CITIZEN'S ACTION NETWORK (CAN)
The Winnipeg Police Service in partnership with the City of Winnipeg's Community Services Department is pleased to announce the creation of the Citizen's Action Network (CAN).  Citizen's Action Network will assist communities in working together with various agencies to solve non-crime related area problems and issues.  This network will harness our current Crime Prevention Initiatives, Neighbourhood Residential Associations, and other organizations that work together to make our communities a safer place to live and work.  
 
It is a fact that the citizens of Winnipeg know their neighbourhoods better than anyone else and this knowledge can often identify issues and problems long before they are brought to the attention of authorities. 
 
The Citizen's Action Network will allow non-crime related issues or problems within a community to be compiled by a volunteer community member known as a "CAN Coordinator" and forwarded to: the Winnipeg Police Service, 311, and/or Manitoba Justice's – Public Safety Investigations Unit.  Other helping agencies and organizations will then be enlisted in the efforts as required.
 
This network will develop leaders within our communities and will strive to make Winnipeg an even better place to live.

ABDUCTION- ARREST                                     C11-129758
On Wednesday, June 23rd, 2011 just before 10:00 p.m. Winnipeg Police Service Members responded to the area of the 1800 block of Elgin Avenue West for a report of shots being fired. 
 
Upon arrival, officers learned that a lone male suspect had approached a parked van that was occupied by two female youths.  The suspect entered the driver's seat of the vehicle, indicating he had a gun and immediately fled at a high rate of speed towards Keewatin Street.  One of the females, 16 years, managed to escape the vehicle however the second female also 16 years, was unable to exit before it sped away. 
 
Numerous police units began searching the area.  At approximately 10:30 p.m. an emergency call was received from a female within the St. Francis Xavier area, indicating that she needed assistance. 
 
A short time later, officers learned that a Sunfire had been stolen from a 21 year old male victim by a male suspect, who had a female victim with him.
 
Officers located the 16 year old female victim and confirmed that she had been abducted earlier from the Elgin Avenue area by a lone male.  The suspect drove the female to an area outside of the City of Winnipeg where a serious sexual assault had occurred. 
 
At approximately 11:30 p.m. information was received that a suspect had attempted to steal a truck from an area around Portage la Prairie however he was unsuccessful.  A quad ATV was later reported stolen from this location. 
 
A Tactical Team Unit learned that a quad being driven by a male had attended to this location minutes earlier and had fled towards the town of Portage La Prairie at a high rate of speed after failing to pay for gasoline. 
 
Air1 located the quad ATV travelling at a high rate of speed near the west end of the town and continually communicated and coordinated the information to ground units.
 
A Tactical Team Unit spotted the quad and activated their emergency equipment however the male driver refused to pull over and instead continued off road into a gravel pit area.  Given the terrain in this location, a number of police cruiser cars immediately become stuck and inoperable.     
 
Air1 maintained a constant visual of the suspect and directed officers to the specific location where the suspect male had abandoned the quad and was now travelling on foot. 
 
At roughly 1:00 a.m. a Winnipeg Police Service Street Crimes Unit and Canine Unit located a male hiding in the area of the Portage Diversion.  The police service dog was deployed and the male was taken into custody.  
 
A 21 year old male is currently in police custody.
 
This investigation is continuing by members of the Major Crimes Unit, the Sex Crimes Unit and the Identification Unit.  This investigation is still in the very early stages.  Further information will be released when it becomes available.
