Thursday, January 9, 2014   COMMUNITY NOTIFICATION The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.  MIHRSOU today provides information regarding Ryan James GABOURIE, 32 years of age, a convicted sex offender who is considered at high risk to become involved in further sexual offences against children.   GABOURIE will be released from Headingley Correctional Institution in Headingley, Manitoba on January 9, 2014.  He is expected to take up residence in Winnipeg, Manitoba.   GABOURIE has a history of sexual offences in relation to children, including Sexual Assault, Break and Enter Commit Sexual Assault, Possession of Child Pornography, Break and Enter with Intent as well as many other criminal offences.  Although GABOURIE participated in some sex offender treatment while in prison, he is still considered a high risk to re-offend.   Male and female children are at risk.       Community Notification This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. GABOURIE will not be tolerated.         Name:                   Ryan James GABOURIE   DOB:                     1981-11-03   Height:                   178 cm (5'8")   Weight:                   90 kg (198 lbs)   Hair:                       Brown   Eyes:                      Hazel   Race:                     Caucasian   Distinguishing marks: None     IF YOU HAVE INFORMATION ABOUT GABOURIE AND WISH TO SPEAK DIRECTLY TO A POLICE OFFICER,  PLEASE CALLMIHRSOU 204-984-1888.       Background information:   Ryan James Gabourie, a 32 year-old male, has a prior criminal record that includes 5 counts of Sexual Assault, 5 counts of Break Enter and Commit Sexual Assault, Possession of Child Pornography, Break and Enter with Intent and other criminal offences.   GABOURIE's most recent conviction involved breaching the terms of a Recognizance Order which occurred 1 day after being released from custody on November 13, 2012.  On November 14, 2012, GABOURIE was observed to be using the computer and internet contrary to his Recognizance Order.  Previous to this conviction, GABOURIE was re-arrested 7 days after being released from serving 7 years in Federal custody.  On June 28, 2012, GABOURIE breached his curfew condition as well as a condition not to possess or operate any device with internet amenities or connections.    GABOURIE's previous offences involve sexually molesting five young boys, between 5 and 11 years old by entering their homes through unlocked windows or doors and sexually assaulting them in their beds while their families were sleeping nearby.  GABOURIE entered the homes of another boy and girl in the same manner but was discovered before he committed any additional offences.  The victims were unknown to GABOURIE.  He would choose homes where children's toys were visible in the yard or could be seen inside the homes by peering in through windows.  He has also been arrested for being in the possession of child pornography.     GABOURIE will be released from the Headingley Correctional Institution in Headingley, Manitoba on January 9, 2014.  Upon release, GABOURIE will be subject to the conditions of a Probation Order prohibiting him from: Attending a public park or public swimming area where persons under the age of fourteen years are present or can reasonably be expected to be present, or a day care centre, school ground, playground or community centre; Having any contact or communication with persons under the age of sixteen years, except through unavoidable encounters in public places or as allowed by his probation officer in writing, in advance; Having possession of a computer or Internet access. GABOURIE will be subject to a daily curfew of 10:00 pm to 9:00 am, except for verifiable medical emergencies or when given special permission in writing, in advance, by his probation officer.   GABOURIE participated in some sex offender treatment programs while in prison.  However, he is still considered a high risk to re-offend.  Male and female children are at risk.  He is expected to take up residence in Winnipeg, Manitoba.
