The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Rainie James SEMPLE, also known as Rene James Everett, 40 years of age, a convicted sex offender who is considered at high risk to re‑offend in a sexual and/or violent manner.                                                                                                                                                                                                                                                                        

SEMPLE will be released from Bowden Institution, Alberta on July 4, 2013 after serving a five year sentence (four year prison sentence in addition to 12 months pre-sentence custody) for assault causing bodily harm. When SEMPLE was sentenced on July 7, 2009, he was designated a Long Term Offender. Upon release, SEMPLE will be subject to a ten year Long Term Supervision Order. He is expected to take up residence in Winnipeg, Manitoba.
 
SEMPLE has a lengthy history of violent and sexual offences.  Although he has participated in some treatment programming in the past, SEMPLE is still considered at high risk to re-offend in a sexual and/or violent manner. Although all persons are at risk, females are at particular risk.

Background information:
 
Rainie James SEMPLE is a 40 year-old male with a lengthy criminal record for sexual assaults including sexual assault with a weapon, sexual assault and violent offences such as robbery, assault causing bodily harm, uttering threats, a weapons offence and failure to comply with recognizances, undertakings and probation orders.
 
SEMPLE'S most recent conviction occurred on June 20, 2008 when he assaulted a female acquaintance by knocking her down, hitting, punching and kicking her around the body, including her face. The victim sustained serious injuries.
 
SEMPLE will be released from Bowden Institution, Alberta on July 4, 2013. He was held to Warrant Expiry on these charges. That is, he was not granted any form of parole.
 
Upon release, SEMPLE will be subject to the conditions of a ten year Long Term Supervision Order, including:
  • Immediately report all intimate sexual and non-sexual relationships and
   friendships with females to his parole supervisor;
  • Abstain from the possession and consumption of alcohol and non-prescription
   drugs and avoid drinking establishments where the primary source of income     
   is from the sale of alcohol;
  • Comply with treatment plan/programs regarding substance abuse and sexual
   deviancy as arranged by his parole supervisor;
  • Comply with psychological/psychiatric counselling as arranged by his parole
   supervisor; and
  • No contact with his previous victims or members of their families.
SEMPLE is also subject to a lifetime weapons prohibition.
 
Previous convictions include sexual assault with a weapon which occurred in 2000 when Mr. SEMPLE sexually assaulted a woman at knife point. He was on probation for uttering threats and breach of undertaking when he committed that offence. He was sentenced to six years and eight months (in addition to 241 days pre-sentence custody credit). In 2007, while in police custody, SEMPLE uttered a threat to kill the sexual assault victim. 
 
Other incidents of violence include robbing a male unknown to him at knife point; assaulting a male with a weapon, causing injury; assaulting females on multiple occasions causing injury. 
 
While in prison, SEMPLE participated in some sex offender and substance abuse treatment programs and will be under a ten year Long Term Supervision Order when released from prison. He is still considered at high risk to re-offend sexually and/or violently. Although all persons are at risk, females are at particular risk.
 
SEMPLEis expected to take up residence in Winnipeg, Manitoba.
