The Winnipeg Police Service would like to thank members of the public and media for their assistance in this matter.   Friday, September 20, 2013     MISSING PERSON – STARR ROXANNE MCKAY R13-63652 The Winnipeg Police Service is requesting the public's assistance in locating a 14 year old female, STARR ROXANNE MCKAY. MCKAY was recently seen in the Weston / Brooklands area of Winnipeg.    MCKAY is described as an aboriginal female, 5'1" tall, approximately 100 pounds with a slim build, long straight brown hair with brown eyes.
