Winnipeg Police Service News Release

Project DEPLETE     Winnipeg, Manitoba, February 3, 2012 – Today, the Manitoba Integrated Organized Crime Task Force (MIOCTF), along with over 80 police officers, made numerous arrests and conducted searches as part of a long-term investigation known as Project DEPLETE.    Law enforcement agencies from Manitoba, including the Winnipeg Police Service, the RCMP and the Brandon Police Service, participated in this large scale take-down.   Project DEPLETE was initiated in August 2011 and focused on high level independent drug traffickers operating in the City of Winnipeg and rural Manitoba.    Numerous search and arrest warrants have been executed and 13 people from Manitoba and Alberta have been charged with Possess Proceeds of Crime and Drug Trafficking.   During the investigation, police made several drug seizures including: 6912 grams of cocaine, 465 grams of "crack" cocaine, 272 grams of methamphetamine, 9,811 tablets of ecstasy, 1063 grams of MDMA, 501 tablets of oxycodone and 891 grams of marihuana.         The street value of the drugs seized is estimated at just over 1 million dollars.                                                                                                                                   All persons arrested will be appearing in Winnipeg court on February 6, 2012.      As a result of Project DEPLETE, the following persons charged have been taken into custody:     William Lauren BOWDEN             36 years old Winnipeg, Manitoba Charges:                    Traffic in cocaine X 3                                     Possess the Proceeds of Crime X 2                                       Chi Hong DO                                   30 years old Winnipeg, Manitoba Charges:                    Trafficking in cocaine                                     Trafficking in "Crack" cocaine                                     Possess the Proceeds of Crime X 2   Joshua James LYONS                  29 years old Winnipeg, Manitoba Charges:                    Trafficking in cocaine                                     Trafficking in MDMA                                     Possess the Proceeds of Crime X 2   Christopher Lea MURRELL        36 years old Winnipeg, Manitoba Charges:                    Trafficking in Cocaine X 2                                     Possess the Proceeds of Crime                               Pardeep KAPOOR                          33 years old Winnipeg, Manitoba Charges:                    Trafficking in cocaine                                     Trafficking in Methamphetamine                                     Possess the Proceeds of Crime X 2   Ramsey YAGGEY                          32 years old Edmonton, Alberta Charges:                    Trafficking in cocaine                                     Trafficking in oxycodone                                     Trafficking in Fentanyl                                     Possess the Proceeds of Crime                                                             Joshua Robert CHARNEY           21 years old Winnipeg, Manitoba Charges:                    Trafficking in Methamphetamine                                     Possess the Proceeds of Crime     Warrants for arrest are in effect for 6 individuals   Dalton MILLER                                21 years old Winnipeg, Manitoba Charges:                    Trafficking in cocaine                                     Trafficking in MDMA   Kareem MARTIN                             31 years old Winnipeg, Manitoba Charges:                    Trafficking in Ecstasy                                     Trafficking in MDMA                                     Possess the Proceeds of Crime X 3   Elmer John DEATO                       26 years old Winnipeg, Manitoba Charges:                    Trafficking in cocaine                                     Possess the Proceeds of Crime    Dane SAWATZKY                          27 years Winnipeg, Manitoba Charge:                      Trafficking in Ecstasy                                      Mark BEITZ                                     31 years Winnipeg, Manitoba Charges:                    Trafficking in cocaine X 2                                     Possess the Proceeds of Crime X 2   David Thomas                                29 years Winnipeg, Manitoba Charges:                    Possession of a Restricted Firearm                                     Weapons Trafficking                                     Possession of Proceeds of Crime     The Manitoba Integrated Organized Crime Task Force continues to investigate. Additional arrests and charges are contemplated pending further investigation.    Anyone with information regarding the whereabouts of these individuals is asked to contact CrimeStoppers at 786-TIPS (8477).   -
