CHILD ABUSE ARREST – C13-106456
In June of 2013, members of the Winnipeg Police Service Child Abuse Unit became involved in a historical investigation.
 
Investigators met with two male victims, now 23 & 24 years-old who had come forward with allegations stemming from incidents that occurred between January 1, 2002 and January 1, 2008.
 
Both victims related that they had been hired by a male to work at a movie theatre in the 1300 block of McPhillips Street.  Originally, both were paid 'under the table' due to being 13 years-old at the time, but later were added to the payroll when they came of age to be employed.
 
It is alleged that on multiple occasions the victims were sexually assaulted by the suspect.  The assaults were not reported at the time.
 
The suspect was found to be living in Saskatoon, Saskatchewan and a warrant of arrest was requested.  Investigators contacted members of the Saskatoon Police Service and advised them of the investigation and outstanding warrant.  The suspect was arrested on the strength of the warrant by Saskatoon Police and Winnipeg investigators were notified.
 
On Wednesday, October 24, 2013 members of the Manitoba Integrated Warrant Apprehension Unit attended to Saskatoon and took custody of the male. He has been transported back to Winnipeg.
 
Terrence James STANNARD 54 years of Saskatoon, Saskatchewan has been charged with:
 

  • Sexual Exploitation x 2
  • Sexual Assault x 2
  • Invitation to Sexual Touching x 2

 
He was detained at the Winnipeg Remand Centre.
 
 
CDSA WARRANT ARREST – C13-218608
Recently, members of the Winnipeg Police Service Division 11 Community Support Unit entered into a drug investigation.  As a result of the investigation a Controlled Drug and Substances Act (CDSA) Search Warrant was applied for and granted.
 
On Thursday, October 24, 2013 at approximately 1:30 p.m. with the assistance of uniform members and the Tactical Support Team the warrant was executed at a residence in the 600 block of William Avenue.  A lone male was located within the residence and taken into custody.
 
A search of the residence resulted in the seizure of the following:
 

  • prescription medications including morphine & oxycontin with an estimated street value of $12,805.00
  • Functioning electronic control device (Taser)
  • Assorted knives
  • $174.00 in Canadian currency

 
A 60 year old male from Winnipeg is facing several drug and weapon related charges.
 
He was released via a Promise to Appear.
 
 
COMMERCIAL ROBBERY – C13-218819
On Thursday, October 24, 2013 shortly after 2:30 p.m. members of the Winnipeg Police Service were dispatched to a convenience store in the 300 block of Ottawa Avenue for the report of a commercial robbery.
 
Officers met with a 53 year old employee and 49 year old customer who advised that a male with his identity disguised had entered the store.  The male attended to the counter, produced a weapon and then demanded and received an undisclosed amount of cash and cigarettes after which he fled.  Neither victim was injured during the incident.
 
The suspect is described as:  5'10" tall, 30-40 years of age with a medium/stocky build and dark eyes.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter or the identity of the suspect(s) is asked to contact investigators at (204) 986-6219 or Crime Stoppers at (204) 786-TIPS (8477).
 
 
FRAUDULENT TELEPHONE SOLICITATIONS
In August of 2013 the Winnipeg Police Service advised the public of fraudulent telephone solicitations that were being made on behalf of the Winnipeg Police Service or the Winnipeg Police Association.
 
Recently, the Winnipeg Police Service has again received reports from local businesses who have received telephone calls from individuals identifying themselves as being associated to the Winnipeg Police Service or the Winnipeg Police Association.  During the telephone call a request is made for the business to buy advertising space in an upcoming magazine or publication.   
 
The Winnipeg Police Service would like to remind businesses and individuals that if you receive a telephone call requesting money to support a local charity or a not-for-profit agency to ask for the information to be sent to you in writing. Legitimate charities and organizations will have no problem giving you this information and they do not request credit card or personal information over the phone.
