The Manitoba Integrated High Risk Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.  MIHRSOU today provides information regarding Russell Rolando PLETT, 34 years of age, a convicted sex offender who is considered high risk to become involved in further offences.
 
PLETT will be released from Stony Mountain Institution, Manitoba on October 15, 2014.  He is expected to take up residence in Winnipeg.
 
Although PLETT participated in some sex offender treatment programming while in prison, he is still considered high riskto re-offend.   All children are at risk.

 


This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. PLETT will not be tolerated.

Background information:
 
Russell Rolando PLETT is a 34 year-old male with a criminal record for sexual interference.  PLETT sexually assaulted a six year old boy in a restaurant washroom. The victim was unknown to PLETT.  On October 17, 2011 PLETT was convicted of sexual interference and received a sentence of 3 years. 
 
Upon release, PLETT will be subject to a 20 year prohibition order which prohibits him from:
-Attending a public park or public swimming area where persons under the age of sixteen years are present or can reasonably be expected to be present, or a daycare centre, school ground, playground, or community centre;

-
Seeking, obtaining or continuing any employment, whether or not the
employment is remunerated, or becoming or being a volunteer in a capacity,
that involves being in a position of trust or authority towards persons under the 
age of sixteen years; and

-
Using a computer system for the purpose of communicating with a person
under the age of sixteen years.
 
Upon release, PLETT is expected to take up residence in Winnipeg.
 
While in custody, PLETT did participate in some sex offender treatment programs.  However, he is still considered high risk to re-offend against children. All children are at risk.
