Winnipeg Police Service News Release:

CHILD ABUSE IMAGERY – ARREST R11-2770
Between January 9th and 10th, 2011 an officer from the Toronto Police Service Internet Child Exploitation Unit (ICE) utilized an online undercover persona to make a connection with a suspect on a file sharing program. It was during this interaction that the suspect made numerous videos and images of child abuse imagery available to the undercover officer.
 
As a result of the investigation, the suspect was identified as residing in the Winnipeg area. Members of the Winnipeg Police Service Internet Child Exploitation Unit (ICE) were subsequently notified.
 
On January 15, 2011 at 8:20 a.m., ICE members with the assistance of East District Uniform Patrol executed a search warrant at the suspect's residence located in the St. Vital area of Winnipeg. Computer equipment has been seized and a preliminary search by Forensic Technicians has revealed thousands of images of child abuse imagery.
 
Joel Daniel STUBSON, 28 years has been charged with the following offences due to his alleged involvement.
 
·        Possessing Child Pornography
·        Accessing Child Pornography
·        Make Available Child Pornography
·        Distribute Child Pornography
 
He has been released on a Promise to Appear. The investigation is continuing.
 
 
ASSAULT WITH WEAPON – ARREST C11-11343
On January 16, 2011 at approximately 4:20 p.m., officers responded to the area of Henderson Highway and Sutton Avenue regarding a stabbing incident.
 
The investigation has revealed that an adult male victim was operating his vehicle while attempting to turn onto Henderson Highway from Sutton Avenue. It was at this time a male suspect in company of his three children attempted to cross Sutton Avenue in front of the victim's vehicle. As the suspect made it across the street, he began yelling at the victim. The incident escalated to the point where the victim was physically assaulted and stabbed to the upper body.
 
The suspect left the area and the victim contacted police.
 
The victim's injuries were determined to be non-life-threatening. Attending members located the suspect in the area a short time later.
 
A 31 year old male is facing the following charges as a result of his alleged involvement: Aggravated Assault, Possession of Weapon for Dangerous Purpose and Breach Probation.
 
He was released on a Promise to Appear.
 
 
STRONG-ARM ROBBERY C11-11512
On January 16, 2011 at approximately 9:50 p.m., uniform members were dispatched to attend the 1100 block of Arlington Street regarding a robbery incident.
 
The victim has since related to police that he was making his way to his vehicle when he was confronted by three suspects. During the incident he was knocked to the ground, and physically assaulted to the upper body. The suspects subsequently fled the area after robbing the victim of cash and his wallet.
 
Members of the Winnipeg Police Service Canine Unit tracked the suspects to a location in the 200 block of Beacon Street. It was at this time three people were taken into custody.
 
The victim was treated and released from hospital.
 
Members of the Division 11 Crime Unit continue to investigate and conduct interviews regarding the incident.
 
 
SELECTIVE TRAFFIC ENFORCEMENT PROGRAM – RESULTS
On Friday, January 14, 2011, the Winnipeg Police Service Central Traffic Unit kicked off a pilot Selective Traffic Enforcement Program in the areas of Bishop Grandin Boulevard between Waverley Street and St. Anne's Road, including the area of the University of Manitoba.
 
The enforcement took place between 6:00 p.m. and 4:00 a.m. (10 hours) and the results are as follows:
 
·        84 - Provincial Offence Notices Issued
·        7 – Alcohol Screening Device Warnings – 24 hour suspensions issued.
