COMMUNITY NOTIFICATION

 

 
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Timothy TORRES, 29 years of age, a convicted sex offender who is considered at high risk to re‑offend in a sexual manner.                                                                                                                                                                                                                                                     
 
TORRES will be released from Headingley Correctional Institution, Manitoba on June 3, 2014, after serving a sixteen month sentence (includes five months pre-sentence credit) for three counts of breach of prohibition order in relation to children. Upon release, TORRES will be subject to a Probation Order, which expires on June 2, 2017.  TORRES is expected to take up residence in Winnipeg, Manitoba.


TORRES has a history of violent sexual offending and though he has participated in some sex offender programming he is still considered at moderate-high risk to re-offend in a sexual manner against young females.


This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. TORRES will not be tolerated.

Background information:
 
Timothy TORRES is a 29 year-old male with a criminal record including sexual assault against a child, and numerous breaches of prohibition order in relation to children.
 
TORRES' most recent convictions for three counts of breach of prohibition order relates to offences that occurred on June 12, 2013, when TORRES breached the conditions of his prohibition order by attending a community centre playground and attending two public parks where persons under the age of 16 are present or can reasonably be expected to be present.  He was convicted on October 23, 2013, and received a total sentence of 16 months custody, which includes pre-trial custody credit of 5 months, and a 3 year supervised probation order. 
 
TORRES will be released from Headingley Correctional Institution, Manitoba on his early release date of June 3, 2014.
 
Upon release, TORRES will be subject to the conditions of a supervised Probation Order that expires June 2, 2017.  The Probation Order includes conditions such as:

  • Not to possess or consume any alcohol, illegal drug, non-prescription drug or any substance that will cause a person, including a mentally or physically disabled female, to become intoxicated;
  • Not to own, access or possess a computer or personal computing device or any device that would allow you unsupervised access to the internet;
  • Not to purchase, acquire, possess or access any form or type of pornography or sexually explicit material;
  • Not to be in the company of any sex trade worker or attend any area they are, or are known to frequent;
  • Not to be alone with any person under 18 years, except when approved of in advance by your Probation Officer;
  • Not to Seek, obtain or continue any employment, or being a volunteer, that involves being in a position of trust or authority towards persons under 18 years;
  • Not to be in company of children under 18 years except when in a public place or accompanied by another responsible and sober adult;
  • Not to be in, near or around places where children under 16 years are likely to congregate such as schools, parks, swimming pools and recreation areas unless accompanied by an adult previously approved in writing by Probation Services; and
  • Abide by a curfew of 10:00 pm to 7:00 am except for employment, verifiable medical emergencies or when you are given special permission in writing, in advance, from your Probation Officer.

TORRES is also subject to a 10 year prohibition from:

  • Attending a public park or public swimming area where persons under 16  years of age are present, or a day care, school ground, playground or community centre.

TORRES was previously convicted in 2009 for sexual assault that occurred in 2007 when he approached an 11 year old girl in the early morning hours, who he did not know, and persuaded her to get into his car. He threatened her, prevented her from getting out of the car, and sexually assaulted her.  TORRES received a 7 year prison sentence including pre-sentence custody and 44 months to be served post sentence, as well as a 10 year prohibition order regarding children.
 
In April 2012, while on statutory release, TORRES engaged with an undercover officer who he believed to be a sex trade worker.  In July 2012 TORRES was convicted of communication for the purpose of prostitution and sentenced to 5 months custody which included 14 days pre-sentence custody.  That sentence was consecutive to the sentence he had received for the sexual assault. His statutory release was revoked and he was returned to custody.
 
TORRES was released on a second term of statutory release on March 27, 2013. His most recent convictions for three counts of breach of prohibition order relates to offences that occurred on June 12, 2013 when TORRES breached the conditions of his prohibition order and his parole by attending public parks and playground where persons under 16 years are or could reasonably be expected to be present.  TORRES, with a dog, briefly attended the first park then a community centre playground both of which had few people present.  TORRES then attended another public park where persons under the age of 16 were present.  He was convicted on October 23, 2013, and received a total sentence of 16 months custody, which includes pre-trial custody credit of 5 months, and a 3 year supervised probation order.  
 
While incarcerated, TORRES participated in some sex offender programming but is still considered at moderate-high risk to re-offend in a sexual manner against young females.
 
TORRES is expected to take up residence in Winnipeg, Manitoba.
