ALARM PERMIT RENEWAL FEE INFORMATION

The City of Winnipeg Alarm Bylaw was first passed in August 1987.

In 1999, a fee was required for new permits - $20.00 for residential permits, $30.00 for commercial permits.
 
In 2008, City Council approved a renewal fee every 4 years for all alarm permits.
 
The Winnipeg Police Service started the renewal process by sending letters and renewal applications to all residents and businesses who obtained an alarm permit in the year 1999 and earlier. This was followed by a second and third mailing of renewal notices.
 
A fourth and final mailing of 5900 renewal notices will be sent this week to all permit holders who received their initial alarm permit in 2007. If the resident/business is still at that location and operating an alarm system they must complete the application and return it along with the $20.00 fee by November 30th. Once renewed, the permit will again expire 4 years from the renewal date.
 
The renewal process will enable the Winnipeg Police Service to update its database to reflect accurate, current information for all alarm systems within the City of Winnipeg.
 
Alarm permits are required for any alarm system whether it is monitored or audible. Failure to obtain a valid permit or renew an existing permit for operating an alarm system could result in a fine being assessed.

COMMERCIAL BREAK AND ENTER – ARREST C11-230534
On November 2nd, 2011, at approximately 2:15 a.m., members of the Winnipeg Police Service responded to a break and enter into a secure compound in the area of the first 100 block of Redwood Avenue.  
 
Due to the efforts of Uniform Members and the Canine Unit, a suspect was observed hiding within the secure compound however officers were unable to make contact with him. Members of the Flight Operations Unit (Air 1) were requested and subsequently attended to the scene. An area where the suspect was believed to be hiding was illuminated, at which time the suspect began responding to the requests of the officers involved. It was at this time the suspect attempted to flee the area on foot, eventually exiting the compound. Members of the Canine Unit were deployed and the suspect was apprehended.
 
Kevin Gordon DUCHARME, 37 years has been charged with: Break and Enter and Breach Probation as a result of his alleged involvement.
 
He was detained.
 
 
COMMERCIAL ROBBERY C11-231114
On November 2nd, 2011, at approximately 7:30 p.m., members of the Winnipeg Police Service responded to a commercial robbery at a restaurant located in the 2100 block of McPhillips Avenue.
 
The investigation has revealed that a lone male suspect entered the business while attempting to conceal his identity and armed with what appeared to be a handgun. The suspect confronted a 19 year old female employee and demanded money. The suspect grabbed an undisclosed amount of cash and merchandise before fleeing the area.
 
The suspect is described as: Male, Aboriginal in appearance, 5'6"-5'8" tall, 18-25 years of age, brown eyes, average build and older scratches around his eyes. He was observed to be wearing a bandana covering the lower portion of his face and in possession of what appeared to be a handgun.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477).
