Service members have charged 9 drivers with driving over .08, 2 for refusing to provide a breath sample, 11 drivers received 24 hour suspensions after registering a warning on the Alcohol Screening Device. As well, 209 Provincial offence notices were issued for various Highway Traffic Act offences.
 
The Road Watch program will operate next weekend during the period of May 13th to May 15th, 2011.
 
WINNIPEG POLICE SERVICE AWARDS DAY
On Friday, May 13th, 2011, at 1:00 p.m., the Winnipeg Police Service will honour staff and police members for their dedication to duty and their exemplary service at the Annual Awards Day Ceremony at the Immanuel Pentecostal Church located at 955 Wilkes Avenue.
 
Members have gone beyond the call of duty throughout the year and will be recognized for their extraordinary achievements.  Other members will be recognized for their exemplary service and dedication.  This includes civilian members who provide essential support to the Service on a daily basis and whose contribution to the Service is vital to the efficient operation of our organization.
 
The following awards will be presented at the ceremony:
 30 Year Police Exemplary Service Bars:
17 eligible police members
 
20 Year Police Exemplary Service Medals:
41 eligible police members
  
25 Year City of Winnipeg Service Pin:
4 eligible police members
9 eligible civilian members
 
Staff Exemplary Service Awards:
10 eligible civilian members
 
Certificates of Commendation
28 eligible police members
2 eligible civilian members
 
As well, one police member will posthumously receive the James Toal Award of Excellence.
 
The Winnipeg Police Service congratulates all members who received awards for their achievements.  Members of the public and the media are invited to attend the ceremony.
 
 
HOMICIDE INVESTIGATION – ARREST C11-94547
On May, 10, 2011 at approximately 9:20 p.m., members of the Winnipeg Police Service were dispatched to a residence in the 200 block of Austin Street North after receiving a 911 call.
 
Attending members located 46 year old Solomon Joseph Andrew TURNER deceased within the home. An autopsy has been completed and the cause of death has been attributed to multiple stab wounds to the lower body.
 
The investigation has revealed that the victim and another male became involved in a verbal argument. The argument escalated into a physical altercation at which time the suspect male produced a weapon a proceeded to stab the victim multiple times to the lower body. The suspect then fled the residence.
 
Police were notified after which time the victim was located within the home.  
 
On May 11, 2011, Lloyd Alfred LINDSAY, 48 years was arrested and charged with 2nd Degree Murder as a result of his alleged involvement.
 
He has since been detained at the Provincial Remand Centre.
 
 
FIREARMS SEARCH WARRANT - ARRESTS C11-95089
On May 11, 2011 at approximately 8:30 p.m., members of the Organized Crime Unit with the assistance of the Tactical Support Team, Street Crimes Unit, National Weapons Enforcement Support Team (NWEST), Street Crimes Unit, Uniform members and Canine Unit executed a Firearms Search Warrant at a residence in the 200 block of Arnold Avenue.
 
As a result, the following items were located and seized from within the home:
 
  • Loaded .38 calibre revolver
  • .22 calibre rifle
  • 2 ½ lbs. of Marihuana – estimated street value of $6000.00
  • Approximately 490 Ecstasy tablets - estimated street value of over $4900.00
  • Approximately 195 Ecstasy capsules – estimated street value of $5000.00
  • Over 80 Percocet tablets – estimated street value of over $3500.00
  •  ½ kilogram of Ecstasy powder – estimated street value of $3000.00
  • 2 kilograms of a cutting agent – estimated street value of $4000.00
  • Numerous scales, two hydraulic presses and packaging materials
Also located within the home was a Single Stick of Commercial Grade Explosive. As a result, numerous homes in the immediate area were evacuated and members of the Winnipeg Police Service Bomb Unit were deployed.
 
The explosive was safely removed.
 
A 25 year old male and a 54 year old malehave been charged with numerous drug and firearm related offences.
 
They have been detained at the Provincial Remand Centre.
