BREACH PROBATION – ARREST   R14-2282
Recently, the Winnipeg Police Service provided a Community Notification regarding Ryan James GABOURIE, 32 years-old and his release from custody. He was expected to take up residence within the City of Winnipeg.
 
On January 12, 2014, members of the Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) were advised that GABOURIE had allegedly breached conditions of his release. As a result, investigators located, and arrested GABOURIE at approximately 4:25 p.m. in the area of the 200 block of Graham Avenue.
 
He has been charged with fail to comply with a probation order x 2.
 
He was remanded into custody.
 
 
KIDNAPPING – ARREST C14-0008129
On January 12, 2014, members of the Winnipeg Police Service became involved in a missing person investigation involving a 14 year-old male victim.
 
Officers met with family members who reported that their son was missing, with the possibility that he had been kidnapped.
 
Numerous police resources were assigned, including investigators from the East District Crime Unit.
 
The investigation has revealed that a male suspect, who is known to the family, convinced the victim that he was an officer with the Winnipeg Police Service.
 
On January 11, 2014, the suspect arranged to meet with the victim when he advised him that he was investigating a report of an assault. He then convinced the victim that he was being considered a suspect in the investigation. 
 
The victim was conveyed to a downtown hotel at which time the victim's phone was taken away and advised that he would have to stay in the hotel room for a period of time to avoid going to jail.
 
To further convince the victim that he was a police officer, the suspect produced a replica pellet handgun.
 
Leaving the victim in the hotel room, the suspect returned to the family residence. The suspect left an anonymous note for family members indicating that their son had been kidnapped and that he would be harmed if an undisclosed amount of money wasn't provided.   
 
The investigation continued and the male suspect was eventually arrested and taken into custody.
 
The victim was located unharmed and returned to family members.
 
Harpreet Singh KANDA, 19 years-oldhas been charged with the following offences due to his alleged involvement:  
 
Personating peace officer
Extortion
Kidnapping using a firearm
Possession of a weapon
Carrying concealed weapon prohibited device or ammunition
 
He was detained at the Provincial Remand Centre.
 
 
SEXUAL ASSAULT INVESTIGATION   C14-0007559
On January 11, 2014 at approximately 5:00 a.m., a 25 year old female was confronted by four male suspects in a vehicle while in the area of the 900 block of Aberdeen Avenue.
 
The victim was forced into the vehicle at which time she was physically and sexually assaulted over a period of time.
 
The victim was eventually let out of the vehicle in the area of Notre Dame Avenue and Isabel Street. 
 
The suspects are described as: two Caucasian males and two black males. One of the black males is described as having a beard. One of the Caucasian males is described as having blonde hair.
 
The vehicle is described as: blue/grey, four door, older model car.
 
The investigation is continuing by members of the Sex Crimes Unit. Anyone with information regarding this incident is asked to contact investigators at 204-986-6245 or Crime Stoppers at 204-786-TIPS (8477).
