COMMUNITY NOTIFICATION
 
 
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Todd Anthony KELLY, 49 years of age, a convicted sex offender who is considered a high risk to become involved in further sexual offences.
 
Kelly has a history of sexual offences in relation to adolescent females as well as many other criminal offences. Although Kelly participated in some sex offender treatment programs while in prison, he is still considered a high risk to re-offend.  
 
Kelly will be released from the Stony Mountain Institution on December 1, 2010. He is expected to take up residence in Winnipeg. Upon release, Kelly will be under the terms of a Long Term Supervision Order.  Females, particularly those in the 12 – 19 age range, are at risk of sexual violence.

Background information:
 
Todd KELLY is a 49 year-old male with a criminal record for sexual offences as well as numerous other criminal offences.
 
Kelly's most recent offences occurred between July 2001 and October 2004. On numerous occasions during that period, KELLY would supply drugs to vulnerable young females and, in exchange, force them to submit to various sexual acts with him.  Kelly was arrested for these offences in October 2004. While in custody awaiting trial, Correctional Officers intercepted a note written by Kelly in which he directed an associate to cause injury to the victims that would render them incapable of giving evidence against him. On December 3, 2007, Kelly was sentenced on five charges of Sexual Assault and one count of Attempting to Obstruct Justice in connection with the above offences. He was declared a Long Term Offender and was sentenced to three years in prison. The sentence imposed took into account the fact KELLY had been in custody from October 2004 until December 2007. KELLY will complete the prison portion of his sentence on December 1, 2010. Upon release, he will be under Long Term Supervision Order for 10 years.
 
While in custody, Kelly received some sex offender treatment. However, he is still considered a high risk to re-offend. Females, particularly adolescent females, are at risk for sexual violence.
 
Kelly is expected to take up residence in Winnipeg.
