Winnipeg Police Service News Release

 

  Wednesday, April 27th, 2011  

 
2011 ROADWATCH PROGRAM STATS
Over the Easter weekend (April 21 to April 24), the WPS operated the Manitoba Public Insurance "RoadWatch Program" on two evenings, April 21 and 23.
 
During the two evenings, police set up in the following areas:
 
Arlington Street and Dufferin Avenue
Arlington Street and Alexander Avenue
Pembina Highway and Grandmont Boulevard
Osborne Street and Broadway
Redwood Avenue and Main Street
Main Street and McDermot Avenue
 
Utilizing an Automated Licence Plate Reader, 4,221 vehicles had their registration status reviewed and 617 vehicles were stopped. 24 ASD tests were performed with 21 registering Pass and 3 registering Fail. All 3 subsequently failed a Breath test and were charged with Drive over .08.  
 
As a result of the stops, a total of 85 Provincial Offence Notices were issued. 21 unregistered vehicles were stopped as well as 13 unlicensed drivers. 5 more drivers were also found to be driving with suspended licences. 
 
Also of note, on April 23 at 9:30pm, a motorist was able to alert RoadWatch members at Redwood Avenue and Main Street of a possible stolen auto that was approaching. The vehicle was stopped and found to have been stolen several hours earlier. The driver (a 26 year old male) was also found to be impaired and driving with a suspended licence. He was detained in the Provincial Remand Centre.
 
The Road Watch Program will operate next weekend during the period of April 29 - May 1.
 
 
STABBING                                           C11-82811
On Wednesday, April 27th, 2011 shortly after midnight, Winnipeg Police Service members who were in attendance at a concert at the Convention Centre were notified of a fight and stabbing that had just occurred.  A 20 year old male victim, who had been working at the event, had been stabbed when he was breaking up a fight between a number of persons. 
 
Emergency Services Personnel attended and the victim was conveyed to the hospital in unstable condition, and was later upgraded to stable condition.  
 
Police learned that an argument erupted between two females resulting in a number of males attending to the area which resulted in a fight.  Attending security guards observed the fight and intervened, during which time one of them is stabbed in the upper body. 
 
In another area of the concert officers were alerted to a male that may have been involved in the initial fight.  As officers approached this male, he assaulted one of the officers by striking him in the upper body.  The officer did not receive any injuries as a result of the incident. 
 
A 26 year old male has been arrested for assault peace officer and possession of controlled drug or substance.  He has been released to appear in court at a later date.
 
At this time, there have been no arrests made in relation to the stabbing incident.  This investigation is continuing by members of the Organized Crime Unit.
 
 
STABBING                                            C11-82901
On Wednesday, April 27th, 2011 at approximately 2:30 a.m. Winnipeg Police Service Members responded to the vicinity of a hotel within the 800 block of Main Street for a report of a male that had been stabbed. 
 
Upon arrival officers located a 34 year old male in need of medical attention. Paramedics attended and the male was transported to the hospital in critical condition.  He has since been upgraded to stable condition. 
 
At this time, investigators have obtained limited information as the parties involved in this incident have not been forthcoming with information.  
 
This investigation is continuing by members of the Major Crimes Unit. 
 
 
ASSAULT WITH A WEAPON                  C11-82735
On Tuesday, April 26th, 2011 at approximately 10:20 p.m. Winnipeg Police Service Uniform Members were dispatched to a residence within the 300 block of Elgin Avenue to check on the well-being of occupants within.
 
Police have learned that a 38 year old male and a 33 year old female were inside the residence when two unknown persons knocked on the door.  Believing that these persons were known to them they opened the door.
 
Once inside both the victims were assaulted by the two unknown males, which resulted in the male victim being stabbed.  Paramedics attended and transported the male to the hospital in unstable condition, where he was later upgraded to stable condition.
 
At this time, investigators have only been able to obtain vague descriptions the two male suspects.
 
This investigation is continuing by members of the Division 11 Crime Unit.  Anyone with any information regarding this incident or the suspects is asked to contact investigators at 986-6668 or CrimeStoppers at 786-TIPS (8477)
 
 
THEFT INVESTIGATION- ARREST        C11-62661
On March 26th, 2011 a charity donation box containing approximately $1000- $2000 in cash was stolen from a retail business within the 1000 block of St James Street.  Police were notified of the incident and entered into an investigation. 
 
As a result of video surveillance capturing the incident, a suspect male was identified.  All attempts to locate the suspect were unsuccessful, and a warrant was requested for his arrest. 
 
On April 26th, 2011, the 38 year old male suspect turned himself into police. 
 
As a result of the continued investigation by members of the Division 12 Crime Unit, this male will also be facing in relation to a theft which occurred on February 25th, 2011, at a business located in the 1000 block of Logan Avenue.  A computer monitor valued at $100.00 had been stolen.
 
A 38 year old male from Winnipeg will be facing 2 counts of Theft Under $5000.00. He has since been released on a promise to appear. 
 
 
SEXUAL ASSAULT INVESTIGATION      C11-82697
On Tuesday, April 26th at approximately 9:30 p.m. a 16 year old female had been out running and was cooling down, walking in the area of Moray Street and Murray Park Road.  This female was listening to music and texting at the time when a suspect male approached and grabbed her from behind. 
 
The suspect then knocked the victim to the ground and proceeded to accost and grope her prior to fleeing the area on a bicycle.  The victim was not injured as a result of this incident.
 
Police were notified and a search of the area was unsuccessful in locating the suspect. 
 
The suspect is described as:
 
Male, 30 to 40 years of age, approximately 5'8" to 5'9" tall with a medium to heavy build, double chin and a pot belly.  He had pale skin and possibly blonde hair. 
 
He was wearing a light coloured hoodie, a baseball cap and blue jeans.   
 
Anyone with information regarding this incident or the suspect is asked to contact the Sex Crimes Unit at 986-6245 or CrimeStoppers at 786-TIPS (8477).
 
 
CANADIAN AERONAUTICS ACT- ARREST           R11-35415
On Tuesday, April 26th, 2011 at approximately 6:40 p.m. Winnipeg Police Service Airport Members were notified of a non-compliant male aboard a flight destined for Winnipeg from Minneapolis.  Officers learned that the male had been failing to comply with instruction from flight crew throughout a flight by utilizing a Global Positioning System (GPS).
 
This male had been advised by the flight crew on a number of occasions, as well as shown regulations that deemed the use of a GPS unlawful on an aircraft.  The male continually utilized the GPS, which resulted in the plane being delayed.
 
Upon arrival in Winnipeg, the male was taken into custody without incident.
 
Michel Jules EGO, 73 years of Saint Denis, Reunion Island has been charged with 2 counts under the Canadian Aeronautics Act as a result of his alleged involvement into this incident. 
 
- Using electronic device on board without permission (GPS)
- Non-compliance with safety instructions of air crew
 
He has been detained in custody.
