PUBLIC ADVISORY – OFF ROAD VEHICLES
The Winnipeg Police Service would like to remind all operators of Off Road Vehicles that the operation of Off Road Vehicles within the City of Winnipeg is governed by:
 
  1. City of Winnipeg Vehicles By-law
  2. City of Winnipeg Frozen Waterways By-Law
  3. The Province of Manitoba's Off Road Vehicles' Act
These pieces of legislation restrict the use of some vehicles, and where these vehicles may be operated within the City of Winnipeg. If operators wish more information they can visit our Winnipeg Police website, and navigate to the Map outlining the areas where it is legal within the City of Winnipeg to operate an Off Road Vehicle. This map can be found under the following link.
 
 
The map also contains links to the City of Winnipeg Vehicle's By-Law and the Provincial Off-Road Vehicles Act. On the same page as the map there is also a link to the Frozen Waterways By-law which can be found at the following link
 
 
The Winnipeg Police Service encourages the public to make themselves familiar with the applicable by-laws and provincial legislation before operating an Off Road Vehicle within the City of Winnipeg. In the coming weeks police will be conducting enforcement related to Off Road Vehicles within the City of Winnipeg. If there are any questions regarding the use of Off Road Vehicles the public can contact the River Patrol at 986-7085.
 
 
COMMERCIAL ROBBERY C11-18323
On January 26, 2011 at approximately 11:15 a.m., uniform members were dispatched to a convenience store located in the 500 block of Keenleyside Street regarding a robbery which had just taken place.
 
Attending members learned that two male suspects entered the business and proceeded behind the service counter. One of the suspects confronted a 24 year old male employee while armed with a knife and demanded that the cash register be opened.
 
The employee complied with the demands, at which time both suspects fled the area with an undisclosed amount of cash and cigarettes. 
 
No injuries were sustained.
 
The suspects are described as follows:
 
Suspect 1 - Male, Aboriginal in appearance, 18-22 years of age, 5'8"-5'10" in height, face appeared rough or scarred.
 
Suspect 2 – Only described as male.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding the incident is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477).
 
 
ROBBERY ARREST C10-286143
As previously released, on December 17, 2010 at approximately 7:40 p.m., Uniform members responded to a report of a male being robbed and physically assaulted in the area of the 800 block of Keewatin Street.
 
Attending members located a 49 year old male victim who was being assisted by passersby.
 
The investigation has revealed that the victim was walking to his parked vehicle when he was confronted by males unknown to him. The suspects approached the victim from behind and forced him into the suspect vehicle. It was at this time the suspects proceeded to bound and seriously assault the victim to the upper body. The suspects drove the victim a short distance when he was thrown out of the vehicle in the area of Smithhurst Street. The victim was robbed of several personal items as a result of the encounter.
 
The suspects fled the area in their vehicle.
 
The victim was conveyed to hospital requiring medical treatment.
 
The investigation continued by members of the District 3 Crime Unit.
 
On January 26, 2011, Christopher Wayne GUIBOCHE, 26 years was located, arrested and charged with the following alleged offences: Robbery with Violence, Kidnapping, Possessing Controlled Drug or Substance (Marihuana), including several Breaches. He has been detained.
  
The investigation is continuing by members of the District 3 Crime Unit. Anyone with information regarding this incident is asked to contact investigators at 986-2848 or CrimeStoppers at 786-TIPS (8477).  
 
   
STOLEN VEHICLE ARRESTS C11-17572
On January 25, 2011 at approximately 10:50 p.m., a pick up truck left running and unattended was stolen from the area of the first 100 block of Killarney Avenue.
 
The theft was reported to police at which time District 6 uniform members observed the stolen vehicle and suspects in the area. Officers followed until which time the stolen vehicle collided with an occupied vehicle in the area River Road and Riel Avenue. Both suspects fled from the stolen vehicle on foot. After a brief foot pursuit, both suspects were located and arrested.
 
The occupants of the other vehicle involved in the collision sustained minor injuries.
 
Due to the efforts of Uniform members, Canine Unit and Stolen Auto Unit members:
 
A 24 year old male has been charged with: Theft Over $5000.00, Theft Under $5000.00, Drive While Disqualified, including additional breaches.
 
A 14 year old male has been charged with: Theft Over $5000.00.
 
They have been detained.
 
The Winnipeg Service would like to remind members of the public to refrain from leaving their running vehicles unattended for any amount of time.   
 
 
STABBING C11-18428
On January 27, 2011 at approximately 3:40 a.m., a 41 year old male was located in the area of Euclid Avenue and Austin Street suffering from what appeared to be a stab wound to the upper body.
 
While being transported and at hospital, the male was observed to be very aggressive toward medical personnel. He was provided medical treatment and eventually upgraded to stable condition.
 
Officers attempted to interview the male regarding what had taken place, but he was not forthcoming with information at that time.
 
The investigation is continuing by members of the District 3 Crime Unit.
