Winnipeg Police Service News Release

ROAD WATCH PROGRAM
On Saturday April 30th, 2011 the Winnipeg Police Service "ROAD WATCH" Program was in effect during the evening hours and into the early morning.  Officers utilizing an Automated Licence Plate Reader (ALPR) have resulted in the following:
 
Salter Street and Stella Avenue     
- 620 vehicles were scanned
- 4 unregistered vehicles
- 2 suspended and 2 unlicensed drivers
- 1 driver for impeding the flow of traffic  
 
Arlington Street and Alexander Avenue     
- 382 vehicles were scanned
 
Broadway and Balmoral Street 
- 325 vehicles scanned
- 1 Warrant to apprehend- fail to comply with recognizance
 
Elizabeth Road and Speers Road  
- 26 vehicles stopped
- 8 Alcohol Screening Device (ASD)- passes 
- 3 ASD- warns
- 1 ASD- fail 
- 2 Impaired over 80 mg%
 
The total number of vehicles scanned or stopped was 1353, with 22 offence notices issued.
 
12 ASD tests were administered, resulting in 8 passes, 3 warns (24 hour suspensions), 1 fail and 2 Impaired/over 80mg% (60 day impounds of their vehicles). There was also on individual arrested on the strength of an outstanding warrant.  
 
 
HOMICIDE UPDATE- ARREST               C11-85228
As previously released, on April 29th, 2011 at approximately 6:25 p.m., Uniform members responded to the sound of shots fired in the area of the 500 block of Portage Avenue.
 
Attending members learned that a 20 year old male victim suffering from upper body injuries had already been transported to hospital and was listed in critical condition.
 
During the morning hours of April 30th, 2011, the victim, identified as Trevor Abraham HARPER succumbed to injuries sustained.
 
Investigators have learned that the victim, in the company of another male and a female, were inside a vehicle in the rear lane of the 500 block of Portage Avenue when they were approached by a number of males. 
 
One of the males tapped on the window with a handgun and demanded that the occupants exit the car.  The driver immediately reversed the vehicle, at which time a suspect youth proceeded to fire upon the vehicle, striking the victim in the upper body.
 
On Wednesday May 4th, 2011 shortly after 10:00 a.m., as a result of the continued investigation, a 15 year old male youth was located and arrested in the area of Pembina Highway and Plaza Drive. 
 
In consultation with the Crown Attorneys Office, a 15 year old male youth has been charged with 2nd Degree Murder. He remains in custody at this time. 
 
 
PROPERTY DAMAGE INCIDENTS         C11-89652
On Thursday, May 5th, 2011 at approximately 6:20 a.m. Winnipeg Police Service Uniform Officers responded to a property damage incident that had occurred within the 1st 100 block of Dalhousie Drive. 
 
Upon arrival officers located a vehicle that had small holes in each window.  Further investigation has revealed a number of other vehicles in the surrounding area that have had similar damage.  
 
This investigation is continuing by Division 16 Uniform Members and anyone who may have information regarding these incidents or the suspect(s) is asked to contact CrimeStoppers at 786-TIPS (8477).
