Armed & Barricaded Update - C14-160595
As previously released -On July 30, 2014 at approximately 10:45 a.m., Winnipeg Police Service members received a call for service regarding a distraught male inside a residence in the 500 block of Stella Avenue. It was reported that the adult male was in possession of weapon or firearm and he had made threats to harm himself.
 
A number of police units arrived on scene and secured the area. Some nearby residences were evacuated as a precaution.
 
Members of the Crisis Negotiation Unit, specially trained members of the service utilized when communicating with individuals barricaded and threatening violence, were also deployed.
 
During the afternoon officers were successful at making contact and speaking with the male by telephone. Telephone communication was lost in the early evening.

Attempts were made to re-establish communication with the male. Tactical Officers were deployed to deliver a communication device to the house. At approximately 8:20 p.m., while attempting to deliver the communication device shots were fired from within the residence. Tactical officers discharged their firearms in response while attempting to retreat to safety.
 
There have been reports in the media that a "flash-bang" device was deployed when the Tactical officers first approached the house before the shots were fired. This information is inaccurate.
 
At approximately 3:00 a.m., Tactical Officers entered the residence and an unconscious male was located within. The Tactical Emergency Medical Support Paramedics (TEMS) confirmed the male was deceased. 
 
The deceased has been identified as Andrew BARYLUK, 52 years of Winnipeg

No officers were injured during the incident.
 
The investigation has revealed that the BARYLUK died as a result of a single self-inflicted gunshot wound. A firearm was located within the residence and seized by officers. 
 
This investigation is on-going by members of the Homicide Unit.
