COMMUNITY NOTIFICATION

 
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Michael Kyle LANGILLE, also known as Michael William Kyle LANGILLE, 30 years of age, a convicted sex offender who is considered high risk to re‑offend in a sexual and/or sexually violent manner against female children and adults.
 
LANGILLE will be released from Headingley Correctional Institution, Manitoba on April 15, 2014 after serving a twelve month sentence for three counts of breach of probation. Upon release, LANGILLE will be subject to two Probation Orders; one expires on April 25, 2015 and the other expires on June 13, 2017. LANGILLE is expected to take up residence in Winnipeg, Manitoba.
 
LANGILLE has a history of violent and sexual offences. Although he participated in some treatment programming in the past, LANGILLE is still considered high risk to re-offend in a sexual and/or sexually violent manner.  Female children and adults are at risk.

This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. LANGILLE will not be tolerated.

Background information:
Michael Kyle LANGILLE is a 30 year-old male with a criminal record including sexual assault, utter threats, possession of child pornography and distribution of child pornography and numerous breaches of probation and recognizance.
 
LANGILLE'S most recent convictions for three counts of beach of probation relates to offences that occurred between January 1, 2013 and May 27, 2013 when LANGILLE breached the conditions of his probation order by consuming methamphetamine, using a computer to access the internet, ordering pornographic movies, and possessing pornographic magazines and movies and a cell phone with a memory card. He was convicted on February 13, 2014 and received a total sentence of 12 months custody, which includes pre-trial custody credit of approximately eight months, and a 3 year supervised probation order. 
 
LANGILLE will be released from Headingley Correctional Institution, Manitoba on April 15, 2014.
 
Upon release, LANGILLE will be subject to the conditions of two supervised Probation Orders, one that expires April 25, 2015 and the other expires on June 13, 2017.  The Probation Order that expires June 13, 2017 includes conditions such as:
 
  • Not to possess or consume any drugs, alcohol and other intoxicants except prescription drugs as prescribed;
  • Attend, participate and complete any counselling, assessment or programming deemed appropriate by your Probation Officer;
  • Not to access or possess a computer or personal computing device or any device capable of storing digital images or videos;
  • Not to possess or access any form or type of pornography;
  • Not to access the internet by computer or any other electronic device or override or eliminate electronic data or cloak or hide computer access; and
  • Not to subscribe to, utilize or access any remote storage sites of service for the containing of electronic data of any kind;
     
    In addition, LANGILLE will also be subject to another Probation Order until April 25, 2015, which includes conditions such as:
  • Not to be alone with any person under 18 years, except when approved of in advance and in writing by Child and Family Services;
  • Not to be in company of children under 18 years except when in a public place or accompanied by another responsible and sober adult;
  • Attend, participate, and complete any assessments, therapy or treatment recommended by Forensic Psych Services; and
  • Abide by a curfew of 10:00 pm to 6:00 am unless in the presence of your mother, brother or step father or attending to a medical emergency, and comply with curfew checks conducted by Probation Services or law enforcement agencies.
     
    LANGILLE is also subject to a lifetime prohibition from:
  • Attending a public park or public swimming area where persons under 16 years of age are present, or a daycare, school ground, playground or community centre;
  • Seeking, obtaining or continuing any employment, or being a volunteer, that involves being in a position of trust or authority towards persons under 16 years of age; and
  • Using a computer for the purpose of communicating with a person under 16 years of age.
     
    LANGILLE was previously convicted in 2004 for sexual assault that occurred in 2002. LANGILLE received a three month conditional sentence followed by 3 years supervised probation, in addition to 7 months pre-sentence custody.
     
    In September 2011, LANGILLE was convicted of possession of child pornography and distribution of child pornography which occurred in 2010 when he downloaded and saved numerous child sexual abuse images to Ipod devices.  He was also convicted of breach of probation by failing to participate in counselling as directed by his probation officer and failing to abstain from the consumption of non-prescription drugs. On September 28, 2011, LANGILLE was sentenced to 10 months on each charge concurrent, in addition to 12 months and 15 days pre-sentence custody.  He was also placed on supervised probation for 3 years, which expires on June 13, 2017. LANGILLE also received the lifetime prohibition.
     
    On February 5, 2013, LANGILLE was convicted of utter threats that occurred in 2012 regarding an ex-partner. LANGILLE was sentenced to 1 year supervised probation. 
     
    While incarcerated, LANGILLE participated in some sex offender programming but is still considered at high risk to re-offend in a sexual and/or sexually violent manner against female children and adults.
     
    LANGILLE is expected to take up residence in Winnipeg, Manitoba.
