Winnipeg Police Service News Release

 

  Friday, January 27th, 2012

FATAL FIRE INVESTIGATION- UPDATE          C12-14703
As previously released, on January 24th, 2012 at approximately 8:30 p.m. emergency services responders were dispatched to a working fire at a residence located within the 1st 100 block of Woodlark Place.
 
Upon arrival, fire crews entered the residence and removed five individuals from within the home. 
 
The five victims were transported to the hospital in critical condition.  Four females, two adults and two children, succumbed to their injuries. 
 
One infant female was transported to the hospital in critical condition, where she remains at this time.
 
The cause of death for the four victims has been determined to be smoke inhalation.
 
As a result of the continued investigation by members of the Arson Strike Force, the Office of the Fire Commissioner, and the Identification Unit, the cause fire does not appear to be suspicious.   Estimated damage to the building and the contents is $80,000.
 
This investigation is ongoing. 
 
 
UNLAWFULLY AT LARGE SUSPECT- ARREST  C12-15639
As previously, on January 22nd, 2012 at approximately 9:00 p.m. while being guarded in hospital, Stephane Martin BISSONNETTE, 29 years escaped custody. BISSONNETTE is currently awaiting trial on charges of robbery and firearm offences stemming from an incident that occurred on October 28th, 2011. 
 
On January 26th, 2012 shortly before 4:00 p.m., Division 11 uniform officers were patrolling in the area of Balmoral Street and Cumberland Avenue when they recognized the wanted suspect walking in the area.  The suspect male was taken into custody within a hotel in the area without incident. 
 
BISSONNETTE was turned over to members of the Major Crimes Unit who continued with the investigation.  As a result of the investigation BISSONNETTE is believed to be responsible for the following incidents: 
 
-          On October 11th, 2011 at approximately 2:30 p.m., a financial robbery at a bank within the 2000 block of McPhillips Street.
 
-          On October 12th, 2011 at approximately 1:00 a.m., a commercial break and enter at a sports bar within the 300 block of Portage Avenue.
 
-          On October 20th, 2011 at approximately 5:20 a.m. a commercial break and enter at a business within the 1st 100 block of Sherbrook Street. 
 
-          On October 27th, 2011at approximately 1:00 p.m. a residential break and enter to a residence within the 300 block of Seven Oaks Avenue.
 
-          On January 26th, 2012 at approximately 9:15 a.m., a financial robbery within the 300 block of Portage Avenue. 
 
-          On January 26th, 2012 at approximately 10:30 a.m. a financial robbery within the 1400 block of Main Street. 
 
There were no reported injuries during these incidents.
 
Stephane Martin BISSONNETTE, 29 years of no fixed address is facing the following charges in addition to the outstanding warrant for being unlawfully at large:
   
- Robbery X 2
- Robbery with intent
- Disguise with intent
- Break and enter X 3
 
BISSONNETTE has been detained in custody at the Provincial Remand Centre.
 
 
DRUG INVESTIGATION- ARREST                      R12-7581
On January 24th, 2012, as a result of an ongoing investigation by members the Winnipeg Police Service Green Team, and with the assistance of the Tactical Support Team and the Vice Unit, a controlled drug and substance act search warrant was executed at residence within the 1st 100 block of Driftwood Bay. 
 
During the execution of the warrant a 50 year old male was located within the premise and taken into custody without incident.   A large scale marihuana grow operation was dismantled and the following items have been seized:  
 
- 914 Marihuana plants, in various stages of growth, with an estimated street value of $1,023,680
- $20,000 in assorted grow-operation equipment
 
A 50 year old male from Winnipeg will be facing the following charges for his alleged involvement in this incident: 
 
- Production of controlled substance - CANNABIS (MARIHUANA)
- Possessing substance for purposes of trafficking - CANNABIS (MARIHUANA)
- Theft of Telecommunications- over (Hydro)
 
He has been released on a promise to appear.
