Sexual Assault Update – Arrest – C14-120835
As previously released, on June 10, 2014 the Winnipeg Police Service received the report of three sexual assaults that occurred in the East District.  They include:

  • Approximately 9:00 a.m. in the area of Munroe Avenue and Besant Street.  A 14- year-old female advised that she had been approached by an unknown male on a bike.  The male inappropriately touched the victim and was scared off by a witness.
  • Approximately 11:30 a.m. in the area of Roch Street and Sydney Avenue.  A 17- year-old female was walking when an unknown male on a bike rode by and inappropriately touched her.
  • Approximately 2:00 p.m. in the area of Manhattan Avenue and Grey Street.  A 21- year-old female was walking when an unknown male on a bike attempted to strike up a conversation and then touched her in an inappropriate manner.

None of the victims were physically hurt during these incidents.
 
The investigation continued by members of the East District Crime Unit who were able to identify the suspect. 
 
On June 12 shortly after 2:00 p.m. uniform members observed a male matching the suspect description in the 200 block of Grey Street.  He was arrested without incident and later turned over to East District Crime Unit investigators.
 
Bekele SHIBIRU 23 years of Winnipeg has been charged with Sexual Assault x 6 for his alleged involvement.
 
He was detained at the Provincial Remand Centre.
 
 
TST Member Rescues Male From Fire – C14-122832
On June 12, 2014 shortly after 2:00 p.m. members of the Tactical Support Team were patrolling in the 400 block of Sargent Avenue when they came across a fire within an apartment block that had not yet been reported.
 
After advising dispatch of the fire, one of the officers ran into the block and up to the second floor.  There he encountered two males who had attempted to rescue a male from within a suite but had been forced back due to smoke.  Without regard for his safety, the officer entered the smoke filled suite and was able to assist the disoriented 81-year-old male out of the residence.
 
Both the male and officer were treated for minor injury.
 
The cause of the fire has not yet been determined and damage is estimated at $150,000.00.

 
Traffic / Paraglider Arrest – C14-123098
Members of the Winnipeg Police Service AIR1 Unit had recently been contacted by Transport Canada Aviation Enforcement regarding a male operating a powered parachute (paraglider).  The male, who has been paragliding within city limits without a license, had previously been warned by Transport Canada regarding flying in a restricted area.
 
On June 12, 2014 shortly before 9:30 p.m. the male was observed by AIR1 members to be paragliding in the area of Wilkes Road & Charleswood Road.  AIR1 directed District 2 uniform members to his location at which time they were able to arrest the male without incident.
 
A 34-year-old male from Winnipeg has been charged with Dangerous Operation of an Aircraft.
 
He was released via an Appearance Notice.
 
 
Commercial Break & Enter Arrest Update – C14-110715
As previously released, recently members of the West District Crime Unit became involved in the investigation of a series of commercial break & enters and incidents of mischief involving two male suspects that occurred between May 28 & 29, 2014.
 
They included:
 
1900 block of Portage Avenue - a locked compound was broken into where two vehicles and a dirt bike were damaged. Further, a small fire was set in the parking lot.
 
1800 block of Portage Avenue – the rear window of a commercial building was broken.
 
200 block of Mount Royal Road – the main display window of a commercial building was broken.
 
1900 block of Portage Avenue – damage to the exterior of a commercial building.
 
1700 block of Portage Avenue – store broken into by breaking the front window.  Nothing was stolen.
 
2000 block of Portage Avenue – store broken into by breaking the front window.  Nothing stolen, however property within the store was damaged.
 
Total damage estimated in excess of $8,000.00.
 
West District Crime Unit members were able to identify the suspects and on June 11, 2014 Dolton LEVASSEUR 19 years of Winnipeg was arrested for his alleged involvement.
 
On June 12 investigators were able to locate and arrest the second suspect.
 
A 16-year-old male from Winnipeg has been charged with several property related offences for his alleged involvement.
 
He was detained at the Manitoba Youth Centre.
