Vehicle Robbery –Update- Arrest-  C14-169712
As previously released, on August 11, 2014 shortly before 12:30 p.m. Winnipeg Police Service members responded to a department store in the 1000 block of Empress Street for the report that a male was armed with a knife in the parking lot.

Police units were immediately dispatched and prior to their arrival learned that the suspect male had fled from loss prevention officers to a nearby retail parking lot within the 1300 block of Empress Street. When the five male staff members caught up with the suspect, he began making stabbing motions in their direction with the knife, just before jumping into a passing truck that was being driven by a 56-year-old female.


Officers arrived and met with female victim and the loss prevention officers where it was learned that in the process of the suspect stealing the truck, he assaulted the driver about her upper body, before she managed to exit her vehicle. She received minor injuries. 

The suspect male immediately drove the truck in the direction of the group causing them to back away from a duffle bag that he dropped. The suspect exited the truck, grabbed the bag and fled in the stolen vehicle.

At approximately 6:00 p.m. officers recovered the stolen truck in the rear of the 600 block of Sargent Avenue.

As a result of the continued investigation a suspect was identified and a warrant for arrest was obtained.

On August 13, 2014, after investigators had exhausted all efforts to locate the suspect, the Winnipeg Police Service had requested the public's assistance in locating Jason Dean BERCIER, 35 years. 
 
On August 13, 2014, investigators received information that the suspect was inside an apartment within the 100 block of Smith Street. An entry warrant was obtained and at approximately 8:40 p.m. officers entered the suite and located the suspect within. BERCIER was taken into custody without incident.

As a result of his alleged involvement in this incident, Jason Dean BERCIER, 35 years of Winnipeg has been charged with the following offences:

  • Robbery
  • Assault with a Weapon X10
  • Possession of a Weapon X2
  • Mischief X2 and
  • Failing to Comply with Court Orders

BERCIER was detained in custody.
 
The Winnipeg Police Service would like to thank the public and members of the media for their assistance in this matter.
 
Theft Investigation- Arrest- C12-8330
In January 2012, the Division 11 Crime Unit became involved in two theft investigation involving the same suspects:

 

  • On January 11, 2012, at approximately 5:00 pm, a 40-year-old male along with several other males and females attended to a food store located in the 200 block of Tyndall Avenue. During the incident, the 40-year-old male requested that the clerk take him to the back of the store to locate some merchandise. While the clerk complied a female acquaintance attended to the store office where $1120 in cash was removed.

 

  • January 12, 2012 at approximately 3:00 p.m. a 40-year-old male, along with several males and females, attended to a jewellery store within the 800 block of Ellice Avenue. Once inside the store, the group attended to the counter to speak with the employee about purchasing jewellery. During that time a female acquaintance attends to an office at the rear of the store.  After the group leaves the store, the employee discovers a large sum of cash and jewellery has been stolen. The estimated value is just over $156,000.

The investigation continued, and with the assistance of the Montreal Police Service, the 40-year-old suspect is identified.
 
On March 1, 2012, a warrant was obtained for a 40-year-old male identified as Serif Ionel DUMITRU.  
 
On August 6, 2014, as a result of the continued investigation involving the members of the Manitoba Integrated Warrant Unit and the assistance of the Vancouver Police Department, DUMITRU was located in the City of Surrey, BC. He was taken into custody without incident and transported back to Winnipeg on August 11, 2014.
 
Due to his alleged involvement, Serif Ionel DUMITRU, 40 years of Surrey, British Columbiahas been charged with Theft Over $5000 and Theft Under $5000.
 
He has been detained in custody.
 
The investigation is continuing.
 
Indecent Act- C14-171610
On August 13, 2014, at approximately 7:45 p.m., a 36-year-old female and three children, ages 5, 7 and 9 years of age, were at a children's playground in the area of the 200 block of Varsity View Drive.
 
While the children were on the play structures two unknown males, who had been sitting on a park bench, began engaging the children in a conversation.  A short time later the males began to walk away, however the female and the children noticed that one of the males lowered his pants, exposed himself and then both males were seen performing indecent acts.
 
The female victim immediately gathered the children and left the area. The males were last observed in a parking lot of a nearby apartment complex near Laxdal Road and Roblin Boulevard. Police were contacted and searched the area however the suspects were not located.   

The suspects are described as:
1) Caucasian Male, 18-20 years, approximately 5'10" tall, approximately 250 pounds, with light brown disheveled hair, but clean cut. He was wearing: a short-sleeve button shirt and knee-length patterned shorts

2) An 18- 20 year old male with a darker complexion, approximately 5'8" tall with a slim build, and black collar length hair. He was wearing a dark top or hoodie with knee length black shorts
